Penang posts RM65.27m surplus, eyes revenue strategies
Chief Minister Chow Kon Yeow said the State Government Consolidated Fund comprised RM1.54 billion consisting a consolidated revenue account of RM199.22 million and a consolidated trust account of RM1.34 billion as of April 30.
'The financial statement for 2024 (unaudited) shows the consolidated fund position at RM1.38 billion compared to RM1.46 billion in 2023 comprising a consolidated revenue account of RM155.94 million and a consolidated trust account of RM1.23 billion.
'The consolidated revenue account decreased by RM174 million compared to 2023 while the consolidated trust account increased by RM92.79 million compared to 2023,' he said in reply to a question from Goh Choon Aik (PH-Bukit Tambun) on the latest figures for the state government's consolidated revenue account, consolidated trust account and consolidated fund at the Penang State Legislative Assembly sitting here today.
Chow added that the state government ended the 2024 financial year with a current deficit of RM174 million, which is lower than the 2023 deficit of RM358.8 million.
He said the shortfall was due to revenue of RM810.4 million compared to operating expenses of RM719.5 million and transfers to the development fund amounting to RM265 million.
He said Penang had received an advance from the federal government of RM100 million to cover cash flow, which among other things contributed to the increase in the consolidated trust account.
Meanwhile, Chow explained that the Penang State Finance Department has taken the initiative to identify new sources of income for this year through two series of workshops to strengthen the financial position.
'The two workshops are the Workshop on Reviewing Rates, Revenue Collection Procedures and Identifying Arrears and Reductions in Penang State Revenue on Aug 2-4, 2024 and the Workshop on Direction and Revenue Improvement of Administrations and Agencies under the state government on Jan 15-18, 2025.
'The results of the two workshops have produced 24 strategies to increase or stabilise revenue. Nine strategies are currently being implemented this year,' he said.

GEORGE TOWN, July 26 (Bernama) -- The proposed establishment of the Penang International Financial Centre (PIFC) is currently at the engagement stage with the federal government, Bank Negara Malaysia (BNM) and the Securities Commission. Chief Minister Chow Kon Yeow said the think tank, Penang Institute, was given the role to initiate the Expression of Interest (EOI) process last March, and the results had already been presented to the state's Cabinet. 'As a long-term plan to sustain the state's continuous growth, the proposed PIFC project will be realised, which includes the development of a site measuring almost 100 acres (40.46 hectares) and involves various financial facilities and supporting infrastructure. 'This includes fund management, an international convention centre, high-end banking services, a fintech free trade zone and a logistics hub,' he said in his speech at the investiture of the state awards, medals and honours at Dewan Seri Pinang here today. The ceremony, which was held in conjunction with the Penang Governor Tun Ramli Ngah Talib's 84th birthday celebration, saw 280 individuals being honoured with the state's awards, medals and honours. Chow said PIFC aims to attract new capital flows to strengthen the semiconductor sector in the Northern Corridor, in line with the New Industrial Master Plan (NIMP) 2030 and the National Semiconductor Strategy (NSS). Meanwhile, he said the Sedusun Tech Valley project through the Northern Corridor Implementation Authority (NCIA) is currently in the stage of clearing the project site and is expected to be fully completed in the first quarter of 2027. The Chief Minister said it is an effort to make Penang an 'Agricultural Silicon Valley' that focuses on the smart farming industry towards increasing agricultural yields optimally compared to traditional methods. In addition, Chow said the state government is also giving priority to addressing the urgent needs of the people's mobility, including through the application under the 13th Malaysia Plan (13MP) involving the upgrading of the Federal Highway from Bayan Lepas to Teluk Kumbar to a four-lane dual carriageway.

PwSC implements urgent measures to mitigate water supply issues
GEORGE TOWN: Penang Water Supply Corporation (PWSC) has implemented immediate measures to reduce disruptions and low water pressure during peak hours in several areas across the state, particularly in Seberang Perai Selatan (SPS), amid the current hot weather. Its chief executive officer, Datuk K. Pathmanathan, said the company's move to optimise its pipeline system, including valve adjustments, to channel more water to affected areas, has helped shorten the duration of interruptions. Currently, consumers experience low water pressure during the peak hours of between 6pm and 11pm, but efforts are in progress to reduce the disruption to just two to three hours daily. "July and August are the most challenging months due to higher demand and usage during the hot season, especially with ongoing development projects. "During peak hours, some 3,000 to 4,000 consumer accounts, mostly in SPS, are affected by low pressure, and we've even received complaints of complete supply loss for three to five hours," he told reporters at the Air Itam Dam yesterday. He was speaking after officiating the Auxiliary Police Hub of Perbadanan Bekalan Air Holdings Bhd, launched by Chief Minister Chow Kon Yeow. Also present was Penang Acting police chief Datuk Mohd Alwi Zainal Abidin Pathmanathan said that any further increase in water pressure could raise the level of non-revenue water, including the risk of leaks and burst pipes, as parts of the piping system in the affected areas are more than 50 years old. He noted that two major projects have been approved as long-term solutions for SPS. The first is the Sungai Kerian Water Treatment Plant project, with a capacity of 114 million litres per day (MLD), which is already underway and expected to be completed within 14 to 18 months. "The second is a new 50 MLD Dissolved Air Flotation water treatment module at Sungai Kerian, which was recently approved by the board of directors and is expected to be completed within 12 to 14 months," he said. Affected areas in SPS include Sungai Bakap, Nibong Tebal, Jawi, Simpang Ampat, Bukit Tambun, and Batu Kawan.
