Budget to spell doom for IT industry: P@SHA

KARACHI: Outrightly rejecting the budget 2025-26, IT industry said budget has fatally ignored Pakistan's IT and IT-enabled Services (ITeS) sector, terming disappointment and grave threat to the sector.
In a statement, Pakistan Software Houses Association (P@SHA) said budget is decisive blow to an industry that has carried the hopes of export-led recovery; youth employment and digital transformation.
It said an industry that today employs over 600,000 young Pakistanis—one of the country's largest and most vital pools of skilled talent.
Yet in a stunning act of neglect, the budget fails to address two urgent and long-standing demands from the sector: first, a defined and fair taxation framework for remote workers; and second, the continuation—and expansion—of the current tax regime for formal IT exporters.
What the industry has consistently asked for is not a one-time concession or patchwork relief, but a stable, 10-year tax policy framework—one that allows companies to invest, grow and compete with global peers. That has been ignored.
For over a year, the Pakistan Software Houses Association (P@SHA) has warned of a growing imbalance. High-earning remote workers employed by foreign companies; often indistinguishable from full-time employees, remain largely untaxed.
Meanwhile, P@sha said, companies based in Pakistan, employing and training local talent, are taxed, audited and over-regulated. This makes local hiring more expensive; while incentivizing capital flight and informal arrangements.
Talent retention is collapsing; export dollars are being parked abroad, and formal firms are bleeding value.
The government's refusal to act is particularly frustrating given the simplicity of the proposed solution: P@SHA has recommended classifying any individual earning over PKR 2.5 million annually from fewer than three foreign sources as a remote worker.
This affects only the top 5% of earners and avoids harming freelancers and small remitters.
The State Bank already tracks the necessary data. This is a policy that could be implemented overnight—yet has been ignored for years.
Worse still is the government's failure to extend the existing tax regime for exporters.
This regime was the foundation for over $700 million in investment commitments secured through the Digital Foreign Direct Investment (DFDI) initiative. The country spent hundreds of millions of rupees to secure this investment.
Sadly, with no continuity in tax policy and those investments are now in jeopardy. Foreign investors will not engage with a country where rules shift every year.
This is not just bad policy—it is a signal to the world that Pakistan's digital economy is not ready to be taken seriously.
The results will be devastating. Pakistan's IT sector—its fastest-growing, most globally competitive industry—may lose its momentum entirely.
Export growth will stall; jobs will disappear and the government's dream of reaching $25 billion in IT exports will not just be delayed—it will become permanently out of reach.

The announcement was made during a meeting of the Senate's Standing Committee on Interior, chaired by Senator Faisal Saleem on Tuesday. The committee chair expressed dissatisfaction with the lack of arms licences being issued to parliamentarians, prompting Naqvi's response. The minister also directed the interior secretary to look into complaints regarding the performance of the DG Passports. The committee discussed security concerns, with the minister agreeing that areas with poor law and order would see an increase in licence quotas. Naqvi also announced that individuals who had paid fees but did not receive licences in the past would have their fees refunded. The committee reviewed the Pakistan Citizenship Bill 2025, with DG Passports Mustafa Jamal Qazi briefing members on the proposed amendments. The amendments aim to allow overseas Pakistanis who renounced their citizenship to regain it, enabling them to invest, do business, and contribute to the country's development. During the meeting, Senator Haji Hidayatullah expressed dissatisfaction with the alleged irresponsible behaviour of the DG Passports. He complained that the DG would not answer his calls, and when he did, he failed to take action. He also claimed that the DG had disrespected his leader, Aimal Wali Khan, which he deemed unacceptable. The interior minister directed the interior secretary to investigate the matter. Moreover, Senator Fauzia Arshad raised concerns about water scarcity in the federal capital. Naqvi acknowledged that the situation at Rawal Dam was concerning and informed the committee that a task force had been formed, as per the prime minister's directives, to meet every 15 days to address Islamabad's water issues. He stated that water scarcity is a significant problem in new housing societies, many of which have been established illegally, contributing to a separate crisis. Meanwhile, Khyber-Pakhtunkhwa IG Zulfikar Hameed provided a security briefing for Muharram during the meeting, revealing that, out of 35 districts in the province, eight are sensitive and six are extremely sensitive. To ensure security, 43,470 personnel are being deployed in these areas, he said, adding that surveillance has been heightened along the borders with Punjab and Balochistan, and aerial surveillance will be conducted in certain regions. The K-P IG also disclosed evidence of external interference in a recent incident, where an attempt to target a political rally in Peshawar was foiled.

