Bahrain Launches New Guide to Recover Crime-Linked Funds and Enforce Seizure Orders

Bahrain's Attorny General, Dr. Ali bin Fadhel Al Buainain, has issued a new directive to enhance the recovery of assets and enforcement of confiscation orders related to criminal activities. Decision No. (47) of 2025 introduces a detailed guideline for handling requests to recover criminal proceeds and enforce court-ordered asset seizures. This guide was developed in line with international standards, including the recommendations of the Financial Action Task Force (FATF), and in close cooperation with key national entities such as the Ministry of Interior, Ministry of Finance and National Economy, Ministry of Justice, Central Bank of Bahrain, and with approval from the Supreme Judicial Council. The guideline outlines clear legal and procedural steps for reclaiming money and assets gained through criminal acts—whether at the request of Bahraini authorities or from international partners. It also explains how to implement confiscation rulings issued by both local and foreign courts. It highlights the roles of each government body involved in such procedures. Improving Transparency and Cooperation Speaking on the occasion, Deputy Public Prosecutor Wael Rashid Buallay emphasized that the new guide is designed to standardize procedures, promote transparency, and ensure that recovered or seized funds are handled properly. It also aims to protect the rights of innocent third parties and ensures that all steps are taken under proper legal safeguards. He noted that the initiative reflects Bahrain's strong commitment to fighting financial crimes, especially money laundering and terrorism financing, and its belief in the importance of robust international cooperation. A Unified National Effort Buallay praised the efforts of all agencies involved, including the National Policy Committee on Anti-Money Laundering and Terrorism Financing, for their role in crafting a practical and thorough document. The guide is seen as a key step in Bahrain's continuing efforts to track and recover illicit gains and prevent criminals from using cross-border tactics to hide or benefit from illegal wealth.

Oman To Impose Fines Up To RO 20,000, Jail Time For Income Tax Defaulters

As Oman prepares to implement the Gulf's first personal income tax in January 2028, authorities have outlined strict enforcement measures, including fines reaching up to RO 20,000 and prison terms for violators. The law, which applies to individuals earning over RO 42,000 annually, the top 1 per cent of earners in the country, features a two-tiered penalty system for non-compliance, designed to ensure transparency and deter tax evasion. Under Article 65, individuals who fail to file their tax returns, disregard official notices from tax authorities, or delay payment without valid justification face administrative fines ranging from RO 1,000 to RO 5,000. For more serious infractions, Article 66 provides for criminal penalties. Those found guilty of submitting false declarations, concealing income, or falsifying tax records could face prison sentences ranging from one to three years and fines between RO 10,000 and RO 20,000. The legislation, announced in June 2025, represents a critical component of Oman's fiscal reform agenda and its Vision 2040 plan, aimed at reducing reliance on oil revenues and strengthening state finances. Minister of Economy Said bin Mohammed Al Saqri has previously emphasised the country's vulnerability to global oil price volatility, noting that oil and gas still account for up to 85 per cent of public income. Tax experts say the inclusion of criminal penalties for non-filers signals the government's intent to implement the new system with a high degree of seriousness and compliance oversight. The law gives Omani tax authorities broad powers to investigate discrepancies and enforce penalties, setting a precedent in a region historically known for tax-free personal income policies.

Bahrain ‘model of religious freedom and coexistence'

Bahrain is a pioneering model for promoting religious freedom, peaceful coexistence, and national unity in the region. This was emphasised by His Excellency Dr. Shaikh Abdullah bin Ahmed Al Khalifa, Minister of Transportation and Telecommunications and Chairman of the Board of Trustees of the King Hamad Global Centre for Coexistence and Tolerance. He attributed this achievement to the wise leadership of His Majesty King Hamad bin Isa Al Khalifa and the continued support of His Royal Highness Prince Salman bin Hamad Al Khalifa, the Crown Prince and Prime Minister. 'Bahrain has long stood as a beacon of peaceful coexistence and mutual respect, offering a civilisational model worthy of emulation,' Dr. Shaikh Abdullah said. 'The Ashura commemoration this year was a clear reflection of our deeply rooted values of tolerance and compassion under the guidance of His Majesty the King and the diligent efforts of the government led by His Royal Highness the Crown Prince and Prime Minister.' The Minister commended the successful and well-coordinated organisation of the Ashura season, noting that it represented Bahrain's genuine commitment to religious and cultural pluralism. He acknowledged the exemplary coordination among relevant government entities — particularly the Ministry of Interior and the governorates — under the leadership and direct supervision of H.E. Lieutenant General Shaikh Rashid bin Abdullah Al Khalifa, Minister of Interior. Dr. Shaikh Abdullah also praised the collaboration with the Jaffari Endowments Council, religious scholars, community leaders, mourning center coordinators, and volunteer teams, which together ensured the smooth and respectful observance of religious rituals. 'These collective efforts have portrayed an honorable and civilised image of Bahraini society — one that values law, embraces responsibility, and fosters community partnership,' he noted. Public awareness Dr. Shaikh Abdullah emphasised that the public's awareness and respect for the moral and spiritual significance of religious occasions serve as a pillar of Bahrain's unified national identity. He added that the country's values are deeply rooted in Islamic principles, cultural richness, and a steadfast commitment to moderation, tolerance, and the rejection of extremism and hatred.
