PVR INOX multiplex at Chennai airport's Aerohub faces closure due to legal dispute
Justice N. Anand Venkatesh of the Madras High Court has, however, directed the AAI to maintain status quo until the authority considers and disposes of, in accordance with law, a representation made to it by PVR Inox on May 29, 2025 seeking permission to continue its operations at the Aerohub.
The direction was issued after Additional Solicitor General AR.L. Sundaresan, assisted by AAI standing counsel Ramaswamy Meyyappan, told the court that AAI would certainly a take decision in line with Articles 41 and 42 of the MLCP development agreement and convey it to the multiplex chain.
The orders were passed while disposing of a writ petition filed by PVR INOX to restrain AAI from interfering with the operation of the multiplex. Senior counsel P.S. Raman, representing the petitioner, told the court that AAI had invited tenders in 2017 for development of the MLCP with integrated commercial infrastructure at the Chennai airport.
The dispute
Olympia Techpark (Chennai) Private Limited turned out to be successful bidder and it floated a special purpose vehicle titled Meenambakkam Realty Private Limited which, in turn, entered into a development agreement with AAI in 2018 to develop, build, operate and maintain the facility for a period of 15 years.
Thereafter, AAI obtained environment clearance from the Union Ministry of Environment and Forests in December 2018 and the application for environment clearance specifically included the area earmarked for the multiplex. Therefore, AAI was fully cognizant of the construction of cinema halls even as early as in 2018, Mr. Raman said.
He added that AAI had also sanctioned the construction plans in 2019 and 2021 which had explicit mention about the cinema halls in the Aerohub and that in 2021, the authority had sought a No Objection Certificate (NOC) too from the Greater Chennai City Commissioner of Police for the cinema halls.
It was only on the basis of all these documents, PVR INOX had entered into a sub-licencing agreement with Meenambakkam Realty in November 2022 for operating the multiplex and commenced screening movies from February 1, 2023. The sub-licencing tenure was for a period of 13.5 years.
However, on July 21, 2023, the AAI wrote a letter to Meenambakkam Realty stating it had been decided to close down the multiplex since running of cinema halls was not permissible under the AAI Act. The letter had been signed by Joint General Manager (Commercial) M. Selvanayagam on behalf of the Airport Director.
Immediately, Meenambakkam Realty approached the Delhi High Court and obtained an interim order. Thereafter, an arbitral tribunal was constituted to resolve the dispute and the tribunal, in February 2024, stayed the operation of the July 2023 letter thereby providing interim protection to the developer.
Premature termination
Thereafter, the interim order was vacated and Meenambakkam Realty conveyed a startling information to PVR INOX on May 15, 2025 that its 2018 development agreement with AAI had been terminated prematurely and that AAI had decided to maintain the entire 2,47,202 square feet complex constructed on 4.5 acres of land on its own.
However, since Articles 42 and 43 of the development agreement empowers AAI to permit sub-licencees to continue on mutually negotiable terms and conditions, PVR INOX had given a representation to the authority on May 29 to permit the operation of the multiplex dehors the termination of the agreement with Meenambakkam Realty.

