Arrests after retail crime crackdown
Officers and PCSOs visited retail staff in Guildford and Waverley, while plain-clothed behavioural detection officers, trained to spot suspicious behaviour, blended in with shoppers.
Surrey's Police and Crime Commissioner said retail crime caused victims "financial, emotional, and sometimes physical harm" and also impacted the wider community.
Lisa Townsend, who joined patrols in Farncombe, warned shoplifters: "The person browsing the aisle beside them could be a Surrey Police officer."
The commissioner has vowed a return to "back-to-basics policing" in her Police and Crime Plan, a blueprint for the force's priorities over the next three years.
She said that Surrey Police's progress had been "really impressive" over the course of the year but that she had heard "loud and clear" that more must be done to tackle retail crime.
About 200 members of the business community took part in a survey launched by the Office of the Police and Crime Commissioner (OPCC) and Surrey Police in March.
The OPCC said a report on retail crime and the force's response will be published in the coming months.

Car ploughs into restaurant in three-vehicle crash
A motorcyclist was taken to hospital following a three-vehicle collision which involved one vehicle crashing into the front of a restaurant. Surrey Police were called to The Oaks Square in Waterloo Road, Epsom, shortly after 17:00 BST on Saturday. The driver of one car collided with a motorcycle and then a second vehicle, before crashing into the front of Blacks Burgers, said the force. Officers confirmed no-one inside the restaurant was injured. A spokesperson for Surrey Police said: "The driver of the first car remained at the scene and helped officers with enquiries. "No arrests have been made." Road closures were in place in Waterloo Road after the incident, but authorities said it had since been reopened. Police appeal after racially aggravated incident
Police are appealing for witnesses following a racially aggravated public order offence outside a train station in Surrey. A man was approached outside Woking Station and a racial slur was allegedly used towards him, police said. A man in his 40s has since been arrested for public order offences, and investigations remain ongoing. The incident happened between 23:00 BST and midnight on Thursday. Arrest after raid finds dozens of stolen tools
A man has been held after officers discovered dozens of stolen tools at an address in Ealing. The search, which also found two electric bikes, was part of an investigation into tool thefts in Surrey and Sussex. "The pictures... aren't even half of what was found," Surrey Police said in a social media post. The force is seeking to reunite the tools with their "rightful owners". The arrested man, who officers described as being in his 30s, was held on suspicion of handling stolen goods before being bailed. Surrey Police wrote on Facebook: "We take these crimes seriously, as we understand how tool theft can negatively impact those who rely upon them for a living. "Work is going on behind the scenes to tackle this type of offending in our county." Police warn public to take action after van thefts Data from 2024 showed that only a fraction of tool thefts reported in Surrey led to someone being arrested or charged. The data from Surrey Police showed the force received 277 tool thefts reports between April 2023 and March 2024, but only two charges and five arrests were made Surrey Police added: "We appreciate it's hard to keep tools safe in a van when a determined thief will find a way to break in." But officers urged people to protect their items by parking in a secure car park or garage overnight, removing tools from vans where possible and parking their vehicles within view of CCTV or street lighting. The force urged anyone who recognised any of the pictured items to get in contact, and said they would need to provide proof of purchase before they can take the tool away.
