Boss today, subordinate tomorrow: 1L govt employees face ‘demotion'

Rakesh Kumar (name changed), posted in the home department and holding charge of a senior role, shares the same concern. Ashish and Rakesh are among thousands of state govt employees worried they may be moved down from the posts they have been managing since promotions were stalled in 2016.
Bhopal: Ashish Sharma and Rakesh Kumar are among over one lakh govt employees holding senior posts under stopgap arrangements, who now face demotion as the state resumed departmental promotions after a nine-year freeze under newly framed rules.
Promotions across departments were halted in 2016 following a court order. To address resentment among govt staff, the govt started giving charge of senior posts to them. In many cases, the employees have been given charge of two posts above from their actual post.
After the ongoing promotion process was done, officials said, the govt employees would get one promotion. It will lead to employees having charge of two posts or positions above their basic post to come down to one level.
In many cases employees would not get any promotion at all, as there is reservation of 36 per cent. Number of general category employees would come after the reserved category.
The MP Public Service Promotion Rules, 2025, provisions include 20% reservation for Scheduled Tribes (ST) and 16% for Scheduled Castes (SC). SC and ST public servants will also have the opportunity for promotion based on merit.
Even if stepped down from in-charge post, it would not lead to any financial losses to employees, as in case of getting charge of a senior or higher post, the employees get salary of their basic post.

There is provision of allowance for employees working on one level higher post.
Mantralaya Seva Adhikari Karamchari Sangh president Sudhir Nayak said it would be an insult for govt employees to come down to a lower post from their current post.
Uma Shankar Tiwari, state secretary of Tritya Varg Karamchari Sangh, said: "Over a lakh of govt employees were given charge of a senior post. All such employees fear to get reverted after the new promotion rules with reservation.
The govt must clarify the position of employees working as in-charge in various departments.
These in-charge roles were initially assigned based on seniority to ensure smooth functioning of the depts. However, with the introduction of new promotion rules, many of these in-charge officers may have to return to their original or lower posts.
The senior officers in the general administration dept confirmed that there could be cases wherein an employee may have to come down to a lower post after the promotion process was completed.

The CPI(M) State secretary participated in a function held at a community hall at Elachipalayam in Namakkal on Friday evening (July 18, 2025) to collect the subscriptions worth ₹3.70 lakh for the party's mouthpiece, Theekkathir. Speaking to the reporters, Mr. Shanmugam said the Madras High Court had ordered the removal of encroachments near the Buckingham Canal in Chennai within eight weeks. People don't prefer to live near water bodies. r They are residing in huts as they have no other options. If their huts are removed, they will lose their livelihood, which is against natural justice. The lawyers representing the government, who should speak against this, are also accepting the orders. It is the duty of the government to save the housing rights of these people , Mr. Shanmugam added. Mr. Shanmugam also said that party flagpoles are the right of political parties to express their ideologies. CPI(M) has appealed against the verdict of the single judge on removal of permanent flagpoles of political parties. The party will continue its legal fight. Talking about the issue around temple entry, Mr. Shanmugam demanded that stern action should be taken against those who are not allowing SC/ST people into the temple. Officials should not delay the issues in the name of peace talks and take action on people who are acting against the law. All caste people should be allowed in all temples and action should also be taken against officials who failed to ensure this, he added. Demanding action against middlemen involved in the sale of kidneys in Namakkal district, Mr. Shanmugam said, 'We heard earlier that weavers in Pallipalayam sold their kidneys to repay their debts. But now people are cheated by middlemen. Stern action should be taken against the middlemen and also against the hospitals concerned,' Mr. Shanmugam added.

