Mandi flash flood: Jai Ram Thakur meets PM Modi, seeks concessions in Forest Conservation Act, relief package to resettle displaced families
The former chief minister also urged PM Modi to provide an area-specific relief package for rehabilitation and reconstruction, and sought to initiate a study to examine the root causes of recurring natural disasters in the state, in a bid to mitigate future losses.
Chief Minister Sukhvinder Singh Sukhu has also been urging the Centre to relax rules and regulations under the Forest Conservation Act to rehabilitate the displaced families on forest land. The 1980 Act aims to regulate and restrict the de-reservation and use of forest land for non-forest purposes. It mandates prior approval from the central government for any relaxation in the rule.
During Monday's meeting, which lasted around an hour, Thakur, who represents the Seraj Assembly constituency in Mandi, briefed PM Modi on the overall devastation caused by recent natural disasters in various parts of Himachal Pradesh. He said the PM took detailed stock of the damage and assured full support for rehabilitation and reconstruction efforts.
Thakur said he informed PM Modi that people had not only lost their homes but also their land, leaving them with nowhere to rebuild amid a disaster that caused losses exceeding Rs 1,200 crore across the state. Damages worth over Rs 1,000 crore were reported in Seraj constituency alone, he added.
On the night of June 30, 42 lives were lost in Seraj, Karsog, and Nachan following flash floods triggered by the cloudburst in Mandi, with Seraj alone accounting for 29 deaths. Over 500 homes were completely washed away, while another 1,000 houses sustained major damages. Thakur added that heavy damage was also reported in Nachan, Karsog, and Dharampur, where Syathi village was completely razed.

Govt collected Rs 22.21 lakh crore cess during FY2020-25
The government has transferred Rs 24.29 lakh crore cess proceeds to various designated reserve funds during 2019-20 to 2024-25 as against total collection of about Rs 22.21 lakh crore, the finance ministry informed parliament on Tuesday. Responding to a question by Trinamool Congress MP Sushmita Dev, Minister of state for Finance Pankaj Choudhary told Rajya Sabha that the proceeds of such surcharge and cess go towards meeting certain specific needs such as financing of centrally sponsored schemes. The minister did not explain the excess utilisation of taxes over total collection. However, economists said that the same could be due to borrowings by the central government to compensate the states for losses due to implementation of GST. 'The benefits of such expenditure also percolate to the states,' said the minister to a question if the government is considering including them in the divisible pool of taxes shared with the states. Article 270 of the Indian Constitution excludes the surcharge on taxes and duties and any cess levied for specific purposes under any law made by Parliament from the distribution between the Union and states. The minister tabled a chart in parliament showing various cess and surcharge collected from 2020-21 till 2024-25, and the estimated collection for 2025-26. From 2020-21 to 2024-25, the total cess and surcharge collected was Rs 19.4 lakh crore, a third of which has been collected through GST compensation cess. Road and infra cess, which also includes additional duty of excise on petrol and diesel (which were known as road cess before introduction of road and infrastructure cess), accounted for 30% of the total collection of cess and surcharge, health and education cess, and agri infra development cess accounted for 16% each. Cess and surcharge collected through corporate and income tax accounted for Rs 4 lakh crore during 2020-21 to 2024-25.

MLAs questioned the absence of visa-on-arrival services at both Dabolim and Mopa airports, despite assurances given before the latter became operational. 'European tourists particularly, should get this facility as it will attract high-spending tourists,' said Calangute MLA Michael Lobo. Quepem MLA Altone D'Costa also made a strong pitch for the facility. 'Both the engines are yours. Tell Centre of the need for the visa-on-arrival facility to promote tourism,' he said. Lobo criticised the non-implementation of the tourism master plan, which he said consumed Rs 5 crore and three years of preparation before its completion in 2016. He also said that removing illegal touts, guides, and other unlawful activities from beaches was essential for attracting quality tourists. Poriem MLA Deviya Rane advocated for declaring the Ghodemoddni festival of Sattari as a state festival, as well as for promoting wellness and medical tourism. She stressed the necessity of direct international flights from Goa to elevate beach, medical, and spiritual tourism 'to the next level.'

Full-fledged mining to start from Oct
Porvorim: Chief minister Pramod Sawant on Tuesday said in the assembly that mining activities will begin on a larger scale in Goa from Oct this year. Sawant said that an auction for 12 mining blocks has been tendered, and mining has commenced in the case of three, while four other blocks are in the process of being auctioned and will be operational soon. 'Others are awaiting approvals from the director general of mines and safety, etc. We have carried out 29 e-auctions so far,' the chief minister said. 'We are trying to start sustainable mining in the state in a full-fledged manner at the earliest. We will auction the remaining four blocks, and two major blocks will become operational.' He said, 'We are serious about the restart of the mining industry. I am fully aware of the problems faced by people in the mining belt of the state.' The CM said unidentified dumps on govt lands will also be auctioned. He said that the restart of mining in South Goa is facing some hurdles due to the requirement of forest clearances, as most of these mines are within forest areas. 'You first said the loss was Rs 35,000 crore and then brought it down to only Rs 350 crore,' he said. 'But more than 50% of the recovery is still pending.' Sawant, however, said that a committee has been formed to carry out the recovery and added that much of the pending amount has been recovered.
