
Is Massachusetts about to legalize online casinos on your smartphone?

For those already in the gambling business, the stakes are high, and the politics of it all have made for strange bedfellows.
On one side is homegrown sports betting behemoth DraftKings and arch rival FanDuel, which support the bills and stand to benefit by providing the digital platforms that power these games. Joining their camp: MGM Resorts International, which operates a casino in Springfield and online gaming platform BetMGM.

On the other side is Encore Boston Harbor, the Everett casino operated by Wynn Resorts, and UNITE HERE
Local 26, the politically influential hospitality union with many members who work at Encore; they oppose the bills, saying online gaming would cannibalize the brick-and-mortar casino business and reduce jobs in the industry. And then there are those who are wary for fear it will create more problem gamblers
by making it even easier to bet on your phone.

Seven states, including Connecticut, Rhode Island, and New Jersey, have legalized internet casino gaming, and proponents estimate that if Massachusetts levied a 20 percent tax, the state could generate $230 million to $275 million a year
in new revenue. (That's the same tax rate
as online-only sports betting, while land-based resort casinos are assessed at 25 percent.)
And with state lawmakers facing tough budget decisions this year, David Prestwood, a government affairs manager at DraftKings, knew exactly what to tell the Joint Committee on Consumer Protection and Professional Licensure.
'This money may be especially critical for Massachusetts in the face of anticipated federal funding cuts and reductions in state and local aid,'
he
said at last month's hearing.
Online casinos may seem no different than sports betting, but their appeal runs broader and deeper than placing a bet on a baseball game. And internet gambling is far different than going to a brick-and-mortar casino, which requires getting there and interacting with staff. Online, you can gamble in your pajamas.
'There's all these friction points where the player has the chance to think twice with about placing the next bet,' said Mark Stewart, a board member of the

Stewart, who is general counsel of The Cordish Companies, a Baltimore real estate and casino developer, testified virtually at the hearing, while Encore Boston Harbor president Jenny Holaday provided written testimony opposing online gaming and warned how it could result in a 'dramatic reduction in the associated taxes that Encore pays to the Commonwealth,' a sum that has totaled nearly $1 billion since the casino opened in 2019.
The owner of Encore Casino in Everett is pushing to stop a bill on Beacon Hill that would broadly legalize online gambling on slots and poker games.

It's shaping up as a test of who has more clout on Beacon Hill — Encore and its coalition of boots-on-the-ground supporters in the unions and Everett, or tech companies that have deep pockets.
Brick-and-mortar casinos
could get in on the game, too. The legislation sets aside licenses for the state's existing casino operators, along with four licenses for internet gaming platforms. Along with slots, they'd allow poker, blackjack, craps, and even games with a live dealer.

'If online gaming expands, we must ensure the Lottery is supported and stays competitive,' Goldberg said in a statement. 'Every dollar spent on private platforms could mean less for our cities and towns and early childhood education.'
Then there are concerns about addiction, with calls to the
surging
since sports betting was legalized.
Lia Nower, director of the Center for Gambling Studies at Rutgers University said what drives up the risk of problem gambling is giving people more options.
'There's a cumulative effect,' she said. 'The more things that you gamble on, the more often you gamble and the more venues in which you gamble, the higher your risk.'
In this digital era, online casinos may feel inevitable, yet internet gambling
is so new we don't really know how addictive it could be, especially among young bettors. Remember how we initially thought social media was just fun and games?

Yet the pressure will be intense from a gaming industry that's keen to keep expanding online. Boston-based

'It's the cash cow for the industry,' she said.
State Senator Paul Feeney — who is sponsoring the online casino legislation with state Representative Daniel Cahill — said lawmakers are well aware the need to carefully weigh all the costs and benefits, in particular the investments made by land-based casinos which he described as 'sacrosanct.'

Yet there's also an urgency with the state facing budget pressures.
'I wouldn't say that anything is on a fast track,' said Feeney. 'There's a renewed interest in looking at how we can maximize tax revenue without broad-based tax increases on residents.'
We tend to give the Legislature a hard time for moving too slowly, but this time we shouldn't. At the very least, the state should conduct its own independent analysis, rather than relying on industry-funded studies to weigh the impact on existing land-based casinos and the lottery, and whether it would create a new class of problem gamblers.
Online gaming is too big of a gamble to not get this right.

