RBI FI-Index rises 4.3% in FY25

Mumbai: The Reserve Bank's (RBI) FI-Index, which captures extent of financial inclusion in the country, rose 4.3 per cent during the year ending March 2025, the central bank said on Tuesday.
The RBI had constructed the composite Financial Inclusion Index (FI-Index) in consultation with the concerned stakeholders, including the government. The annual index was first published in August 2021 for the fiscal ending March 2021.
'Index for the year ending March 2025 has since been compiled. The value of FI-Index for March 2025 stands at 67 vis-à-vis 64.2 in March 2024, with growth witnessed across all sub-indices, viz, access, usage and quality,' RBI said in a release. Improvement in FI-Index in FY 2025 is contributed by usage and quality dimensions, reflecting deepening of financial inclusion, and sustained financial literacy initiatives.
The FI-Index has been conceptualised as a comprehensive index incorporating details of banking, investments, insurance, postal, as well as the pension sector in consultation with government and respective sectoral regulators. It captures information on various aspects of financial inclusion in a single value ranging between 0 and 100, where 0 represents complete financial exclusion and 100 indicates full financial inclusion.

Expressed in dollar terms, the foreign currency assets include the effect of appreciation or depreciation of non-US units like the euro, pound and yen held in the foreign exchange reserves. However, the gold reserves increased by $150 million to $84.499 billion during the week, the RBI said. The Special Drawing Rights (SDRs) were down by $119 million to $18.683 billion, the apex bank said. India's reserve position with the IMF declined by $13 million to $4.698 billion in the reporting week, the apex bank data showed.

Reserve Bank of India (RBI) Governor Sanjay Malhotra on Friday said future rate cuts to the central bank's repo rate will be based on inflation and growth projections and not short-term CPI data. Speaking at the Financial Express Banking and Finance Summit, he signalled a cautious approach ahead of the August 6 policy review. 'Inflation may have eased, but the war isn't over,' Malhotra said, adding that the Monetary Policy Committee (MPC) looks up to a year ahead when making decisions. Though CPI dropped to 2.1 per cent, it's expected to rise to 4.4 per cent in Q4, with a downward revision likely. The RBI has cut rates by 1 percentage point this year, with full transmission reflected in lending rates. Credit growth is expected to reach 12.1 per cent in FY25, but currently stands at 9 per cent for FY26. Malhotra assured that further rate cuts won't trigger asset bubbles and said the RBI still has tools to support growth. The recent cash reserve ratio (CRR) cut to 3 per cent is aimed at reducing borrowing costs. He also outlined efforts to simplify regulations, with plans to reduce over 8,000 rules into 33 master frameworks. A review cell will reassess policies every 5–7 years. On banking reforms, Malhotra raised concerns about industrial houses owning banks due to conflict-of-interest risks. He also highlighted the RBI's financial inclusion drive, with officials visiting 2.7 lakh panchayats for re-KYC and outreach. Defending bank boards amid recent controversies, he said they should remain vigilant but can't be blamed for all lapses. Malhotra added that while digital payments are currently subsidised, future costs may need to be shared by users or the state.

For the week ended July 18, foreign currency assets, a major component of the reserves, slipped by USD 1.201 billion to USD 587.609 billion, the data released on Friday showed. Expressed in dollar terms, the foreign currency assets include the effect of appreciation or depreciation of non-US units like the euro, pound and yen held in the foreign exchange reserves. However, the gold reserves increased by USD 150 million to USD 84.499 billion during the week, the RBI said. The Special Drawing Rights (SDRs) were down by USD 119 million to USD 18.683 billion, the apex bank said. India's reserve position with the IMF declined by USD 13 million to USD 4.698 billion in the reporting week, the apex bank data showed.
