A training workshop on the executable mechanism for preparing the 1447 AH plan and updating development reports at the governorate and district levels was launched at the National Institute for Administrative Sciences in Ibb Governorate on Monday, May 19, 2025, with the participation of 105 planning officials from executive and local authorities.
The workshop, which will last for two days, aims to enhance the participants' efficiency in preparing development plans according to directives and priorities, and to reinforce the role of local authorities in improving services and establishing the faith-based identity.
During the opening, the governorate's deputy, Mohammed Al-Shubaibi, emphasized the importance of planning for achieving development, while Dr. Ali Al-Hakimi explained that the success of the administrative process depends on the quality of planning, especially during crises, pointing out Ibb Governorate's outstanding performance in last year's evaluations.
For his part, the planning sector official, Kamal Al-Harithi, reviewed the main axes of the new plan, which include the faith-based identity, economy, education, services, health, and social care, calling for setting developmental priorities according to the actual needs of each district.

In a related development, the Yemeni Network for Rights and Freedoms—a non-governmental organization—has documented approximately 8,186 incidents of human and material harm in Al-Bayda from January 2015 to January 2025, attributed to Houthi forces. A recent report by the network detailed 842 civilian deaths, including women and children, and 931 injuries—some of which resulted in permanent disabilities. The report cited a range of methods of violence, including direct sniper fire, random shelling, landmines, home demolitions, and torture. The network also documented 2,780 cases of arbitrary detention and abduction, 366 forced disappearances, and 132 cases of psychological and physical torture. It condemned these violations as flagrant breaches of the Geneva Conventions, international humanitarian law, and human rights law—alleging they amount to war crimes. The organization called on the international community and the United Nations to intervene urgently to end these abuses, lift blockades, and guarantee safe passage for humanitarian aid.

Participants in the march—including University Rector Dr. Mohammed al-Bukhaiti, along with academic staff, administrators, and students—raised Yemeni and Palestinian flags while chanting slogans condemning the genocidal massacres committed by the Zionist enemy. Protesters denounced the starvation tactics used with the support of the U.S. and Western powers, amid a shameful silence from Arab and Islamic countries. The student masses reaffirmed their commitment to standing at the forefront of those supporting the nation's causes—foremost among them, the Palestinian cause.