The antitrust case is also a big concern. In fact, the Justice Department wants Google to sell its Chrome browser and stop paying companies like Apple (AAPL) to be the default search engine on its devices. Nevertheless, Alphabet is expected to benefit from the rise of AI, especially in its cloud business, which recently signed a deal with OpenAI to provide it with more computing power. Moreover, GOOGL stock is trading at just 18 times estimated earnings, making it the cheapest among the top tech giants. Is Google Stock a Good Buy? Trump announces 'massive' trade deal with Japan
President Donald Trump says the US has agreed to a "massive" trade deal with Japan, one of the country's largest trading partners. The plan would result in Japan investing $550bn (£407bn) in the US and paying a 15% tariff, Trump said in a post on social media. He added that Japan would open its economy to US goods, including cars, trucks, rice and certain agricultural products. Japan's Prime Minister Shigeru Ishiba welcomed the announcement, saying it was "the lowest figure to date among countries with trade surpluses with the US". "I just signed the largest trade deal in history, I think maybe the largest deal in history with Japan," Trump touted at a White House event on Tuesday evening. "They had their top people here, and we worked on it long and hard. And it's a great deal for everybody. I always say it has to be great for everybody. It's a great deal," he added. Speaking to reporters on Wednesday, Ishiba said the agreement would mean US tariffs on vehicles and parts would be cut to 15% from 25%. "We were the first in the world to reduce tariffs on cars and auto parts without any quantity restrictions," he said. "The agreement does not include any reduction of tariffs on the Japanese side," Ishiba added. The BBC has reached out to the White House and Japan's embassy in Washington for more details of the trade agreement. Bringing its main tariff rate down to 15% is Japan's "best compromise at this stage", Shigeto Nagai from research firm Oxford Economics told BBC News. The planned investment in the US by Japan included in the announcement "will be a huge boost to restore the US, fitting in with Trump's story of reviving US manufacturing with more jobs," he added. In a letter sent to Japan this month, Trump threatened a 25% tariff on the country's exports to the US if there wasn't a new trade deal struck before 1 August. That was one percentage point higher from the 24% rate announced during his so-called Liberation Day on 2 April. The April tariffs plan, which included duties on many US trading partners across the globe, were paused for 90 days following worldwide market turmoil. It allowed Tokyo's trade representatives time to negotiate with their counterparts in Washington. Japan's benchmark share index, the Nikkei 225, was more than 3% higher on Wednesday in Tokyo, with strong gains for shares in motor industry giants - including Toyota, Nissan and Honda. The apparent deal comes as Ishiba is under pressure to step down after his Liberal Democratic Party (LDP) lost its majority in the country's upper house in elections over the weekend. The LDP had already lost its majority in Japan's more powerful lower house last year.

However, its upcoming Q2 earnings report, set to be published after tomorrow's close, could provide the big moment investors have been waiting for. Conversely, it could exacerbate some fears among market participants, such as a theoretical decline in organic click-through traffic because of alternative artificial intelligence (AI) solutions like OpenAI's ChatGPT or self-cannibalization from Google's own ' AI Overviews.' AI Overviews Can Shift from Innovation to Threat The most significant near-term threat to Alphabet's advertising dominance may be self-inflicted. At the center of the debate are AI Overviews—AI-generated summaries now appearing at the top of many Google search results. Alphabet maintains that these enhanced results monetize at rates comparable to traditional search. However, independent data paints a more skeptical picture, raising concerns that AI Overviews satisfy user intent too effectively, reducing the need to scroll or click through to external sites. Recall that in its first quarter 2025 earnings report, Google Cloud revenues soared 28% to $12.3 billion, according to TipRanks data. The performance increased Alphabet's market share from 11% to 12% in Q1, although it remains behind Microsoft (MSFT) and Amazon (AMZN), which command 22% and 29% of the cloud market share, respectively. Alphabet now faces a supply-side challenge: demand for its AI-optimized infrastructure is outpacing its current buildout capacity, introducing uncertainty around short-term revenue and contributing to expected quarterly volatility. In response, the company plans to invest $75 billion in capital expenditures to expand its infrastructure—primarily servers and data centers—to meet this surging demand. Of course, this surge in capital expenditures weighs on free cash flow and could slow the pace of stock buybacks (~$15 billion every quarter) and future dividend growth. Still, many view it as the 'cost of admission' to compete at scale in AI. With its custom TPU silicon and growing investment in vertical integration, Alphabet is laying the foundation for long-term AI dominance. GOOGL Navigates Global Regulatory Gauntlet Lastly, Alphabet continues to navigate a complicated global regulatory landscape. The second half of 2025 may feature major decisions in antitrust cases in both the U.S. and Europe. In the U.S., Alphabet is facing increasing pressure from the Department of Justice (DOJ), which is advocating for remedies that could fundamentally alter its business structure. For instance, the DOJ is making a case for 'choice screens,' which would require Google to display a selection screen for users to choose a default search engine on devices and browsers. There is also a threat that Google may have to divest Chrome entirely. Overseas, Alphabet is facing allegations that it is not in compliance with the European Union's Digital Markets Act (DMA). The primary concern surrounds 'self-preferencing,' wherein Google, allegedly, favors its specialized services (i.e., Google Hotels) over rival services in search results, which is illegal. Is GOOGL Stock a Buy, Sell, or Hold? On Wall Street, GOOGL carries a Strong Buy consensus rating based on 30 Buy, nine Hold, and zero Sell ratings in the past three months. GOOGL's average stock price target of $205.71 implies an upside potential of 8.2% over the next twelve months. Last week, Needham analyst Laura Martin maintained a Buy rating on GOOGL stock with an accompanying price target of $210. In a research note, the analyst emphasized that Google Search, Android, and Google Cloud have been major beneficiaries of significant technological waves, including the internet, mobile, and cloud technology waves, respectively. Additionally, she anticipates that GOOGL's Gemini will be a leading player in the emerging GenAI tech wave. GOOGL Stock Appears Undervalued Amid Structural Uncertainty GOOGL's underperformance over the past year—despite solid fundamentals, such as strong revenue growth and expanding margins—can largely be attributed to deep-rooted structural uncertainties. As a result, the stock appears to be trading at a discount. For instance, Alphabet's forward P/E of 20.6 aligns with the sector median, despite boasting far superior forward revenue growth (11.81% vs. 3.41%) and gross profit margins (58.59% vs. 53.21%). If Alphabet can effectively address these concerns, some of the pressure weighing on the stock could lift. The situation surrounding AI Overviews feels reminiscent of Meta's (META) pivot into the metaverse—an ambitious move that was eventually scaled back after investors punished the stock. However, Alphabet's initiative is more of a defensive evolution of its core product, not a speculative leap into uncharted territory. If the strategy underperforms, Alphabet retains the flexibility to pivot quickly. Given this context—and considering Alphabet's continued dominance in digital advertising along with its growing momentum in the cloud space—I remain Bullish on the stock's long-term prospects.
