
Viral 'honour' killing in Balochistan triggers national outrage
While hundreds of so-called honour killings are reported in Pakistan each year, often with little public or legal response, the video of a woman and man accused of adultery being taken to the desert by a group of men to be killed has struck a nerve.
The video shows the woman, Bano Bibi, being handed a Holy Quran by a man identified by police as her brother. "Come walk seven steps with me, after that you can shoot me," she says, and she walks forward a few feet and stops with her back to the men.
The brother, Jalal Satakzai, then shoots her three times and she collapses. Seconds later he shoots and kills the man, Ehsan Ullah Samalani, whom Bano was accused of having an affair with.
Once the video of the killings in Balochistan province went viral, it brought swift government action and condemnation from politicians, rights groups and clerics.
Civil rights lawyer Jibran Nasir said, though, the government's response was more about performance than justice.
"The crime occurred months ago, not in secrecy but near a provincial capital, yet no one acted until 240 million witnessed the killing on camera," he said.
"This isn't a response to a crime. It's a response to a viral moment."
Police have arrested 16 people in Nasirabad district, including a tribal chief and the woman's mother.
The mother, Gul Jan Bibi, said the killings were carried out by family and local elders based on "centuries-old Baloch traditions", and not on the orders of the tribal chief.
"We did not commit any sin," she said in a video statement that also went viral. "Bano and Ehsan were killed according to our customs."
She said her daughter, who had three sons and two daughters, had run away with Ehsan and returned after 25 days.
Police said Bano's younger brother, who shot the couple, remains at large.
Balochistan Chief Minister Sarfraz Bugti said it was a "test" case and vowed to dismantle the illegal tribal courts operating outside the law.
Police had earlier said a jirga, an informal tribal council that issues extrajudicial rulings, had ordered the killings.

The video sparked online condemnation, with hashtags like #JusticeForCouple and #HonourKilling trending. The Pakistan Ulema Council, a body of religious scholars, called the killings "un-Islamic" and urged terrorism charges against those involved.
Dozens of civil society members and rights activists staged a protest on Saturday in the provincial capital Quetta, demanding justice and an end to parallel justice systems.
"Virality is a double-edged sword," said Arsalan Khan, a cultural anthropologist and professor who studies gender and masculinity.
"It can pressure the state into action, but public spectacle can also serve as a strategy to restore ghairat, or perceived family honour, in the eyes of the community."
"In a country where conviction rates often fall to single digits, visibility - and the uproar it brings - has its advantages," said constitutional lawyer Asad Rahim Khan.
"It jolts a complacent state that continues to tolerate jirgas in areas beyond its writ."
Khan said rather than enforcing the law, the government has spent the past year weakening the judiciary and even considering reviving jirgas in former tribal areas.
"It's executive inaction, most shamefully toward women in Balochistan," Khan said.
The Prime Minister's Office and Pakistan's information minister did not immediately respond to a request for comment.
VIRAL AND THEN FORGOTTEN?
The Balochistan killings were raised in Senate, where the human rights committee condemned the murders and called for action against those who convened the jirga. Lawmakers also warned that impunity for parallel justice systems risked encouraging similar violence.
Activists and analysts, however, say the outrage is unlikely to be sustained.
"There's noise now, but like every time, it will fade," said Jalila Haider, a human rights lawyer in Quetta.
"In many areas, there is no writ of law, no enforcement. Only silence."
Haider said the killings underscore the state's failure to protect citizens in under-governed regions like Balochistan, where tribal power structures fill the vacuum left by absent courts and police.
"It's not enough to just condemn jirgas," Haider said.
"The real question is: why does the state allow them to exist in the first place?"

Can poppy be harnessed as a legitimate source of revenue? While the knee-jerk reaction is often to denounce poppy due to its association with illicit drugs, it is time to view the issue through a pragmatic and economically informed lens. With Afghanistan's strict ban on opium cultivation under the Taliban, the regional dynamics of poppy production have shifted. Farmers across the Baloch and Pashtun belt of Pakistan - facing poverty and limited state support ùare increasingly turning to poppy as a high-value cash crop. Instead of allowing this trade to operate in the shadows, Pakistan should explore regulated cultivation of poppy for medicinal and pharmaceutical use, thereby generating revenue and curbing illegal trafficking. Globally, countries like India, Turkey and Australia have long-established state-regulated systems for cultivating opium poppies for the production of painkillers such as morphine and codeine. These systems prove that poppy can be grown responsibly and legally under strict government oversight. There is no reason Pakistan, with proper legislation and institutional support, cannot follow a similar path. The potential export market to pharmaceuticals is massive. Moreover, a state-regulated poppy economy could draw people away from trafficking networks, allowing the government to exert more control over borderlands where its writ is already weak. The revenue generated can be redirected into rural development - precisely in the areas most affected by instability. To be clear, this is not a call for reckless liberalisation. Any policy to regulate poppy must be accompanied by ironclad monitoring mechanisms and a clear distinction between legitimate pharmaceutical production and narcotics trafficking. But to ignore the economic potential of poppy is to ignore a potential solution.

