J&K Police's ‘Bharosa' initiative for women safety & empowerment yielding positive results: Officials
DIG of Doda-Kishtwar-Ramban (DKR) range, Shridhar Patil, has launched the initiative structured around the three pillars of prevention, response, and empowerment.
'The initiative has already shown measurable impact on the ground,' said a senior police officer.
The DIG informed that a three-day capacity-building programme, held in collaboration with the Tata Institute of Social Sciences (TISS), Mumbai, trained 95 women police personnel in gender sensitisation, effective complaint handling, and community engagement strategies. 'As part of its extensive outreach efforts, 94 awareness programmes have been conducted, benefiting over 4,400 individuals. Response mechanisms have been strengthened through the 24x7 women helpline (112), J&K Police eCOP app, and rapid response teams. On the empowerment front, more than 4,700 people have gained that from cyber awareness and legal aid initiatives,' the officer further said.
The officials also informed that the initiative was launched last year in June in the Doda-Kishtwar-Ramban range.
Police officials are also reaching remote areas to educate people. The initiative has led to a notable increase in crime reporting, improved public trust in police services, and the adoption of advanced technology, including AI-powered surveillance and GPS-enabled patrols. It has also ushered in critical reforms such as digitised FIR systems, e-FIR facility, SOPs for crimes against women, and the enforcement of the POSH Act.

SC moots fast-track courts for criminal trials in Delhi-NCR
The Supreme Court on Thursday mooted the creation of fast-track courts in Delhi to expedite trials in cases lodged against 'professional' gangsters and directed both the Delhi government and the Centre to formulate a concrete proposal in this regard within four weeks. At the core of the court's concern was to nip the possibility of such persons securing bail and unleashing a spectre of violence. (HT Archive) The court passed the order after being informed by the Delhi Police, in an affidavit, that 288 cases against gangsters and criminal gangs operating in Delhi are pending trial. Only 108 cases have reached the stage of framing of charges. The affidavit also indicated that by any rate, it will take three to four years for a case to move from framing of charges to prosecution evidence being taken up. So far, only 25% of cases have reached the prosecution evidence stage, the first step of trial, it said. A bench of justices Surya Kant and Joymalya Bagchi found the delay impeding the right of the accused to a speedy trial. At the same time, the bench raised a larger issue about such gangsters securing bail on the grounds of prolonged trials. Even the security of witnesses gets compromised in these situations, the bench added. The court said, 'This week, we read an instance where a witness was murdered. Who is going to depose against gangsters? What is the protective cover that you give them? They are your eyes and ears. If you don't protect them, public confidence in the criminal justice system gets affected and rule of law gets absolutely impaired in the eyes of the common man.' At the core of the court's concern was to nip the possibility of such persons securing bail and unleashing a spectre of violence. The bench said, 'What is happening in the geographical belt of Delhi near to Haryana... They commit crime there and come to Delhi. Just yesterday, a man who committed a murder in Panipat was arrested from Ghaziabad. Society needs to get rid of these gangsters. They must be dealt with ruthlessly. We should not have any misplaced sympathy for them.' While the Delhi Police suggested the court set up dedicated court complexes within jail premises for trial of such hardened criminals, the court said that the issue needs to be dealt with holistically, as such courts will require adequate judicial manpower, support staff and infrastructure. The bench said, 'While the Delhi High Court will not have any objection to providing speedy trial by establishing dedicated courts, this can only happen provided that the Union government and the state of Delhi resolve to introduce a mechanism like fast-track courts (FTC) for trial of these cases.' Making Centre a party to the proceedings, the court said, 'Keeping in mind the pendency of 288 cases against gangsters, there will have to be appropriate strength of courts to ensure cases can be equitably distributed and trial can be held on day-to-day basis.... If such a decision is taken by appropriate authority, it seems to us that all pending trials can be brought to an end.' The court asked additional solicitor general (ASG) SD Sanjay, appearing for the Delhi Police, to also appear for the Centre and give effect to the order. The court agreed to pass subsequent directions for expediting the hearing of such cases once a resolution is adopted by the Centre and the Delhi government. The matter will next be heard after four weeks. The court made the observations while hearing a bail petition filed by one Mahesh Khatri alias Bholi, who is facing 55 criminal cases, many of which are heinous offences. In February, the court refused him bail but expanded the scope of the petition by asking the Delhi Police to specify whether a mechanism could be introduced for a speedy trial in cases concerning gangsters. The Delhi Police affidavit, filed in response to this order, noted that while multiple factors lead to delayed trials, the primary reason was that courts hearing cases against such gangsters facing charges under the Indian Penal Code and Maharashtra Control of Organised Crime Act (MCOCA) handle other routine matters and are burdened with multiple sensitive matters involving the IPC, economic offences and money laundering, among others. ASG Sanjay said that, considering these aspects, the Delhi Police urged the court to set up dedicated court complexes on jail premises. This would not only expedite cases against gangsters but prevent them from getting bail. At the same time, it will enable better safety for witnesses and accused persons and will reduce the opportunity available for such criminals to generate reels and other social media content glamourising their lives, something that is observed when members of gangs are transported from jails to court complexes, it said. The ASG assured the court that a joint meeting of the Centre and the Delhi government will be held to resolve the issue.

