Mumbai-Ahmedabad High-Speed Rail (MAHSR) project, also known as the bullet train, is making significant progress, with the Gujarat portion between Vapi and Sabarmati slated for completion by December 2027.The entire 508-km corridor, connecting Maharashtra to Sabarmati, is expected to be operational by December 2029, Railway Minister Ashwini Vaishnaw informed the Lok Sabha on Wednesday. The MAHSR project, receiving technical and financial assistance from Japan, traverses Gujarat, Maharashtra, and Dadra & Nagar Haveli. It will feature 12 stations: Mumbai, Thane, Virar, Boisar, Vapi, Billimora, Surat, Bharuch, Vadodara, Anand, Ahmedabad, and Sabarmati.Minister Vaishnaw highlighted the complexity and technology-intensive nature of the project. "Precise completion timelines would be more accurately determined after all associated works, including civil structures, track laying, electrical systems, signaling, telecommunications, and trainset supplies, are finalised," he said. The total estimated cost of the project stands at approximately ₹1,08,000 crore. Of this, the Japan International Cooperation Agency (JICA) is funding 81 per cent (₹88,000 crore), with the remaining 19 per cent (₹ 20,000 crore) covered by equity contributions from the Ministry of Railways (50 per cent), the Maharashtra government (25 per cent), and the Gujarat government (25 per cent). As of June 30, a cumulative financial expenditure of ₹78,839 crore has been incurred. The minister acknowledged that initial delays in land acquisition in Maharashtra had impacted the project until 2021.However, he confirmed that the entire 1389.5 hectares required for the MAHSR project have now been acquired.Significant strides have been made in the preparatory and construction phases. The final location survey and geotechnical investigation are complete, and the alignment has been finalised. All necessary statutory clearances, including those related to wildlife, Coastal Regulation Zone (CRZ), and forest, have also been secured.Updating on the ongoing construction, Vaishnaw stated that all civil contracts for the project have been awarded, with 24 out of 28 tender packages successfully granted. Physical progress includes the completion of 392 km of pier construction, 329 km of girder casting, and 308 km of girder launching.Notably, work has also commenced on the challenging 21 km under-sea tunnel.Looking beyond the current project, the minister highlighted the National High Speed Rail Corporation Limited (NHSRCL)'s efforts in preparing Detailed Project Reports (DPRs) to expand India's HSR network to other major cities. He noted that new HSR projects are highly capital-intensive and decisions for their undertaking are based on various factors, including technical feasibility, financial and economic viability, traffic demand, and availability of funds and financing options.Regarding the commercial operation of the MAHSR project, Vaishnaw stated that an affordable fare structure would be implemented, considering the socio-economic conditions of the clientele to ensure optimal patronage of the high-speed rail services.

Parliament watch: FDI to unlock insurance potential; finance ministry talks about GST plans

100% FDI to unlock insurance potential: FM Nirmala Sitharaman Finance Minister Nirmala Sitharaman on Monday told the Lok Sabha that allowing 100% foreign direct investment (FDI) in insurance would unlock the full potential of the Indian insurance sector and enhance coverage. "With the increase in FDI limit from 74% to 100% for insurance companies, the government aims to unlock the full potential of the sector, which is projected to grow at 7.1% annually over the next five years, outpacing global and emerging market growth," she said in a written reply. In the February Budget, the government had announced the FDI limit would be raised to 100% for companies that invest the entire premium in India. Only 1.37% of eligible central employees opted for UPS as of July 20

