Canada hikes proof of funds for foreign students
In an update to its proof of financial support norms for those applying for a study permits on or after September 1 this year, Immigration, Refugees and Citizenship Canada (IRCC) noted that the minimum amount required, not including tuition, will be CA$ 22,895 for the applicant alone.
If the applicant is accompanied by family members, the amount increases.
The current amount required for the applicant is CA$ 20,635, making the forthcoming hike nearly 11 per cent higher.
Proof of being able to pay living expenses and other costs in Canada can be in the form of a bank account in the country with the balance available, a guaranteed investment certificate (equivalent of an Indian fixed deposit) for the amount, proof of a student or education loan from a bank, among other methods.
Canada started taking measures with regard to international students since late 2023. On December 7 that year, IRCC announced for new study permit applications received on or after January 1, 2024, a single applicant will 'need to show they have CA$ 20,635 as against CA$ 10,000 earlier.
The measure comes as the number of study permits issued to international students from India continues to plummet, down nearly a third in the first quarter of this year as against the corresponding period in 2024.
IRCC data showed that the number of permits issued to students from India in the first quarter of 2025 was 30640, versus 44295 last year, a drop of nearly 31 per cent. Overall figures have also declined, falling from 121070 in 2024 to 96015 in the first quarter of 2025.
This follows the trend of decreasing intake of international students after the Canadian Government started applying brakes on the influx in the last quarter of 2023.
In 2023, Canada issued a total of 681155 study permits, with Indians comprising 278045 of them. Last year, that total slid to 516275 with the Indian component decreasing to 188465.
Policy changes were instituted because record immigration was blamed, partly, for housing unaffordability, and pressure on health and transport infrastructure. After he led his party back to form the Government following the April 28 Federal election, Prime Minister Mark Carney made it clear that position will not change in the near future as he said temporary residents, including students and foreign workers, will not account for more than five per cent of the country's population by 2027.
On September 18, 2024, IRCC stated the cap for issuing study permits for 2025 will be at 437,000, down from the target of 485,000 for this year. The 'stabilizing' 2025 figure will also apply for 2026.

A notice to a farmer in Dinhata in Cooch Behar district from Assam's Foreigners Tribunal, declaring the 50-year-old an 'illegal migrant' has ignited a fierce political slugfest in West Bengal. Uttam Kumar, a resident of Sadyaler Kuthi in Dinhata subdivision, said he was stunned when he received the notice in January, accusing him of entering India 'illegally through Assam between 1966 and 1971.' 'I have never left Cooch Behar in my life. I was born and raised here. How can I be an illegal migrant? ' he told mediapersons, recalling that he only grasped the charge's seriousness after neighbours explained the tribunal's ruling. 'I was served the notice in January. I don't read things well, so I showed it to my neighbours. That is when I learnt Assam has charged me with being an illegal infiltrator,' he said. The notice alleges Kumar failed to submit required documents during police verification and now stands classified as a suspected illegal immigrant. Foreigners' Tribunals in Assam alone adjudicate such citizenship disputes. The Trinamool Congress (TMC) was quick to denounce the development as proof of the BJP's 'anti-Bengali' bias. Assam is ruled by the BJP. Calling the notice 'outrageous', TMC leader and North Bengal Development Minister Udayan Guha said: 'All residents of the Brahmaputra basin, who migrated before 1971, are Indian citizens as per the Assam Accord. Even if we assume someone entered before 1971, they are legitimate Indians. Uttam is a Rajbanshi, a son of this soil. The BJP is trying to repeat Assam's NRC chaos here.' On social media platform X, TMC Rajya Sabha MP Samirul Islam accused Prime Minister Narendra Modi and Union Home Minister Amit Shah of first deporting Bengali-speaking workers and now targeting lifelong residents. 'Despite documents showing his father's name on the 1966 electoral roll, Uttam is being hounded. But our leader Mamata Banerjee will fight this in court and on the streets,' he wrote. The BJP, however, rejected the accusations and instead blamed the Mamata Banerjee-led West Bengal government for the confusion over identity documentation. A party spokesperson described it as 'one or two stray cases' and insisted that the state administration must answer for blurred lines between real citizens and those using forged documents. 