Minister for Food, Civil Supplies and Consumer Affairs K.H. Muniyappa said here on Friday that the five guarantee schemes of the Karnataka government were in sync with the vision of B.R. Ambedkar and Babu Jagjivan Ram, and that the government was serving the cause of social justice. He was speaking at a seminar on 'Contributions of Babu Jagjivan Ram' conducted by the Karnataka State Open University (KSOU). Resource persons and speakers paid tribute to Jagjivan Ram's commitment to social justice and empowerment of the socially oppressed classes. Mr. Muniyappa said that Jagjivan Ram gave a voice to the oppressed section of the society, and like Ambedkar, used caste as a tool for social justice. This, he said, has to be contrasted with the present times where some forces use caste as a political weapon. He referred to the SC/ST Sub-Plan Act, 2013, introduced by the Congress government in the State, and pointed out that it mandates that a portion of the State's allocable budget be earmarked for Scheduled Castes (SCs) and Scheduled Tribes (STs) in proportion to their population. This, the Minister said, helps in the upliftment of the Dalits as envisaged by Ambedkar and Jagjivan Ram. Paying tributes to Jagjivan Ram and his contribution in various capacities, Mr. Muniyappa said that the former stood for social equality and equal rights for the oppressed classes. The contribution of Jagjivan Ram as the Minister for Food and Agriculture, and the policies initiated by him which culminated in the Green Revolution, was also highlighted by him. On the prevailing situation with respect to the oppressed communities, the Minister said that although Dalit students receive reservation in schools and colleges, they continue to face social exploitation or discrimination. In universities and academic institutions, Dalit scholars struggle to receive equal recognition, while caste-based violence, atrocities, and land rights violations against Dalits still persist in some regions, he added. The Minister described Babu Jagjivan Ram as the model for a society which prioritised the development of all communities, especially the Scheduled Castes and Scheduled Tribes and it was in the fitness of things that the Government of Karnataka has established Babu Jagjivan Ram study centres in nine universities across the State, including the KSOU in Mysuru. Through these centres, seminars, conferences, and other programmes are being organised to create social, educational, and economic awareness among the marginalised communities. Minister for Social Welfare H.C. Mahadevappa inaugurated the seminar, and KSOU Vice-Chancellor Sharanappa V. Halse, Registrar Naveen Kumar, Director of Babu Jagjivan Ram Research Centre Sharanamma, and others, were present.

Deputy Commissioner Prashant Kumar Mishra has directed officials of all concerned departments to ensure the complete and appropriate utilisation of funds allocated under the Scheduled Castes Sub-Plan (SCSP) and Tribal Sub-Plan (TSP) for the overall development of Scheduled Castes and Scheduled Tribes in the district. Chairing the District Monitoring Committee meeting on the implementation of SCSP and TSP for the fiscal year 2024–25, held at his office on Friday, Mr. Mishra emphasised that every department must work towards achieving 100% fund utilisation, as mandated under the Karnataka Scheduled Castes Sub-Plan and Tribal Sub-Plan (Planning, Allocation and Utilization of Financial Resources) Act, 2013. 'Funds released to various departments under these sub-plans must be used exclusively for the intended purposes,' he said, instructing officials to prepare a list of feasible works that can be undertaken with the first-quarter grants and to proceed with timely implementation. He questioned the under-utilisation of funds allocated up to March 2025, asking department heads to provide updated utilisation details and clear pending bills. Mr. Mishra directed the Deputy Director of the Social Welfare Department to issue notices to departments that have failed to use the funds effectively and to initiate disciplinary action under provisions of the SCSP/TSP Act. 'Priority should be given to beneficiary-oriented schemes. Only when the government's funds reach the intended beneficiaries can we claim to have achieved progress,' he said. Taking note of poor fund utilisation in the Department of Handlooms and Textiles despite fund release under SCSP and TSP, Mr. Mishra questioned the department's failure to implement programmes. In response, officials said there was a lack of interest among the community in the schemes offered. 'If beneficiaries are not showing interest, the department must officially communicate this to the State headquarters and the district nodal officer,' Mr. Mishra said, adding that department heads are directly accountable for spending the allocated Budget. The meeting was attended by Social Welfare Department Deputy Director Chidanandappa, Backward Classes Welfare Officer Raju, Food and Civil Supplies Deputy Director Sakeena, District Health and Family Welfare Officer Yalla Ramesh Babu, Urban Development Project Officer Raghavendra, and other district-level officials.
