The Micro, Small and Medium Enterprise Development Agency (MSMEDA) has announced that it has disbursed a total of LE 57.5 billion in project funding to micro, small, and medium enterprises from July 2014 through May 2025. The figure, representing a marked increase from pre‑2014 levels, highlights MSMEDA's intensified commitment following directives from President Abdel Fattah El‑Sisi.
According to MSMEDA CEO Bassel Rahmy, the agency's investment has supported the creation of over 3.4 million jobs across Egypt, with nearly half of funds - 47% - allocated to governorates in Upper Egypt to spur regional development. The announcement, made to coincide with World MSME Day on June 27th, emphasised the agency's multifaceted approach: combining accessible funding schemes with entrepreneurship training, tax incentives, informal sector regularisation, and licensing services. Technical support and marketing platforms such as 1,441 exhibitions - including one that drove over LE 2.1 billion in sales - further underscore MSMEDA's ecosystem-building efforts.
MSMEDA also flagged key 2025 milestones, including the rollout of Law No. 6, which simplifies tax reporting for SMEs with turnover up to LE 20 million. The law enables a tiered turnover tax starting as low as 0.4%, alongside stamp duty waivers.

The Financial Regulatory Authority (FRA), chaired by Mohamed Farid, has issued Decree No. 138 of 2025 amending Decree No. 81 of 2023 to raise the cap on pre-disbursed consumer cash finance to EGP 50,000 per client—up from EGP 10,000. The move is part of the FRA's broader push to promote financial and consumer inclusion by offering a wider range of financing options tailored to client needs. Under the new amendment, once a customer receives a credit limit from a licensed consumer finance provider based on their creditworthiness, they may access pre-disbursed cash financing of up to EGP 50,000, regardless of their overall credit ceiling. However, clients will not be eligible for additional cash financing until they provide documentation proving that the previous loan was used for its intended purpose and fully repaid. This includes submitting invoices or similar proof of the original purchase, ensuring responsible borrowing and safeguarding the financial stability of the consumer finance sector. The decree also reinforces the FRA's digital transformation strategy. It requires finance companies to digitise their operations, including data storage, transaction categorisation, and sectoral classification of financed goods and services. Companies must implement robust systems for managing, monitoring, and reporting on pre-disbursed cash financing, supported by advanced information technology infrastructure. Additionally, the decree mandates the use of electronic payment methods for both disbursing funds and collecting instalments. This aligns with Law No. 18 of 2019, which governs non-cash payment methods in non-banking financial transactions and supports Egypt's national financial inclusion objectives. Specifically, cash disbursements are capped at EGP 2,000, and cash instalment payments must not exceed EGP 500. Any amounts above these thresholds must be processed through electronic payment channels. Finance companies are also required to provide secure, appropriate facilities for disbursing funds and conducting related financial transactions. Moreover, the decree requires consumer finance companies to obtain prior FRA approval before launching any new cash finance products. Companies must verify that clients use disbursed funds for their declared purpose and back this with relevant documentation, such as invoices. A three-month grace period from the decree's effective date has been granted for companies to comply and to submit proof of adherence to both the original and amended regulatory requirements. The FRA reaffirmed its commitment to continuously monitoring market conditions and adapting the regulatory environment to meet evolving needs and economic challenges—ensuring the protection of all stakeholders and fostering the growth of Egypt's non-banking financial sector.