Ludhiana: 1-kg opium seized, Jharkhand man held
A Jharkhand resident, claiming to be a national-level para archer, has been arrested and 1.11-kg opium seized from his possession near Sudhar, police said. His aide managed to escape. The police said he claimed to have won a gold medal in a national-level tournament. His aide who managed to escape has been identified as Rajan of Jharkhand. Deputy superintendent of police (Dakha) Varinder Singh Khosa said the Sudhar police got a tip-off and arrested the accused from grain market, Sudhar Road, where they were waiting for customers. Rajan managed to escape but Patras was nabbed as he couldn't flee due to his physical condition (polio). When frisked, the police recovered 1.11-kg opium, ₹700 and a mobile phone from his possession. The DSP added that during questioning, the accused told police that they used to travel in trains and had delivered some consignments in Ludhiana in the past. 'The arrested man claimed that he has been a national-level archer. The police have asked his family to produce any proof in support of his claims. The accused stated that he took up drug peddling due to unemployment,'said the DSP. The accused was produced before a court on Thursday. The court remanded the accused to two-day police custody for questioning. A hunt is on for the arrest of the rest of the accused. An FIR under Sections 18, 61 and 85 of the NDPS Act has been registered against the accused.

8 months pregnant teen dies after jumping from third floor of house in Delhi
A teenage girl, who was eight months pregnant, died after allegedly jumping from the third floor of a house in northwest Delhi's Pooth Khurd area, a police official said on Thursday. Efforts are being made to trace the accused, said police.(File/HT Photo) The 17-year-old girl, who was seriously injured after falling from the terrace of the house where her sister lived, was initially taken to a nearby doctor. She was referred to the Bhagwati Hospital in Rohini, where she succumbed to her injuries during treatment. The incident happened at around 12 pm on July 19. According to Deputy Commissioner of Police (Outer North) Hareshwar Swami, the girl was in a live-in relationship with a man identified as Pinku, who worked as a labourer. Both the girl and the accused were natives of the same village in Bihar and had been living in Pooth Khurd. "Her elder sister's statement allege that Pinku used to forcefully keep the minor with him and had established physical relations against her will," the DCP said. According to a police source, the couple used to have frequent altercations, and the man is said to have been physically abusive towards her. The girl's family, who was aware of the relationship, had taken her back to their village. "The man followed her to Bihar and convinced the family to let her return to Delhi. She eventually came back, but the relationship remained troubled and the alleged abuse continued," the source said. DCP Swami said that the girl was staying at her sister's residence on July 19. When her sister was out to work at a factory, the girl went to the terrace at around 12 pm and jumped, falling to the street below and sustaining serious injuries. "She was given medical attention, but despite best efforts, the doctors declared her dead during treatment at the hospital," Swami said. Based on the contents of her sister's statement, the facts of the case, and findings from the post-mortem report, police have registered a case against Pinku under Sections 108 (abetment of suicide) and 64(1) (punishment for rape) of the Bharatiya Nyaya Sanhita and Section 6 of the Protection of Children from Sexual Offences Act, the DCP said.