Airports Authority of India (AAI) will bring on board a new ground handling firm in about three months at Chennai airport after the departure of the Turkish ground handling service provider Çelebi Airport Services Private Limited recently. Chennai airport currently has two firms—AI Airport Services Limited and Bird Airport Services—which airlines have been deploying for their numerous in ground handling needs like moving passenger baggage between terminal and aircraft, aircraft servicing and cleaning, support services in flight operations and maintenance among others. The company had bagged contracts for several airports like Chennai, Goa, Kochi, Hyderabad, Bengaluru, Mumbai, Delhi and Kannur a few years back. In the city airport, the company managed a fairly significant volume of ground handling and the airlines including US Bangla, British Airways, Cathay Pacific, Scoot and SpiceJet had opted for the services of Çelebi until the license was cancelled by the Bureau of Civil Aviation Security (BCAS). Revoking this company's license came when security concerns emerged following military strikes and tensions between India and Pakistan. In May, when the BCAS withdrew the license to this Turkish-based firm, AAI said, airlines using their services quickly chose to go with the two other firms without causing any inconvenience for passengers. Officials of AAI said, after the ban of Çelebi, they have now issued a Request for Proposal for ground handling services at Chennai airport. 'It is a mandatory requirement from the Directorate General of Civil Aviation (DGCA) that major airports must have three firms for ground handling support. This way, duopoly is avoided and in case of any crisis like what happened in May, there are always two firms available at an airport and the operations are not disturbed. If only one firm is available, then the firm may scramble for manpower and as a result, baggage delivery may be delayed, and passengers will be affected. Hence, it is ideal to have three firms,' an official said.

Digi Yatra gets more patronage at Coimbatore International Airport
The patronage for Digi Yatra, a facial recognition-based check-in and boarding service, has gained more patronage from passengers at the Coimbatore International Airport. The Airport Authority of India (AAI) sources said that 20 % of passengers are using the facility, which offers seamless and paperless entry, at the Coimbatore airport. The current average patronage is more than the 10% target set by the Ministry of Civil Aviation. The facility was implemented about a year ago and the patronage increased in a phased manner. Various awareness activities are also done to promote its usage. At present, the Coimbatore airport has three check-in e-gates dedicated for Digi Yatra. After entering the terminal, there are two e-gates for security check and one for boarding. AAI sources added that staff of an agency that handles Digi Yatra operation are ready to help passengers to use the facial recognition technology-based system, if they find it difficult. To use the facility, passengers need to install Digi Yatra app on their smartphones and register themselves by providing personal details, identification credentials like Aadhaar and upload a selfie to create a Digi Yatra ID, which can be used while booking tickets. Boarding pass or e-ticket need to be uploaded on the app before a journey. The travel document needs to be scanned at the check-in e-gate where the facial recognition system will verify the passenger. Credentials given to generate Digi Yatra ID will also be matched by the system with travel documents and facial recognition to give clearance. After the check-in, passengers will be directed to the e-gates for security check and for boarding.

AAI defers Halwara airport terminal inauguration; no new date announced
The long-awaited inauguration of the newly constructed civil terminal at Halwara in Ludhiana district has been postponed, officials confirmed on Thursday. Prime Minister Narendra Modi was earlier scheduled to virtually inaugurate the facility on July 27. However, the event has now been deferred without any official explanation. A view of Halwara Airport in Ludhiana (HT File) Ludhiana deputy commissioner Himanshu Jain confirmed the postponement, stating, 'We have been informed by the Airport Authority of India (AAI) officials that the inauguration of the civil terminal has been postponed. No specific reason has been given for it yet.' Developed at the Indian Air Force (IAF) base at Halwara in Raikot subdivision, the civil terminal was a long-pending demand of Ludhiana residents, especially the business community, to enhance the region's air connectivity. It is a significant project that has been in the pipeline for over seven years. It was first approved by the Punjab cabinet in 2018 during the Congress-led government and has since seen multiple delays and missed deadlines. Though initially proposed as an international airport, the new terminal will begin operations with domestic flights only. As per current specifications, it is designed to handle one domestic flight at a time, with the capacity to accommodate 150 passengers during arrival and departure. The terminal will effectively serve as a replacement for Ludhiana's existing Sahnewal Airport, which currently operates a single daily flight between Ludhiana and Hindon (Ghaziabad). Once Halwara becomes operational, Sahnewal is expected to shut down. The construction of the terminal was in response to a longstanding demand by Ludhiana residents and industrialists for better air connectivity. The city, often referred to as the industrial capital of Punjab, has suffered from limited aviation infrastructure, forcing travellers to rely on faraway airports like Delhi, Chandigarh and Amritsar.