Ahmed Emam As Egypt marked the International Day of Micro, Small, and Medium Enterprises (MSMEs), Basil Rahmy, CEO of the Micro, Small and Medium Enterprise Development Agency (MSMEDA), underscored the critical role of small businesses in driving Egypt's economy, revealing they represent over 97% of the private sector. According to the Cabinet's Information and Decision Support Center (IDSC), Rahmy highlighted MSMEDA's extensive experience spanning more than three decades in empowering small enterprises. 'Our agency started as the Social Fund for Development and was restructured as MSMEDA under Law No. 152 of 2020,' he noted, adding that Egypt's MSMEs are the backbone of the private sector and a cornerstone of sustainable development. Rahmy revealed that MSMEDA has provided services to over 2.3 million clients so far, offering a comprehensive support ecosystem that includes financial and non-financial assistance such as funding, training programs, feasibility studies, B2B networking, and participation in domestic and international exhibitions to help businesses access new markets. He emphasized that 'commitment and seriousness are the keys to any project's success,' especially among Egypt's youth, who constitute more than 40% of the workforce. 'Having an innovative idea, leveraging MSMEDA's expertise and services, and maintaining discipline in work and repayments are all crucial factors for growth and success,' Rahmy said. Although MSMEDA did not organize an event this year to mark MSME Day, Rahmy revealed plans for a major celebration in 2026. The event will showcase success stories of MSMEs supported over the past three to four years, with a special focus on productive, industrial, agricultural, and IT sectors. Rahmy also stressed MSMEDA's commitment to supporting young entrepreneurs, particularly those with innovative ideas in green economy fields and artificial intelligence. 'The future holds immense opportunities for businesses that adopt modern technologies and sustainable solutions, aligning with Egypt Vision 2030 and the Sustainable Development Goals,' he said. The agency enjoys strong support from the Egyptian government, led by the President, the Prime Minister, and a board of directors that includes seven cabinet ministers and five experts. This high-level backing ensures ongoing performance development and the expansion of support services across all governorates. In the same connections, he affirmed that innovation and digital transformation have become vital pillars for the future growth and sustainability of enterprises in Egypt. NEW ALAMEIN CITY, Egypt, June 28 (MENA) – President Abdel Fattah al-Sisi has directed that the development of Egyptian airports continue through international partnerships grounded in efficiency and sustainability, alongside encouraging private sector involvement. The steps are part of Egypt Vision 2030, aiming to transform airports into advanced regional hubs operating under the latest global systems, while also providing an attractive investment climate that ensures economic viability and sustainable development, Presidential Spokesman Mohamed al-Shennawy said in a statement Saturday following Sisi's meeting in Alamein with Civil Aviation Minister Sameh el Hafny and Chairperson of EgyptAir In-Flight Services Soheir Abdallah. The meeting reviewed the comprehensive strategic vision to advance the civil aviation sector, covering air navigation, fleet expansion, airport upgrades, and human resource development in support of Egypt's target to raise annual tourist arrivals to 30 million. The President was also briefed on the 'New Republic Air Gate' at Terminal 4 of Cairo International Airport, including the technical and operational specifications of the project, which will establish a new passenger terminal under the highest global standards, with a capacity of at least 30 million passengers, raising the airport's overall capacity to over 60 million annually. The project will fully comply with safety, security, and environmental sustainability standards. The minister further outlined the national strategy, developed with the International Finance Corporation (IFC) as the ministry's strategic advisor, to involve the private sector in operating and developing airports. The plan aims to be finalized by summer 2025 and seeks to enhance the civil aviation sector's efficiency, improve passenger services, and attract private investments and advanced operational expertise to develop 11 key airports, while fully maintaining public ownership of these strategic assets. Sisi instructed moving ahead with modern airport development approaches and to offer Hurghada Airport for private sector partnership by the end of 2025. The spokesman added the meeting also covered Egypt's air navigation sector, highlighting international praise for the country's air traffic management amid recent regional crises and neighboring airspace closures, which increased traffic over Egypt to more than 1,600 aircraft daily. Organizations such as Eurocontrol, ICAO, and IATA commended Egyptian air traffic controllers for managing the surge efficiently without compromising safety or operational discipline. The talks also tackled plans to restructure Egypt's airspace and upgrade radar and communication systems. The session further touched on EgyptAir's recent progress, including winning, for the first time, the Skytrax award for 'Best Airline Staff in Africa' for 2025 during the Paris Air Show. The airline also earned awards for best economy class meals, fastest-growing airline in Africa (for the second year running), and best cabin crew on the continent. The minister noted EgyptAir advanced 20 places from last year, ranking 68th among the world's top 100 airlines out of over 325 carriers, and outlined the airline's plan to grow its fleet to 97 aircraft by 2028/2029 to boost competitiveness and enhance passenger experience. Additionally, he reviewed efforts to upgrade EgyptAir In-Flight Services by improving infrastructure and equipment, training staff, modernizing ground services, elevating international service standards, and upgrading business lounges to meet the highest levels of comfort and service.
