DSP accused in phone tapping case set to be demoted to inspector

The Hindu2 days ago
In what is being described as 'side effect' of telephone tapping case, second accused D. Praneeth Kumar, Deputy Superintendent of Police under suspension, is likely to be demoted as Inspector.
A sub-inspector of 2007 batch, Mr. Kumar, also known as Praneeth Rao, was shifted to the Special Intelligence Branch (SIB) in 2018 in the rank of Inspector. Before joining SIB, he served in Nalgonda district. Five years after his stint with SIB, he got elevated as DSP through 'accelerated promotion' which is extended to police officials for commendable performance in anti-Left wing extremist operations.
There is no direct connection between his elevation as DSP through 'accelerated promotion' and the telephone tapping case, the accelerated promotion angle cropped up when the police officials probing the telephone tapping case began analysing different aspects of the case like why the prime accused and former police officer T. Prabhakar Rao specifically chose Mr. Praneeth Rao and others to eavesdrop on the phones of others.
Mr. Prabhakar Rao was heading the SIB, while on extension of service following retirement, when the proposal for promoting Mr. Praneeth Rao as DSP was taken. Investigators, after questioning both of them, surmise that Mr. Praneeth Rao was 'gifted' with accelerated promotion as DSP though his work did not meet the standards applied to other police officers in such matters.
Interestingly, a serving DSP M. Gangadhar (who eventually quit and entered politics by contesting for MLC) questioned Mr. Praneeth Rao's promotion by writing open letters to State police chief and Chief Minister A. Revanth Reddy. When police officials probing telephone tapping case dug deeper, they found that Mr. Praneeth Rao's promotion was not in compliance with the parameters or standards adhered to in accelerated promotions awarded to other police officers.
Though Mr. Gangadhar challenged similar promotions awarded to three other police officers, the case of Mr. Praneeth Rao assumed importance because of his alleged complicity in telephone tapping case. The investigators reportedly submitted a report to the higher-ups pointing out the discrepancies in the accelerated promotion of Mr. Praneeth Rao.
'This has raised many issues relating to awarding accelerated promotions. Hopefully, the government would strictly adhere to procedures and justify all such pending proposals, if any,' said a police officer unwilling to be named.

Congress Placates Cop In Siddaramaiah 'Slapgate' Row, He's Back On Duty

Bengaluru: Karnataka Chief Minister Siddaramaiah seems to have seen off two crises in 48 hours. Less than 24 hours after surviving a power grab by his deputy, DK Shivakumar, the Congress veteran was bailed out of a potential showdown with the state police force after a senior cop - whom he almost slapped during a party event in Belagavi in April - stood down his protest. Additional Superintendent of Police Naryana Baramani reported for duty Wednesday after talks with the Chief Minister, Home Minister G Parameshwara, and high-ranking police officers. "I expressed my feelings to my superiors... they spoke to me. So did the Chief Minister and Home Minister (G Parameshwara) ... after which I have decided to report to duty," he said. After his meeting, Mr Parameshwara - to whose office the police report - promised a "good posting" for ASP Baramni and called his resignation letter a "spur of the moment reaction". "The Chief Minister had no intention of insulting (the officer)," he said. Sources said the Karnataka government had rushed to placate ASP Baramani after he sought VRS, or voluntary retirement, in a three-page letter that has been widely shared online, and in which he said "neither the Chief Minister nor any officer from his government or my department tried to console me". The officer said he felt "deeply humiliated" and wrote, "For a moment, I wanted to confront the Chief Minister... but I refrained, understanding the public embarrassment it could cause. I chose silence." "Relatives and former colleagues called to express outrage... I was so distressed... my wife and children broke down in tears... (but) despite everything I gathered the strength to return to duty." "I have always carried out my duties with integrity and respect for the people and department. I have worn this uniform with the same emotional connection and pride as I would hold for my mother." It is deeply saddening that Dharwad's Additional Superintendent of Police, Narayana Baramani, who was publicly humiliated by Karnataka's arrogant Chief Minister Siddaramaiah, has now decided to take voluntary retirement. His emotional letter reads (excerpts): Quote At that… — Amit Malviya (@amitmalviya) July 3, 2025 The Congress, sources said, was aware it does not need another face-off with the state police force; the two are already at odds over the suspension of a top cop in the RCB stampede case. In his letter - written in Kannada - Mr Baramani spoke of being humiliated by Siddaramaiah's actions, and said the Chief Minister had "reduced morale of all government servants". He also rubbished speculation he was looking for a big bang entry into politics. Siddaramaiah's 'Nearly Slapgate' Siddaramaiah's 'nearly slapgate' incident happened on April 28. During a Congress protest rally in Belagavi the Chief Minister was shown black flags by opposition Bharatiya Janata Party workers, who had managed to sneak into the event. A furious Siddaramaiah gestured in the direction of police personnel standing by one side and demanded to know how BJP workers had been allowed to enter. "Hey, come here... What are you guys doing?" he was heard saying in a widely-circulated video before the audio became unclear. ASP Baramani approaches Siddaramaiah, who raises his hand, as if to strike the officer. The incident was condemned by the BJP and its ally, the Janata Dal Secular, both of which said the Chief Minister's conduct was "a disgrace of the highest order" and "a display of contempt". On June 14 ASP Baramani resigned but the state government sat on his letter till this week, when the senior cop forced action by writing an emotional three-page letter asking for VRS.

