Egypt, Germany to expand partnership with new €100m debt swap

Egypt and Germany are expanding their economic partnership with a focus on innovative financing and private sector investment, with a new €100m ($109m) tranche under a debt-for-development swap programme to be activated by mid-2026, Egypt's Planning and International Cooperation Minister said on Sunday.
Speaking at a joint press conference, Minister of Planning, Economic Development, and International Cooperation Rania Al-Mashat said the visit of German Federal Minister for Economic Cooperation and Development, Reem Alabali-Radovan, sent a strong message of partnership at a time of significant global and regional sensitivity.
Al-Mashat said the two countries enjoy a strategic partnership that has evolved into a comprehensive collaboration, with Germany being one of Egypt's largest European partners in development cooperation, trade, and investment.
Around 1,600 German companies operate in Egypt with total investments exceeding €6 billion in sectors including the green transition and manufacturing. The trade volume between the two countries is approximately €6.8 billion.
Al-Mashat highlighted several key areas of cooperation, including:
DEBT-FOR-DEVELOPMENT SWAP: The total value of the Egypt-Germany debt swap programme is €340m, with the new €100m tranche to be activated in December 2025 and June 2026. The programme has funded projects in technical education, health, climate action, and water and sanitation.
GREEN TRANSITION: Germany is a key supporter of the energy pillar of Egypt's 'NWFE' country platform, having allocated €258m in concessional financing, grants, and debt swaps to support the electricity network and the integration of renewable energy projects. Additionally, the German-financed PtX Development Fund provided €30m to Norway's Scatec for its green hydrogen project in the Suez Canal Economic Zone.
FINANCIAL COOPERATION: A financial cooperation agreement signed in May 2025 includes a €118m funding package for technical education and the integration of renewable energy into the grid. Al-Mashat said a new round of intergovernmental negotiations will be held by the end of this year to agree on priorities for the coming period.
The minister also noted that Egypt values Germany's efforts within the European Union to finalise a €5bn macroeconomic support mechanism and budget support for Egypt.
Al-Mashat said her discussions with her German counterpart included increasing development financing for the private sector through German financial institutions and establishing a new platform, similar to NWFE, to mobilise international partnerships for industrial development.
She also highlighted the effective partnership with the German Agency for International Cooperation (GIZ) in developing technical education to support national employment priorities.
'Egypt's economy is showing notable improvement in growth indicators, and we are working on enhancing macroeconomic stability to attract more foreign investment,' Al-Mashat said, adding that these efforts are part of a national plan to structurally transform the economy towards export-oriented sectors.

NEW ALAMEIN, July 23 (MENA) - Prime Minister Mostafa Madbouli stressed that the Rafah border crossing has never been closed from the Egyptian side. During the times when the Palestinian side maintained control over the crossing, all humanitarian and relief aid continued to flow into the Gaza Strip, Madbouli said at a press conference following the Cabinet's weekly meeting in New Alamein city. In fact, 80% of the humanitarian aid delivered to Gaza from the start of the conflict until now has come from the Egyptian government and Egyptian civil society, he noted. Despite efforts exerted by countries that have with far greater resources than Egypt, Egypt remains the largest contributor of aid to Gaza, the premier said. Egypt, he added, has not stopped receiving and sheltering wounded Palestinians and their families, who have been welcomed as honored guests and brothers on Egyptian soil. Since the outbreak of the conflict on October 7, 2023, President Abdel Fattah El Sisi clearly stated that Egypt completely rejects any attempt to liquidate the Palestinian cause or forcibly displace Palestinians from Gaza. He stressed that Egypt was the first country to make such a stand, highlighting the bilateral meetings held by President Sisi with European leaders and officials from around the world during which he reaffirmed Egypt's consistent and principled stance in this regard. Madbouli said Egypt has been engaged from day one in mediation efforts to achieve a ceasefire. "We succeeded in brokering the first ceasefire agreement in partnership with Qatar and the United States. Egypt has never stopped its mediation efforts and continues to push for de-escalation in hopes of ending the conflict.' He added that Egypt has also taken the lead in efforts to reconstruct Gaza, recalling the summit held in Egypt in March this year, where Cairo presented its comprehensive Gaza reconstruction plan. 