Currency dealers in the open market have projected to double the inflows of workers' remittances sent home by overseas Pakistanis in one year, aiming to attract $8-10 billion in the new fiscal year 2025-26 after the central bank jacked up their rate of margin to Rs22 a dollar with effect from Tuesday. According to the Exchange Companies Association of Pakistan (ECAP), the exchange companies (EC) attracted a total of $4 billion in the previous fiscal year ended June 30, 2025, while they were paid Rs2 for brining each dollar in Pakistan from expatriates. Pakistan receives record $4.1bn in remittances in March, says SBP governor Referring a circular of the State Bank of Pakistan (SBP) issued on Monday, ECAP Chairman Malik Bostan told the Business Recorder that the central bank has included exchange companies (ECs) in Pakistan Remittance Initiative (PRI), surging their rebate to Rs22/$ from Rs2/$ paid till June 30, 2025. 'Our inclusion in PRI has provided us (ECs/currency dealers) a level playing field,' he said. Banks in Pakistan attracted $33 billion in FY25, compared to $4 billion by exchange companies operating in the open market. ECs sold almost all the received workers' remittances of $4 billion in inter-bank market in FY25, helping the central bank to consolidate its foreign exchange reserves and finance trade deficit during the year. There are residing almost 15 million Pakistani expatriates in across the world with 70% of them living alone in two leading Middle Eastern countries namely Saudi Arabia and the United Arab Emirates (UAE). They sent a total of $35 billion in the first 11-month of FY25 from across the globe, up by 29% compared to the same period of FY24, it was learnt. ECAP chairman said Pakistani workers abroad collectively earn around $8 billion per month in salaries. 'If all of this money were sent to Pakistan, it could significantly strengthen our economy, reserves, and the Pakistani rupee. Right now, only $3–4 billion is being sent, while the remaining $4 billion is either being kept in foreign bank accounts or invested in places like Dubai, Europe, or the Middle East,' he said.

Australian shares rise on rate cut hopes, US trade deal optimism

Australian shares began the second half of 2025 on a positive note on Tuesday, supported by gains in gold, real estate and tech stocks, as expectations of domestic interest rate cuts and renewed optimism over US trade talks boosted sentiment. The S&P/ASX 200 index rose 0.2% to 8,557.1 points by 0101 GMT after gaining 4.4% in the first six months of the year. Investors are nearly certain the Reserve Bank of Australia (RBA) will cut rates next week, with swaps pricing in a 92% chance of a reduction from the current 3.85% cash rate, following signs of easing inflation in May. Markets are awaiting the retail sales data for May on Wednesday after a weak reading in April raised concerns about consumer spending. Rate sensitive real-estate stocks climbed 0.9%. Local property prices scaled another peak in June as rate cuts and expectations of more to come boosted demand in the face of low housing supply, data showed. Financials eased 0.1%, but remained near record highs, weighed by a 1.6% drop in Commonwealth Bank of Australia. Meanwhile, US trade deals with China and the UK fuelled optimism that a full-blown global trade war can be averted, with investors hoping for more deals ahead of US President Donald Trump's July 9 deadline. Tech stocks gained 0.9%, tracking an overnight rally on Wall Street, where the S&P 500 and Nasdaq notched record closing highs. Gold stocks climbed 1.4% after bullion prices rose overnight as the dollar eased. Australian shares head for sixth straight half-yearly rise Evolution Mining and Northern Star Resources advanced 1.4% and 1.5%, respectively. Insignia Financial jumped as much as 11.3% to become the top gainer on the benchmark index, after announcing investment manager CC Capital is actively working toward a binding takeover offer. New Zealand's benchmark S&P/NZX 50 index rose 0.3% to 12,634.83 points.