‘Siddaramaiah got angry and tried to slap me': Karnataka ASP seeks voluntary retirement after abuse during rally

Narayan Venkappa Baramani, the Additional Superintendent of Police, Dharwad, Karnataka, has requested voluntary retirement, citing emotional distress. In a detailed three-page letter, Baramani claimed he was 'insulted' by Chief Minister Siddaramaiah during a Congress rally in Belagavi on 28 April. According to a report by The Hindu, Baramani alleged that the CM became furious over a protest at the event, during which women waved black flags and raised slogans against the Congress leadership. Assigned to the CM's security detail, Baramani said he was unfairly blamed for the disruption and that Siddaramaiah attempted to slap him in front of the crowd. 'The Chief Minister got angry and tried to slap me. I stepped back instinctively, but the damage was already done. I had done nothing wrong, yet I was shamed in front of a public gathering,' ASP Narayan Venkappa Baramani wrote in an open letter, explaining his decision to seek voluntary retirement. BJP IT Cell head Amit Malviya hit back, sharing a post on X, 'It is deeply saddening that Dharwad's Additional Superintendent of Police, Narayana Baramani, who was publicly humiliated by Karnataka's arrogant Chief Minister Siddaramaiah, has now decided to take voluntary retirement,' he added. 'This incident stands as a stark reminder of what happens when sincere, honest, and committed officers are insulted in public instead of being appreciated for their service. We demand that Siddaramaiah set aside his ego, issue a public apology to Narayana Baramani, and urge the officer to reconsider his decision,' added Malviya. Baramani, who started his police career in 1994, said the incident deeply affected his dignity and morale. He also expressed disappointment that neither the Chief Minister's Office nor senior police officials reached out with an apology or support 'The incident was broadcast repeatedly for two days, yet I received no reassurance or encouragement. This was not only an insult to me but to all government officials in uniform,' he stated. This was not only an insult to me but to all government officials in uniform. The Siddaramaiah-led Congress government has yet to issue an official response to the allegations. The incident has intensified the ongoing political debate in Karnataka, with opposition parties ramping up their criticism of the Chief Minister's leadership style. (With inputs from The Hindu) Key Takeaways Public officials deserve respect and support from leadership. Public incidents of humiliation can significantly affect morale and dignity of law enforcement officers. The political environment can be volatile and impact the functioning of public service.
