Intelligence agencies have confirmed that ISI is reviving tactics reminiscent of the 1980s insurgency period — this time with advanced tools and global collaboration — to trigger unrest centered around the Golden Temple.
Golden Temple: Symbol, Shield, and Target
The core of the new operational blueprint is the tactical and symbolic exploitation of the Golden Temple. Intelligence inputs accessed on July 14, 2025, reveal a renewed push to use the sacred site as both a shield and a trigger. The recent bomb threat email received by the Shiromani Gurdwara Parbandhak Committee (SGPC), referencing RDX, points to coordinated efforts by ISI-backed groups to provoke mass outrage through calculated targeting of religious sensitivities.
Officials warn that any miscalculated action near the shrine could lead to a nationwide standoff, comparable to the events of 1984. Gangster-Terror Nexus and Cross-Border Logistics
Pakistan's strategy leans heavily on the deepening nexus between gangsters and Khalistani terror outfits. Operatives like Goldy Brar have claimed responsibility for killings in Russia and California, showcasing a chilling international reach. The assassination attempt on Shiromani Akali Dal's Sukhbir Badal near the Golden Temple by Chaura, a Pakistan-trained Babbar Khalsa terrorist, is another example of targeted violence backed by decades-old terror linkages.
Drone incursions continue to be a critical conduit for cross-border smuggling. In 2024 alone, Punjab recorded 286 such instances involving AK rifles, heroin, IEDs, and even satellite phones. Border districts like Tarn Taran and Ferozepur have emerged as key nodes for these operations.

The use of psychological tactics is relentless. The 19 fake threats to Air India in three days during 2024, later traced to SFJ's digital disruption campaigns, underscore the new era of 'keyboard insurgency." Posters glorifying Bhindranwale, calls for embassy attacks, and AI-generated narratives about injustice against Sikhs continue to flood diaspora and domestic spaces.
Crackdown and Countermeasures
Indian agencies have responded with intensified crackdowns. In 2024, 66 terrorists were arrested, 12 active modules were neutralised, and 1,099 kg of heroin was seized. The NIA blocked over 7,500 radical URLs, seized Rs 73 crore from terror-linked scams, and invoked the UAPA to target SFJ operatives' digital and financial assets. Courts have denied bail in key cases, signalling a firm judicial stance.

Around 73 Palestinians were killed while trying to access humanitarian aid at different locations across Gaza on Sunday, reported news agency Associated Press. The maximum number of casualties were reported from northern Gaza, where at least 67 people were killed while entering the region through the Zikim crossing with Israel, the report said citing the health ministry in the Palestinian territory and local hospitals. It is not clear yet whether they were killed by the Israeli army or armed gangs or both. However, some witnesses claimed that the Israeli military shot at the crowd, said the report. According to health workers, hundreds of people have been killed by Israeli fire while trying to access the Gaza Humanitarian Fund's, or GHF, a US- and Israel-backed group, distribution sites. Over 150 people were also wounded in the attacks, with some of them in critical condition. Meanwhile, the Israeli military announced new evacuation warnings for areas of central Gaza on Sunday. The announcement came amid Israel-Hamas ceasefire talks in Qatar. The evacuation cuts access between the city of Deir al-Balah and the southern cities of Rafah and Khan Younis in the narrow enclave. The United Nations has asked Israel to clarify whether UN facilities in southwestern Deir al-Balah are included in Sunday's evacuation order, AP report said citing an unnamed UN official. The evacuation announcement covers an area stretching from a previously evacuated area all the way to the coast and will severely hamper movement for aid groups and civilians in Gaza. Israeli military spokesman Avichay Adraee warned that the military will attack 'with intensity' against militants. He called for residents, including those sheltering in tents, to head to the Muwasi area, a desolate tent camp on Gaza's southern shore that the Israeli military has designated a humanitarian zone. Earlier this month, the Israeli military had declared that it controlled more than 65% of the Gaza Strip.

Maharashtra Chief Minister Devendra Fadnavis announced that Mumbai will introduce air-conditioned local trains with metro-like features for comfortable, safe commuting soon. While addressing the Maharashtra Legislative Assembly, CM Fadnavis also said that there will be no hike in ticket prices, and Railway Minister Ashwini Vaishnaw will make a formal announcement soon on the AC coaches in Mumbai local. Fadnavis further said that the underground Colaba-BKC-Aarey Metro 3 is expected to be fully operational by October, and the Navi Mumbai international airport will be completed by September-end. 'The development of Navi Mumbai Airport Influence Notified Area (NAINA) is underway. Work on the Vadhavan Port is also going on at a fast rate. Vadhavan Port, which will be among the top 10 ports in the world, will give new maritime strength to Mumbai and Maharashtra," Fadnavis said. 'We are also creating an Education City in Navi Mumbai, where the total education expenses will be 25% of those of abroad studies. We expect 10 foreign universities to come here; five renowned universities have already signed agreements," the Chief Minister added. The Chief Minister stated that Union Minister Vaishnaw, currently in Mumbai, has assured a positive decision on the matter and will make an official announcement upon his return to the city. 'Vaishnaw will come to Mumbai soon and make an official announcement," the CM said. Fadnavis dismissed Congress MLA Nana Patole's allegations of a 'honeytrap' racket targeting state officials in Thane, Nashik, and Mantralaya, citing a lack of evidence and Patole's failure to provide any proof. 'There is no honey or trap," Times of India quoted Fadnavis as saying. Fadnavis also informed that the crime rate in the state has decreased by 6.75%, and in Nagpur by 11% compared to the previous years. 'Detection of cybercrime cases has increased to 16%. Also, 91% atrocities against women cases and 98% rape cases have been detected in the state. Shockingly, in 99.5% of rape cases, the accused was an acquaintance or relative of the victim. More than 2,000 accused have been arrested in drug cases, and provisions have been made to impose MCOCA on drug peddlers. Thirteen policemen have been dismissed.