Only 1.37 per cent of eligible central government employees have opted for the Unified Pension Scheme (UPS) so far. In a written reply to the Lok Sabha on Monday, the Finance Ministry informed that as of 20 July 2025, a total of 31,555 employees had opted for the scheme. The government has extended the deadline for opting into the scheme to September 2025 from the earlier cut-off date of 30 June 2025. Minister of State for Finance Pankaj Chaudhary said the UPS has been introduced as an option under the National Pension System (NPS) for central government employees currently covered under NPS, with the objective of providing assured payouts. In August 2024, Information and Broadcasting Minister Ashwini Vaishnaw had said, 'UPS is being implemented by the Central Government, benefiting ~23 lakh Central Government employees.' In a separate reply in the Lok Sabha on Monday, the Finance Ministry informed that, as per the eligibility criteria, there are 25,756 retired central government subscribers eligible to receive additional benefits under UPS. 'These eligible subscribers are those central government employees who have either superannuated, deceased, or retired under Fundamental Rule 56(j) on or before 31 March 2025, after completing ten years or more of qualifying service under NPS,' said Finance Minister Nirmala Sitharaman. Sitharaman further stated that as on 20 July 2025, 7,253 claims had been received, out of which 4,978 had been processed for payment of benefits under UPS. The UPS guarantees employees 50 per cent of their average basic pay over the last 12 months before retirement as pension, provided they have completed a minimum qualifying service of 25 years. This is in contrast to the market-linked returns under the NPS. According to the scheme approved by the Union Cabinet, the pension will be proportionate for a lesser service period of up to a minimum of 10 years. The scheme has been introduced to address concerns raised by government employees over the NPS, which has been in effect since 1 January 2004. The government has also extended to UPS the same tax benefits available under the Income-tax Act, 1961, for NPS. Under the earlier Old Pension Scheme (OPS), employees were not required to contribute towards their pension. However, they contributed to the General Provident Fund (GPF), the accumulated amount of which—along with interest—was paid to the employee at the time of retirement.

71,000 offers made in second round of PM internship pilot project

The Prime Minister Internship Scheme's Pilot Project has received applications nearly four times the total 1.18 lakh internship opportunities offered by 327 companies, according to a parliamentary reply. However, these companies have made a total of 71,000 internship offers so far, Minister of State for Corporate Affairs Harsh Malhotra informed the Lok Sabha on Monday. 'Currently, rolling out of offers and the process of acceptances and joining by interns is in progress,' the reply stated. In the first round of the pilot project, fewer than 15 per cent of candidates who were offered internships ended up joining the scheme. Malhotra said 22 per cent of the total applications in the second round were from Scheduled Caste and Scheduled Tribe candidates, of whom 16.8 per cent received internship offers. In the first round, partner companies made over 82,000 internship offers to more than 60,000 candidates, out of which over 28,000 accepted the offers. Ultimately, around 8,700 candidates joined their internships. The government has utilised approximately ₹50 crore under the scheme since its inception. For FY26, an allocation of ₹10,831.07 crore has been made in the Union Budget for the PM Internship Scheme (PMIS), according to the reply. Data from the Ministry of Corporate Affairs (MCA) showed that Assam led the states with the highest number of internship candidates at 1,408, followed by Uttar Pradesh with 1,067. Among the participating companies, Oil and Natural Gas Corporation Limited offered the highest number of internships at 841, followed by Oil India Limited with 492 opportunities. In Round II of the PM Internship Scheme Pilot Project, which commenced on 9 January 2025, about 327 partner companies posted over 1.18 lakh internship opportunities. Against these, approximately 4.55 lakh applications were received from more than 2.14 lakh applicants. As of 15 July 2025, Malhotra said, partner companies had made over 71,000 offers. The Prime Minister Internship Scheme (PMIS) was announced in the Union Budget for 2024–25. It aims to provide internship opportunities to one crore youth in the top 500 companies over five years. The pilot project, targeting 1.25 lakh internship opportunities in one year, was launched on 3 October 2024. 'The shortlisting process is aimed at promoting diversity and social inclusivity in the internship programme through representation of Scheduled Castes, Scheduled Tribes, Other Backward Classes, and Persons with Disabilities in the shortlist sent to the concerned company for further selection as per their respective processes and criteria,' Malhotra informed Parliament.