'That plan was adopted by Arab and Islamic countries and has become a joint Arab-Islamic initiative,' he said, noting that Germany also reiterated its full support for Egypt in implementing the plan. Taarek Refaat A high-level delegation from Egypt's General Authority for the Suez Canal Economic Zone (SCZONE), led by Chairman Waleid Gamal El-Dien, continued its investment promotion tour across China by visiting Zhejiang Province to deepen industrial cooperation, particularly in the automotive and green energy sectors. This initiative aims to localize key manufacturing industries in Egypt, increase export capacity, and support the country's strategy to become a hub for electric vehicle and renewable energy production. The delegation kicked off the third day of the tour in Ninghai, where they visited the headquarters of KIBING Group, the world's second-largest producer of flat glass and the third-largest manufacturer of solar panel glass. Gamal El-Dien revealed that KIBING is set to establish the region's largest solar glass factory in the Ain Sokhna Integrated Zone, under SCZONE. The plant will span 800,000 square meters, with an expected investment of $685 million, creating up to 3,000 direct jobs upon full operation. Approximately 80% of the plant's output will be exported, primarily to European and American markets, with the remaining 20% allocated to the domestic Egyptian market, a share that could increase based on local demand. The factory is expected to rely on Egyptian silica sand as a key input, contributing to the localization of the green energy industry. Coordination is underway with national authorities to secure energy and infrastructure needs for the project. The delegation also visited Lynk & Co, an advanced vehicle manufacturing facility operated by Zhejiang Geely Holding in partnership with Sweden's Volvo. The visit focused on understanding cutting-edge automotive production processes and identifying investment requirements such as land, utilities, workforce needs, and technological transfer, core to Egypt's strategy of building a strong local auto industry. Later in the day, the SCZONE team participated in a high-level roundtable organized by the Ningbo Foreign Affairs Office, with participation from senior officials including Yi Qijun, Director General for Europe and Africa Cooperation. The session brought together six of China's leading auto parts manufacturers, including: Joyson (electronics, safety systems, displays), Minth Group (structural components, plastics; operates in the US, Mexico, Japan, Germany), Tuopu Group, Jifeng Co. (seating and interior systems), Ruitai (suspension and steering), Wuhan Auto. Discussions centered on the potential for localizing auto parts manufacturing within SCZONE, viewed as essential for supporting a full-fledged automotive production ecosystem. During the session, Waleid Gamal El-Dien gave a comprehensive presentation highlighting SCZONE's strategic geographic position, integrated industrial-port infrastructure, and access to major global markets through free trade agreements. Minister of Foreign Affairs Badr Abdelatty delivered a written message from President Abdel-Fattah El-Sisi to Nigerien President Abdourahamane Tchiani on Wednesday, affirming strong bilateral ties, and exploring broader cooperation across various fields. During a meeting in Niamey, Abdelatty and Tchiani discussed several issues of mutual concern, foremost among them the developments in the Sahel and West Africa, according to the Egyptian foreign ministry. Both sides also addressed the escalating security challenges in Africa associated with the spread of terrorist organisations and armed groups. They also discussed the situation in neighbouring African countries and its impact on regional security and stability. The Egyptian FM emphasised the strategic importance of Niger's stability to Egypt's national security, considering the African Sahel region a natural extension of Egypt's strategic neighbourhood. Furthermore, Abdelatty shed light on the growing terrorist threats and the increasing number of armed groups across Africa and the necessity of enhancing security cooperation between Egypt and Niger. The meeting also addressed ongoing cooperation in combating terrorism and extremist ideologies, where Abdelatty highlighted the vital role of Al-Azhar as a beacon of moderation, tolerance, and the promotion of Islam's centrist approach. For his part, the Nigerien president conveyed his greetings to President El-Sisi, expressing his country's gratitude for Egypt's supportive stance toward the Nigerien people and its consistent efforts to stand by Niger in facing its security and development challenges. Tchiani also praised Egypt's leading role in the region and globally. He lauded Al-Azhar's valuable support of religious and cultural education in Niger. Meeting Nigerien FM During his visit to Niamey, the Egyptian FM also met with his Nigerien counterpart Yaou Sangaré Bakary, where they discussed the security challenges in Africa linked to the spread of terrorism and organised crime. Abdelatty outlined Egypt's pioneering experience in combating terrorism through a comprehensive approach that considers security, development, and cultural aspects. He affirmed Cairo's readiness to share its expertise with Niger and the countries of the Sahel. During the meeting, both sides also addressed the situation in the Sahel and West Africa, stressing the need to strengthen joint African action to confront security and development challenges. Abdelatty and Bakary further emphasised the importance of continued consultation and coordination on regional developments of mutual concern. For his part, the Nigerien FM expressed his country's appreciation for Egypt's ongoing support, praising Cairo's active role in championing African issues . He looked forward to deepening cooperation with Egypt in various fields to serve the interests of both peoples. According to the Egyptian Foreign Ministry, the two ministers signed a memorandum of understanding to establish a political consultation mechanism to strengthen institutional coordination and broaden the prospects for bilateral ties and cooperation. Abdelatty also held a meeting with the Egyptian community in Niger. The Egyptian FM's visit to Niamey marks his third stop in his five-leg West African tour that includes Nigeria, Burkina Faso, Niger, Mali, and Senegal.
