China and US ‘should be in toughest tier' of foreign influence scheme

Sir Keir Starmer's Government has sought to balance a revival of Chinese relations in its pursuit of growth with matters of national security amid concerns about Chinese interference in Britain.
However, Beijing has been spared from the most stringent requirements of the UK's new Foreign Influence Registration Scheme (Firs), which would see anyone working for the state to declare influence activities in Britain.
Under existing rules, China is in the lower tier of the scheme which requires the declaration of 'political' activity alone, while Iran and Russia have been placed in the higher 'enhanced' tier covering a wider range of activities.
In its report, Chatham House called for both the US and Beijing to be placed in the enhanced tier 'as part of a wider move to build UK resilience to great power influence'.
Report author William Matthews said: 'Including both China and the US on the enhanced tier of Firs need not entail casting them as threats, and should be considered in terms of a policy of adapting the UK to a world of great power competition.
'Inclusion of the US could offset the risk of antagonising China, though China would still likely respond angrily, and would almost certainly provoke an angry response from the US.
'However, in the long-term it would be better for this to happen now if the UK seeks to maintain an autonomous foreign policy in its own interests, rather than at a future point when… risks are amplified due to intensifying US-China competition, which would make it harder to diverge from Washington where interests do not align.'

Among the risks posed by great power rivalry are the likelihood that America will show more 'transactional' behaviour as its 'relative power' declines, and the potential for the UK to be 'targeted coercively' by Beijing if it is seen to act as a proxy for US interests, he said.
Chinese dominance of supply chains for critical raw minerals, electric vehicles and green power means the UK cannot avoid economic engagement with the country, the report warns.
In its recommendations, it urges against the UK taking sides in the rivalry between the US and China and calls on the Government to be prepared to diverge significantly from Washington in its approach to Beijing.
'The UK cannot afford to lock in dependence on the US at the expense of supply chains and technologies essential for economic prosperity,' it says.
However, alongside maintaining economic ties it urges the Government to introduce key protections to guard against 'the risks of Chinese political interference'.
Among its recommendations is a call to carry out safety checks on Chinese digital components entering UK markets, to be modelled on the previous Huawei Cyber Security Evaluation Centre – nicknamed the Cell.
Where the risks can be mitigated, Chinese technology investments should be considered – outside of projects involving Government procurement and critical national infrastructure, it says.
The Government should also formally make permission for entities linked to the Chinese Communist Party (CPC) to operate in Britain conditional on their adherence to UK democratic norms and civil liberties, the report recommends.
A 'coordination centre' bringing together policy-makers, business chiefs, academic experts and civil society should be established and meet regularly to share approaches to China-related issues, it says.
A spokesperson for the Foreign Office said: 'This Government is taking a consistent, long-term and strategic approach to managing the UK's relations with China, rooted in UK and global interests. We will cooperate where we can, compete where we need to and challenge where we must.
'This includes supporting UK business to engage with the second largest economy in the world – one of our largest trading partners – while being open-eyed to any risks and ensuring security and resilience.'

BEIJING, July 8 (Reuters) - China's car sales rose in June for the fifth straight month, but reports by some major electric vehicle makers of easing demand raised concerns about intensifying competition in the world's largest auto market. Sales grew 18.6% in June year-on-year to 2.1 million vehicles from a 13.9% rise in May. First-half sales were up 11.2% to 11.1 million vehicles, data from the China Passenger Car Association showed on Tuesday. EV and plug-in hybrids sales, making up 52.7% of total car sales, increased a hefty 29.7% in June from a year earlier, up from 28.2% in May. But local EV giant BYD ( opens new tab saw car sales growth slow to 11% from 14.1% in May. Li Auto ( opens new tab, which along with BYD are the only two listed Chinese EV makers with full-year profitability, logged a 24.1% sales decline last month, reversing a 16.7% rise in May. Geely Auto ( opens new tab raised its 2025 sales target by 11% to 3 million units, but its sales growth eased to 42% from 46% in May. The cooling or falling sales pointed to "a big dilemma" facing the industry, as any escalation into "a life-or-death competition could put some at risk of being eliminated," said Cui Dongshu, secretary-general of CPCA. Warning the industry of excessive competition, Chinese regulators have called on automakers to halt a growing price war, which is heightening worries about overcapacity amid weak domestic demand and U.S. tariffs. Concerns about oversupply persist, as scepticism over car sales grows with reports of new vehicles being shipped overseas as "used" since 2019, according to a Reuters report in late June. Setting itself apart from industry-wide oversupply woes, Xiaomi ( opens new tab, an emerging competitor to Tesla (TSLA.O), opens new tab, received exceptionally strong orders for its second EV, the YU7 sports utility vehicle, which went on sale last month. Ministers have promised a 'fundamental reset' following years of companies paying out large dividend that diverted money away from infrastructure investment and maintenance, leading to sewage pollution and rising bills. However, they have ruled out nationalisation and instead are focusing efforts on tightening rules, increasing investment and strengthening penalties within the current system of regulated private firms. 'The problem with public ownership is the Government always has other things it wants to spend its money on,' the former Wessex boss said. He argued that privatisation helped to get debt off the Government's balance sheet and boost investment but this changed when the 'wrong sort of investors' began stripping cash out of companies through high dividends. 'It was bloody criminal what happened – the amount of money that was stripped out of not just Thames (Water), but a number of companies,' he said. 'So we need that to change (in) the system. It's not so much about ownership, it's more about how you regulate it, how you control it, and how you make sure the investment continues.' The review is not exploring nationalisation as an option, with campaigners at the summit indicating they will continue to campaign on the issue following its publication. Ewan McGaughey, professor of law at King's College London, argued that the Government should take away licences from failing water companies and transition them into a long-term sustainable model of public ownership, calling privatisation in England a 'broken model'. Mr McGaughey said 90% of countries and cities around the world have water in public ownership and cited examples such as Berlin and Paris, which brought their sectors back into public ownership in 2013 and 2009 respectively after the privatised model failed. 'Bills go down. Water quality goes up. It's actually not really that controversial. You just have to look at the evidence, and you can see that public ownership works better,' he said. Cat Hobbs, founder and We Own It, which campaigns for public ownership of public services, said the Government's decision to not allow the independent review to explore nationalisation is a 'scandal'. 'That has to change. They still have time to change it,' she said, And Ashley Smith, founder of Windrush Against Sewage Pollution (WASP), called privatisation a 'ludicrous scam', arguing that there has never been a single year since the firms were privatised when shareholders put in more money than they took out of the firms. Later, water minister Emma Hardy defended the Government's approach to reforming the sector. 'There's been a lack of sustained investment in the industry for an incredibly long time,' she told the summit. 'We have taken immediate action, but there are some things that, of course, are going to take longer to fix. 'We want to listen to you and we can have difference of opinion – that is absolutely fine but I want to make sure that we try and bring as many people with us as possible because fundamentally we're all trying to get to the same place and that place is an effective water system with reduced pollution which is better for customers and better for the environment.' Ms Hardy called the Cunliffe report a 'once-in-a-generation opportunity to modernise (the sector)' and said the Government will give a top-level reaction to the review before looking at any potential further legislation.