'We hold the Mamata Banerjee government accountable for the situation. The lines between real citizens and those using forged documents have become increasingly blurred,' he said. Thousands of infiltrators, the BJP leader alleged, have created fake papers to pose as Bengal residents. Sushil Chandra Barman, BJP MLA from Mathabhanga, also questioned the state administration's role. 'This is another baseless campaign of TMC. There is no truth in it. Archegos Employees Entitled to $33 Million, Judge Says
(Bloomberg) -- A federal judge ruled that a group of former Archegos Capital Management employees, including an analyst who worked closely with founder Bill Hwang, are owed $33 million for losses they suffered when the firm collapsed. The Wednesday order by US District Judge Alvin Hellerstein puts the 39 ex-Archegos staffers first in line for compensation from Hwang and the firm's former chief financial officer, Patrick Halligan, who were both convicted of fraud last year. That's significant because the pair owe former Archegos trading partners — banks including UBS Group AG, Morgan Stanley and Nomura Holdings — $9.4 billion. Hwang, who was once worth more than $30 billion, lost most of his fortune when Archegos, his family office, imploded in 2021. His lawyers last year estimated his remaining net worth at around $55 million. The ex-employees invested deferred compensation in Archegos, with some saying they felt coerced by Hwang into doing so. There had been some controversy over whether some employees deserved to recover their losses. In January, Andy Mills, former co-chief executive officer, abandoned efforts to recoup losses from the firm's collapse after prosecutors claimed he was a 'knowing participant' and not a victim of Hwang's fraud. Mills was not charged over his actions at Archegos. Prosecutors also said a senior analyst, David Park, was not a victim. Park worked with Hwang on a daily basis and 'had a front-row seat to Hwang's manipulative trading strategy,' according to the government. But Hellerstein found that Park was a victim, saying he agreed with Park's testimony that he didn't falsify information, played no role in dealing with the defrauded banks and was unaware of the illegal scheme. Hwang was sentenced to 18 years in prison for misleading banks into providing Archegos with trading capacity that steadily inflated the value of his highly concentrated portfolio until the bubble burst in March 2021. Archegos' collapse contributed to the demise of one of the biggest names in finance, Credit Suisse Group AG, and caused significant losses at Morgan Stanley, UBS, Nomura and others. Lawyers for Hwang didn't immediately respond to messages seeking comment on the ruling. A lawyer for Halligan, who was sentenced to eight years, declined to comment. Both are free on bail pending appeal. Hellerstein said Halligan's responsibility is capped at one-third of the total, citing Hwang's greater share of blame for the scheme. The case is US v. Tripura rally seeks identification, deportation of illegal immigrants
Agartala: Civil Society Organisations and NGOs held a rally here on Monday, demanding the state govt identify and deport illegal migrants from Bangladesh and Myanmar. The demonstration, featuring a national flag, aimed to draw attention to the issue of illegal immigration in the state. Notable figures from various tribal bodies and community leaders attended the rally, including BJP's ally in the govt, TIPRA Motha MLA Ranjit Debbarma. Debbarma appealed to all political parties to unite in combating illegal immigration to ensure greater unity and secure the future for the next generation. The organisers alleged a significant influx of Chakma tribes from the Chittagong Hill Tracts into the state. In the hills, these migrants have constructed Buddhist monasteries and established settlements over the years. In Agartala, a Chakma colony emerged rapidly, housing individuals from Bangladesh with illegal documents, they added. "Unfortunately, the Tripura govt sat on the direction, making the indigenous people angry. These people are infiltrating Tripura and managing forged documents, buying lands, creating imbalance to our employment opportunities and resources," Debbarma said. "We should not engage in vote-bank politics regarding infiltration. Everyone must unite against illegal immigration," he asserted, adding that his party does not support community-based politics.
