BMC to introduce new policy for development of ‘iconic buildings' in city

Eyeing to promote world-class architecture in the city, the Brihanmumbai Municipal Corporation (BMC) has charted plans to introduce a new policy which will pave the way for the development of 'iconic buildings' in Mumbai.
On Tuesday, the civic body invited suggestions and objections from citizens to its proposal to modify the prevailing Development Control and Promotion Regulation (DCPR) 2034 to introduce a new regulation – 33(27).
While the public can send in their suggestions and objections over a period of one month, the proposal has drawn flak from a section of activists.
Earlier in March, Deputy Chief Minister Eknath Shinde had announced plans for iconic buildings in Mumbai, following which the urban development department had proposed a new chapter in the DCPR in 2034.
In a bid to make the provision, the BMC on Tuesday floated the proposal to introduce a new regulation — 33 (27) — which pertains to the development of 'iconic buildings'.
According to the proposal, a building or a premises will be eligible to be deemed 'iconic' if they have 'unique and distinctive characteristics' owing to their shape, size, aesthetics, look, concept, theme, architectural or structural design among others.
As per the clauses, no residential building will be eligible for the category with at least 40 per cent of the building remaining open to the public through some fee-based system.
The proposals for a building's iconic status will be approved by a six-member scrutiny committee, which will be lead by the civic municipal commissioner, and comprise famed members from the global architectural field, visual art, a leading personality from the business industry as well as the director of the Town Planning in Maharashtra and the Chief Engineer of the Development Plan BMC's development plan department.
Once enforced, the scrutiny committee will inspect the proposal and then submit the proposal to the government body for principal approval.
According to officials, the project proponent of a private property who submits their bid for the iconic status will be mandated to have a minimum of 1 million sqm of BUA completed or have a minimum turnover of Rs 5,000 crore per year in the last three financial years.
Speaking to The Indian Express, senior officials said that the objective of the proposal is to elevate Mumbai's existing skyline by creating new points of attraction. 'The proposal has been initiated by the government of Maharashtra while the BMC issued the notification for modification. Across the globe, we see many iconic buildings with towers that have viewing points and public spaces like malls,' said a BMC official.
However, activists including Godfrey Pimenta have alleged that the definition of 'iconic buildings' remains very vague. Writing to the chief engineer of the Development Plan department in BMC, Pimenta wrote, 'The state government has retained power to grant additional FSI on payment of premium at a rate of 50% of land rate. Mischievously there is no cap as to how much FSI can be granted by state government. We have strong reasons to believe that the new Regulation is tailor-made to suit the requirements of few pre-determined developers.'

Mumbai: The special court allowed the restitution of attached properties valued at Rs 952 crore of Vadraj Cement (ABG Cement) to a company that acquired it through a resolution plan approved by the National Company Law Tribunal, after the Enforcement Directorate issued a No Objection Certificate (NOC). The ABG group obtained a loan from Infrastructure Leasing & Financial Services Ltd (IL&FS), which IL&FS later declared non-performing. Consequently, in the IL&FS money laundering case in 2020, the ED provisionally attached the Surat plant of Vadraj Cement. Subsequently, Nuvoco Vistas Corporation, a subsidiary of the Nirma Group, purchased the cement firm through the NCLT resolution plan. Nuvoco then approached the court to request the restoration of the cement plant. The ED stated that the ABG group had obtained Rs 952 crore in financial assistance from IL&FS, which was subsequently declared non-performing. The ED attached the immovable properties of Vadraj Cement, including its Surat Cement Plant, and the adjudicating authority confirmed the attachment in 2021. The ED filed a chargesheet with the court related to the issue. New Delhi: Delhi Development Authority (DDA) has prepared its strategy to offer residential plots in prime locations during its forthcoming auction scheme. Focusing on flatted development so far, the authority recently began the process to engage a specialist firm to mark out 118 plots in D6 Vasant Kunj in south Delhi. "The idea is to prepare the site for the e-auction," he added. The authority has also identified sites for developing surface parking, which will cater to the Ganga, Yamuna, Narmada and Saraswati blocks of Sector D6 Vasant Kunj Mega Housing. DDA developed these societies in and around 2010. "There has been a demand for proper parking space. It will benefit the residents of 1,904 flats by easing the parking issues. On the other hand, the plotted development will help the public or buyers who prefer it," said the official. Delhi Development Authority has decided on a timeline of 365 days for the completion of the tasks after the award of work. "The maximum time allowed for planning and design, including vetting from the competent authority, will be three months, and the time allowed for the actual execution of work is nine months after the allotment of work," said the official. The tasks include planning and designing services like drains, sewerage, water supply, rainwater harvesting and approval of the same from the local civic body. "The preparation and submitting completion plans of all the above-mentioned services will be done as per the direction of the engineer-in-charge," stated the project plan. Works also include providing and laying factory paver blocks in footpaths, parks and lawns; driveways of required strength, thickness and size at various sites; making connections of drain or sewer line with existing manhole; disposal of building rubbish, dismantled or waste materials from sites by mechanical means, including loading, transporting and dumping etc, it added. The proposal of the development projects should ensure minimal felling of trees, it pointed out. "All the alternative proposals should also be analysed and kept on record. No tree should be felled/translocated in the area identified for development projects by any field staff, unless formal and final permission is received from the forest department," the notice emphasised.
