Hong Kong gov't unveils measures to tap into elderly's purchasing power, push ‘silver economy'

Hong Kong authorities have announced a slew of measures to leverage the purchasing power of the city's senior citizens, including spending incentives, insurance products, and re-employment schemes.
On Tuesday, the Working Group on Promoting Silver Economy, chaired by Deputy Chief Secretary Warner Cheuk, unveiled 30 measures to boost spending among senior citizens, develop elderly-focused products, enhance financial security, and encourage re-employment.
Cheuk said at a press conference on Tuesday that people aged 60 and above spent about HK$342 billion last year, accounting for about 11 per cent of the city's Gross Domestic Product (GDP).
'The elderly account for a large proportion of Hong Kong's population. With favourable financial conditions and purchasing power, they are a huge consumer group that cannot be overlooked, as they create a huge demand for silver economy-related products and services,' he said.
Cheuk said the new measures would 'inject vitality into the local economy and promote overall economic development, as well as [spur] the cultivation of high-quality silver products and service modes, so that the elderly can share the fruits of development.'
However, the government would not set performance goals for the measures, as they would be outsourced, and their results would be 'rather beyond the control of the administration,' the deputy chief secretary said.
He added that it would be 'quite substantial' if the elderly's annual spending could increase by 5 per cent per annum, amounting to a rise of HK$17 billion in the first year.
Discounts, insurance, jobs
To drive consumption, the retail sector will provide elderly discounts, the catering sector and food manufacturers will offer meals suitable for the elderly, while the Trade Development Council will supply 'silver products' aimed at the needs of senior citizens.
The working group also announced measures to promote quality assurance for elderly-focused products through quality standards and accreditation schemes, including elderly-accessible building designs.
It also announced financial security arrangements, including cross-boundary elderly care insurance products, strengthened financial planning, and anti-scam education for the elderly.
To unleash 'silver productivity,' the government will assist senior citizens to re-enter the workforce through retraining programmes and job fairs.
The Labour and Welfare Bureau will also review existing schemes such as the Re-employment Allowance Pilot Scheme and the Employment Programme for the Elderly and Middle-aged 'to further explore measures to encourage the employment of persons aged 60 or above.'
The formation of the government working group was listed as one of the policies in Chief Executive John Lee's 2024 Policy Address, in which he cited the 'growing demand for products and services catering to the elderly' due to the rapid expansion of the silver market.

This help would be in addition to the HK$450 million (US$57.3 million) the club planned provide as the sole partner sponsor for the Hong Kong competition region. There would also be support for the National Games for Persons with Disabilities and the National Special Olympic Games in the Guangdong competition region. In a press release, the club said its contribution reflected 'its support for national sporting events and its commitment to promoting sports development in collaboration with mainland authorities'. The club said it would provide technical support to the equestrian events of the National Games in six areas: venue design, horse welfare, anti-doping measures, stable management, event service and support, and publicity and community engagement. The club would also deploy an expert team to provide support and equipment for the events, with the aim of helping to ensure the events are conducted to a high standard. In addition, HKJC would support official activities, volunteer services and promotional work in the Guangdong Competition Region. To mark the occasion, a signing ceremony was held at the club's Sha Tin Clubhouse. Among those attending were Cui Jian, the director general of the Guangdong Provincial Sports Bureau, Li Shuguang, the deputy director general of the Department of Publicity, Cultural and Sports Affairs of the Liaison Office of the Central People's Government in the HK SAR, and Yeung Tak-keung, head of the National Games Coordination Office in Hong Kong. Winfried Engelbrecht-Bresges, the Jockey Club's CEO, said the club had long been a staunch supporter of the nation's major sports events, including the equestrian events of the 2008 Beijing Olympic Games, the 2010 Guangzhou Asian Games and the recent 19th Hangzhou Asian Games. He said the club hoped its participation would 'not only contribute to the Games' success but also further develop equestrian sport at the national level', especially within the Greater Bay Area. Cui said the club's support, including for volunteer services and promotional campaigns in the Guangdong Competition Region, had helped advance the vision of a 'green, inclusive, open and clean' National Games. He added that Guangdong and Hong Kong had always stood 'together with one heart' and he encouraged continued collaboration. The National Games, held once every four years, is the nation's largest multi-sports event. This year will be the first time Guangdong, Hong Kong and Macau will be co-hosts. The National Games will be held from November 9 to November 21, with the equestrian events taking place in Shenzhen's Guangming District from November 10 to 19. The two other competitions will take place from December 8 to 15.

New World, which carries one of the highest debt ratios among its peers, changed its chief executive twice last year. It also announced that it has received commitments for a HK$88.2 billion loan refinancing package, as the property developer finalises a crucial lifeline in a struggling market. The refinancing, poised to be one of the largest ever seen in Hong Kong, concludes months of negotiations over a debt package designed to bring the company back from the brink of default. Giving details of its refinancing plan, New World said it had refinanced portions of its existing offshore unsecured debt, including bank loans, through a new facility and had also aligned the terms of its remaining loan agreements. The new facility consists of multiple tranches of bank loans with different maturities, the earliest being June 30, 2028. The refinancing includes terms, such as financial covenants and security over certain assets, that provide the firm with greater flexibility to effectively manage its ongoing business operations and financial requirements, the company said. "We would like to express our sincere gratitude to the banking community for their continued support. This is a testament to the confidence placed in our operation," said Echo Huang, CEO of New World.
