BI chief Viado: Impartial probe to provide clarity on corruption allegations

Immigration Commissioner Joel Viado on Wednesday welcomed the investigation into the corruption allegations within the bureau.
Viado made the remark after President Ferdinand Marcos Jr. on Tuesday said he is looking into the accusations of corruption at the Bureau of Immigration (BI).
'We respectfully acknowledge and welcome President Ferdinand R. Marcos Jr.'s statement regarding the need to look into the issues raised in the so-called BI white paper,' said Viado in a statement.
'We share the President's view that transparency, fairness, and due process are essential in addressing matters of public concern,' he added.
Viado also said the BI trusts that 'an impartial and comprehensive investigation will bring clarity, establish accountability where warranted, and ultimately strengthen the public's trust in our institutions.'
On Monday, the Immigration chief denied the corruption allegations against the BI, including the supposed mishandling of cases related to the illegal Philippine Offshore Gaming Operators (POGO) in the country.
The issue stemmed from a letter purportedly sent by BI employees to the President last week, in which they allegedly accused Viado of corruption.
The BI employees—who wished to remain anonymous due to concerns of retaliation from Viado—mentioned in the letter the alleged corrupt practices under the present BI leadership, including the supposed mishandling of POGO-related cases and their deportation.
Viado has dismissed the letter as part of a 'smear campaign.'
He also accused a senior BI official of fueling the issue after the BI chief supposedly rejected his request to release a Chinese national linked to a powerful political figure from the previous administration. —VBL, GMA Integrated News

Theresa Lazaro assumed her new post Tuesday in an austere ceremony but with a firm order for hundreds of Filipino diplomats and staff: "be guided by patriotism and integrity." Lazaro was sworn in by President Ferdinand Marcos Jr. as the 25th Philippine Foreign Secretary at the Malacañang Palace in the morning. She later received the symbolic flag of the Department of Foreign Affairs from outgoing Secretary Enrique Manalo in the temporary DFA headquarters in Pasay City with about 200 senior diplomats and employees in attendance. "We safeguard our statehood as well as the dignity of every Filipino. Throughout all this, we must remain guided by the DFA's core values of patriotism, integrity, professionalism, excellence, and service," Lazaro told an audience of career officers and employees in the department's main function hall. The 66-year-old Lazaro is coming into the job with decades of experience as a career diplomat and deft handling of sensitive foreign policy issues, specifically on Manila's complex relations with China, whose sprawling territorial claims in the South China Sea and the West Philippine Sea have been challenged by the Philippines. Lazaro will also craft guidelines and issue directives on how to navigate the volatile security situation in the Middle East, where more than two million Filipinos live and work. In her speech, Lazaro said she values the DFA's work and commitment as they face "much work ahead." "But with unity of purpose, our core values in mind, and the whole DFA family standing side by side, I am confident that we can face the road ahead with determination, resilience, and the collective spirit that has always defined the department," she said. A seasoned career diplomat, Lazaro negotiated a landmark agreement with China on a provisional arrangement for the Philippine delivery of supplies to Filipino forces at Ayungin Shoal (Second Thomas Shoal) to prevent a repeat of past confrontations. Signed in July 2024, the agreement that covers Ayungin seeks to avoid altercations and ease tensions after a violent clash between Philippine Navy special forces and Chinese coast guard personnel on June 17, 2024 at the Philippine-occupied area. Since the forging of the agreement, succeeding resupply missions to the shoal have been peaceful with Chinese ships keeping watch at a distance. As DFA's Undersecretary for policy, she also led negotiations for a crucial Code of Conduct in the South China Sea, which aims to prevent a major conflict in the disputed waters, called West Philippine Sea by Manila. "For the past 127 years, the Department of Foreign Affairs has stood as one of the most enduring pillars of the Republic, implementing and charting the course of Philippine foreign policy, fostering friendly relations with our international partners, and assisting our Filipinos overseas, and most importantly, asserting the Philippines as an independent, sovereign nation" she said. REUTERS/ Eloisa Lopez The Bureau of Immigration (BI) on Tuesday hailed as "a major win for the national government" the ruling of a Manila court that voided the mayorship of dismissed Bamban, Tarlac Mayor Alice Guo, whom the tribunal deemed as "undoubtedly Chinese." BI Commissioner Joel Viado welcomed the decision of Manila Regional Trial Court (RTC) Branch 34, saying it affirmed the immigration findings that Alice Guo and Chinese national Guo Ha Ping are the same person. "This case reveals how a foreign national was able to penetrate public office using false documents and a fabricated identity," said Viado in a press statement. "The Bureau has long initiated deportation proceedings against Guo. This court decision further cements our legal basis and supports the government's ongoing efforts to protect our borders and institutions," he said. In a 67-page decision dated June 27, 2025, Judge Liwliwa S. Hidalgo-Bucu of the Manila RTC Branch 34 granted the quo warranto petition filed by the Office of the Solicitor General against Guo. The ruling stated that Guo and her parents arrived in the Philippines from Fujian, China, with Chinese passports on July 12, 1999. It added that Guo's Philippine passport is not considered "conclusive proof of citizenship," just like her birth certificate. "This case highlights the dangers of foreign infiltration and how it can threaten national security from within. It is our duty at the Bureau of Immigration to detect, deter, and remove foreign nationals who misrepresent themselves to gain access to positions of power," said Viado. Guo's arrest came after she faced several accusations, including having a fake identity, being a Chinese spy and involvement in a Philippine Offshore Gaming Operator (POGO) syndicate. She claimed she was a Filipino citizen and denied her involvement in illegal POGO operations. In August 2024, the Office of the Ombudsman ordered the dismissal of Guo for grave misconduct. For faster deportation Meanwhile, the BI and the Philippine Amusement and Gaming Corporation (Pagcor) signed a memorandum of agreement (MOA) for the faster deportation of illegal foreign POGO workers in the country. Under the MOA, Pagcor will provide the BI with a P50-million grant, to be released in two equal tranches, for the deportation of illegal foreign POGO workers physically held at the Bureau's Warden Facility and Protection Unit (BIWFPU). "We thank PAGCOR for their active support, which will greatly boost our efforts in clearing the country of undocumented and overstaying aliens, especially those connected to illegal online operations," said Viado. "This grant affirms the whole-of-government approach in addressing threats to national security, while protecting our borders from transnational criminal elements," he said. Last month, the Presidential Anti-Organized Crime Commission (PAOCC) said over 9,000 former POGO workers remain at large in the Philippines. — VDV, GMA Integrated News

China bars Francis Tolentino from entering mainland, Hong Kong, Macao

China on Monday imposed sanctions against former senator Francis Tolentino by banning him from entering its mainland, Hong Kong, and Macao due to his alleged 'egregious conduct' on China-related issues. The Chinese foreign ministry spokesperson made the announcement a day after Tolentino's term as Philippine senator ended. The spokesperson stressed that the Chinese government will defend national sovereignty, security, and development interests despite remarks from so-called anti-China politicians from the Philippines. 'For quite some time, driven by selfish interests, a handful of anti-China politicians in the Philippines have made malicious remarks and moves on issues related to China that are detrimental to China's interests and China-Philippines relations,' the statement posted on Chinese Ministry of Foreign Affairs website read. 'China decides to impose sanctions on former Philippines senator Francis Tolentino for his egregious conduct on China-related issues and prohibit him from entering the Chinese mainland, Hong Kong and Macao,' it added. Tolentino, in return, acknowledged the sanctions imposed on him which he called a 'badge of honor.' 'This sanction is a badge of honor and a testament to my unwavering commitment to protect our national interest and our people's dignity,' the former lawmaker said.
