
‘Fake' Marco Rubio uses AI voice and Signal app to target foreign ministers, US Officials
The cable details how the impersonator contacted at least five individuals, including three foreign ministers, a US governor, and a US member of Congress, using a forged Signal profile created in mid-June.
'The actor likely aimed to manipulate targeted individuals using AI-generated text and voice messages, with the goal of gaining access to information or accounts,' the State Department cable noted.
This campaign is part of a wider pattern of impersonation efforts dating back to April, which involved threat actors posing as senior US officials. In May, The Wall Street Journal reported that authorities were investigating a separate case where someone posed as White House Chief of Staff Susie Wiles, contacting senators, governors, and senior business executives.
According to an FBI memo dated 15 May, the impersonators used AI-generated voice and text messages to 'establish rapport before gaining access to personal accounts.'
While the US State Department has not yet issued a formal comment, the impersonation attempt involving Rubio was first reported by The Washington Post.
Experts believe that Signal, a secure messaging app, is being exploited due to its popularity among high-level officials. In March, controversy erupted after The Atlantic revealed that its editor-in-chief had been added to a Signal group chat where US officials discussed classified military plans to strike Houthi rebels in Yemen.
That compromised chat reportedly included high-ranking figures such as Marco Rubio, Susie Wiles, Defence Secretary Pete Hegseth, Vice President JD Vance, and former National Security Adviser Mike Waltz, raising concerns over internal communication security.
The 3 July cable also flagged a separate ongoing campaign, believed to be orchestrated by a Russia-linked actor, targeting Gmail accounts of journalists, activists, and dissidents across Europe.
'The actor demonstrated extensive knowledge of the Department's naming conventions and internal documentation,' the cable said.
Previous impersonation attempts were also cited, including a June 2022 case where someone created a WhatsApp account in the name of then-Secretary of State Antony Blinken, which was used to message South American leaders. A 2023 campaign involved what officials believe was a 'likely Russian state-sponsored cyber threat actor' that posed as the State Department to target non-proliferation organisations.

Panel formed to find missing part of Justice Gurnam Commission report
Punjab Vidhan Sabha Speaker Kultar Sandhwan on Tuesday announced the formation of a committee to find the missing action taken report of the Justice Gurnam Singh Commission on the 1986 Nakodar sacrilege and police firing incidents. Finance Minister Harpal Singh Cheema brought to the Punjab Assembly's attention the Justice Gurnam Singh Commission Report, a copy of which is with the Assembly, but 'the action taken part mysteriously missing'. He urged Sandhwan to form a committee to find the report. Later, the Speaker announced the formation of a committee to find the report. Participating in the discussion on the Punjab Prevention of Crime Against Religious Scriptures Bill, 2025, in the Assembly, Cheema said, 'The missing part of the Justice Gurnam Singh Commission report will enable the people of Punjab to ascertain the truth behind the 1986 incidents, understanding actions of those involved at that time, and see the reality of their descendants' current actions.' Cheema said, 'Historically, whenever the SAD-led government or a religiously aligned government came to power in Punjab, there were attempts, either directly or through conspirators, to desecrate the Guru Granth Sahib to destabilise the state.' The minister cited an incident of February 2, 1986, during the SAD tenure, when five sacred 'Birs' were set ablaze at Gurdwara Sahib Guru Arjan Dev in Nakodar. Cheema recounted the events of February 4, 1986, stating, 'Four youths, Ravinder Singh Littran, Baldhir Singh Ramgarh, Jhirmal Singh Gursiana, and Harminder Singh, were shot dead while peacefully protesting, mirroring the peaceful demonstrations seen at Bargari.' The finance minister pointed out that during these incidents, 'the state was governed by the ASD, with Surjit Singh Barnala as the chief minister, Captain Kanwaljit Singh as the home minister, and Sukhjinder Singh Khaira, father of Congress MLA Sukhpal Singh Khaira as the education minister,' and expressed regret that 'not a single action or First Information Report (FIR) was filed by the then government'. Cheema alleged that the then minister Sukhjinder Singh had opposed the building of a gate in the name of one of the victims. However, heated exchanges ensued between Cheema and Sukhpal Singh Khaira after the minister took Khaira's father's name. Khaira said the minister was misleading the House. Amid the verbal duel between Cheema and Khaira, the Speaker asked the Congress MLA not to disrupt the House's proceedings and warned him of being named for indiscipline. Khaira dared Cheema to have an open debate with him over the issue outside. LoP Partap Singh Bajwa intervened in the matter and said, 'Let us not go personal.'

Telangana attracted Rs 3.28L crore investments in 18 months: CM Revanth Reddy
HYDERABAD: Chief Minister A Revanth Reddy on Tuesday said that the state government intends to adopt a 'China Plus One' strategy to attract more investments to Telangana and Hyderabad. He said: 'We want to create a 'China Plus One' destination. After the Covid pandemic, the entire world is searching for 'China Plus One' countries. They want to shift their investments and manufacture their products at other places. Now Taiwan is the place, but it will be only after us. Everyone is focusing on China Plus One. Most of the investors are looking towards India, but my point is to create an alternative China Plus One in Hyderabad and Telangana.' Addressing the gathering after laying the foundation stone for a new facility of ICHOR Biologics in Genome Valley in Hyderabad, the chief minister said that the government aimed to reach a $1 trillion economy by 2035 and a $3 trillion economy by 2047. 'Telangana Rising - 2047 will be unveiled on December 9, 2025. Our target is to reach a $3 trillion economy by 2047. The Centre targeted a $30 trillion economy by 2047. We want to contribute 10 per cent to the Indian economy,' he said. Stating that 33 per cent of the vaccines and 40 per cent of bulk drugs in India are being produced in Genome Valley here, Revanth said that during the Covid-19 pandemic, Hyderabad had provided vaccines to about 100 countries. He said that though the parties and governments have changed, the policies have been continuing since 1994. After the Congress came to power, we did not change the policies, incentives and permissions for the industries in the state. He said that the government has attracted `3.28 lakh crore investments in the last 18 months. 'Hyderabad is a place for data centres and tops in GCCs. Telangana is far better in attracting biopharma and other industries in the country compared to any other state. We want to compete with the world, not with states like Maharashtra, Andhra Pradesh, Karnataka and others,' the chief minister said. IT & Industries Minister D Sridhar Babu, Labour Minister G Vivek Venkatswamy, ICHOR Biologics Managing Director Sudini Anand Reddy and others were present at the ceremony.