Exceptionalism versus state credibility
Listen to article The literally en mass convictions (related to the May 9, 2023 protests) on account of terrorism and the resultant disqualifications of several PTI stalwarts including Omar Ayub, Shibli Faraz, Senator Ejaz Chaudhry, MNA Muhammad Ahmad Chattha and Punjab Assembly opposition leader Ahmad Khan Bhachar by the Election Commission of Pakistan (ECP) exemplify a new brand of exceptionalism. Exceptionalism is a term often associated with the policies of the United States and its European allies in defending their interests, regardless of logic or morality. However, Pakistan has also been experiencing exceptionalism of a different kind in recent years. The ongoing terrorism in Balochistan and Khyber-Pakhtunkhwa provinces, the state's narrative against violence and the disqualification of PTI MPs suggest exceptional approaches. Are these routine occurrences or consequences of Pakistan's exceptionalism in recent years? Ayub, Faraz, Chaudhry, Chattha and Bhachar were sentenced to 10 years in prison each under anti-terrorism charges related to the May 9 protests and riots. Their convictions were not surprising. Similarly, an opposition MP in the Punjab Assembly, Rana Shahbaz Ahmad, recently questioned the institution of multiple cases against him under the Anti-Terrorism Act. While holding the Holy Quran, he asked other MPs if he looked like a terrorist. This context fits the term exceptionalism, which denotes selective application of laws, subversion of regulations for expedience and socio-political discrimination in favour of certain groups. This approach distorts governance, stunts the rule of law and raises questions about the conduct of state institutions, which often claim to uphold the rule of law and justice for all but engage in actions that contradict their exhortations to the public. Exceptionalism undermines the state's integrity and authority by discrediting narratives against non-state actors. While certain segments face state-sponsored wrath and attacks on rights, the official advocacy for justice, equality and expectation of loyalty to the state loses credibility. Rhetoric on the rule of law becomes meaningless when protectors of state lands ally with lawbreakers and land grabbers. Citizens doubt the rule of law when state institutions turn a blind eye to political, non-political or religious groups intruding on public spaces, occupying green areas and disregarding laws. When religio-political groups are seen as tools for power politics, the state loses credibility. Can the rule of law thrive without action against anti-state elements? If the status quo persists and short-sighted policies continue, threats from within will also persist. State institutions use parties and individuals as socio-political crutches, disregarding the fact that most hosts (mosque/madrassas) and their guests (often militants/insurgents of different shades) are actually ideological partners. Many mosques and madrassas run by factions of mainstream parties serve as conduits and shelters for proxy terrorists but state institutions can't dare check them out. Such duplicity and inaction — a kind of exceptionalism vis a vis certain groups — also drain investors' confidence and casts doubt on the intent against terrorist groups. Even China's strategic patience in economic engagement can wear thin if Pakistani leaders continued the path of ambiguity as far as order and justice is concerned. Certainty of punishment is the primary reason for lower crime rates in countries like China, Iran, Central Asian Republics and Middle Eastern countries. Quick institutional responses and certainty of punishment deter such crimes. Until state institutions showcase exemplary case settlement through efficient policing, quick prosecution and a justice-focused judiciary, law-breaking will increase without fear of punishment. Until the state demonstrates indiscriminate justice to all law-breakers, crime will thrive, damaging the integrity of the rule of law narratives. Narrative is abstract, but its outcomes - indiscriminate due process of justice — are not. When people see the state's top brass indulge in expedient actions that run contrary to the notion of rule of law, they stop trusting the state. Compassion, favouritism and expedience subvert law and weaken public belief in it. Common people will believe only when justice is served to victims, and violators are punished. A people-centric rights-based advocacy campaign should accompany strict punishment. Indiscriminate commitment to and execution of the rule of law facilitates state narratives on rights and justice. Exceptionalism undermines state narratives against subversive groups or non-state actors. The civil and military leadership may peddle the anti-terrorism notions or scream day and night about their commitment to the rule of law, yet not many would accord any credence as long as people at large view that rhetoric being at variance with actions on ground. The most current example of exceptionalism's bitter outcomes is the genocide of the Palestinians at the hands of Israelis who are willfully starving tens of thousands of besieged, helpless Gazans, including women and children. Few people across the globe trust the sympathetic statements that ring out of major capitals because people at large view them as Israel-abettors. Similarly, exceptionalism is accruing huge credibility costs to the Pakistani society too. The sooner this approach ends the better it may be for the integrity and credibility of the state institutions. The latest round of convictions will only further erode the state credibility and deepen the wedge between the people and the state.

IHC summons DIG, dy commissioner over plea against road closure
ISLAMABAD: The Islamabad High Court (IHC), Thursday, directed deputy inspector general (DIG) of Police (Operations) and deputy commissioner Islamabad to appear before the court in person in response to a petition filed against closure of a road due to Baloch protestors. A single bench of Chief Justice Sardar Sarfraz Dogar heard a petition of an owner of a petrol pump at F-6 who is aggrieved. He submitted due to continuing protest by Baloch in front of the press club. He argued that protests be managed that roads be opened so that business may not suffer. The counsel for the petitioner contended that his client runs a fuel station near National Press Club (NPC), located in Sector F-6/1, Islamabad and due to ongoing and indefinite protests in the area, several roads have been closed that have severely impacted the fuel station's operations. He added that the employees, suppliers, and even emergency vehicles are unable to access the premises. As a result, the counsel said the petitioner's business has become unsustainable and the indefinite access restrictions violate the petitioner's fundamental right of doing business protected by the Constitution of Pakistan, 1973. He added that while peaceful protest is a constitutional right under Article 16 of the Constitution, but, it cannot be exercised in a way that completely blocks public movement and effects uninvolved citizens and businesses. He also argued that it is the duty of the administration to regulate protests and ensure that traffic flows freely and access to both public and private properties is maintained and prolonged and unregulated blockades reflects a failure of this responsibility. After hearing the arguments, the IHC chief justice directed deputy inspector general of police (operations) Islamabad and deputy commissioner Islamabad to appear in person and assist this court as to what steps have been taken so far to address the matter.
