These included the clause that "sachets using plastic material shall not be used for storing, packing or selling gutkha, tobacco and pan masala" and "plastic material, in any form including vinyl acetate, maleic acid, vinyl chloride copolymer (used in plastic coating) shall not be used in any package for packaging gutkha, pan masala and tobacco in all forms", the bench noted.It also noted the submission that these manufacturers were not complying with the Extended Producers' Responsibility (EPR) regime under the Plastic Waste Management Rules, which stipulated environmentally sound management of products, particularly at the end of their life cycle.During the proceedings, the advocate also told the tribunal that no action had been taken against these manufacturers despite the EPR regime specifying consequences for non-compliance, including seizure of products, closure of units and penalties.advertisementThe tribunal said, "The original application (OA) raises substantial issues relating to compliance with environmental norms. CM wants state to be role model in GST collections
Vijayawada: Chief Minister N Chandrababu Naidu on Friday stressed that Andhra Pradesh should become a role model for the country in GST collections. He instructed officials to take strict measures to prevent tax evasion. A coordination meeting of Central and state GST officials was held at the Chief Minister's camp office, chaired by him. State finance special chief secretary Piyush Kumar, state taxes chief commissioner Babu A, and GST officials from both Centre and state attended the meeting. Speaking on the occasion, the Chief Minister stressed the use of technologies like data analytics to prevent tax evasion. He said that efficient tax collection would contribute to national wealth, which should be used for public welfare and development. Underlining the need for proper coordination between Central and state GST officials for the better realization of Goods & Services Tax (GST) in the state, the Chief Minister added that there should be a competitive action plan to match neighboring states in GST collections. He said tax data should be analysed using data analytics, and even factors like electricity consumption should be considered to detect evasion. The Chief Minister stressed that there should be no errors in GST registrations. The state government will soon build a data lake combining all departmental information in one place, which will also be shared with Central GST officials, he added. He explained that if the state receives its rightful share of resources, there will be no need to approach the Centre for every small issue. He directed officials to work with organisations like Confederation of Indian Industry (CII) to raise awareness and prevent tax evasion, and to act strictly if evasion continues. Officials informed the Chief Minister that GST collections in the state increased by 3.4 per cent. They said that the upcoming GST tribunals in Visakhapatnam and Vijayawada will help resolve tax disputes. Central GST officials requested the Chief Minister to allot five acres of land in Amaravati for constructing the Central GST Zonal Office and residential quarters.

Chandigarh: The Punjab assembly on Friday unanimously passed a resolution rejecting the proposed deployment of Central Industrial Security Force (CISF) personnel at vital Bhakra Beas Management Board (BBMB) installations. The state govt asserted Punjab police's capability to secure these projects, calling the central force's deployment an unnecessary financial burden, adding that providing security at these installations falls in the state's jurisdiction. The House recommended that the Punjab govt formally take up the matter with the Government of India and relevant ministries, urging both the Centre and BBMB to refrain from deploying CISF personnel at "Bhakra Dam projects and other hydro projects of BBMB." In May, the union ministry of home affairs (MHA) sanctioned a contingent of 296 personnel for the security of the Bhakra-Nangal Dam project at Nangal. The resolution, moved by water resources minister Barinder Goyal, underlined Punjab's "strong reservations" against the CISF deployment, a stance formally conveyed to the BBMB in letters dated May 27 and July 4, 2025. It highlighted that the CISF deployment would incur an additional financial implication of Rs 49.32 crore per annum, a cost Punjab is unwilling to bear. The resolution declared that if BBMB proceeds with CISF deployment, Punjab would not incur any financial burden from it. The Punjab police, it noted, secured these installations for nearly 70 years without any security lapse as the force was well-versed in local conditions. Speaking on the resolution, chief minister Bhagwant Mann opposed the move to deploy the CISF, saying, "If we can safeguard the borders, we can protect the dams too. The Punjab police is already assisting the BSF at the international border without any compensation." He also criticised the Centre for demanding fees for paramilitary forces in a border state, citing a Rs 7.5 crore demand after the Dinanagar (Pathankot) terrorist attack in 2015, calling it "unfortunate and illogical" for a state whose sons make ultimate sacrifices. Hitting out at the Centre, he added, "Are we here to fight and die? They ask us to fight Pakistan and then be alright." Mann also reiterated that Punjab has "no spare water to share with any other state," calling water an emotive issue. He lamented that despite the state's water history beginning in 1955, no review of water allocation, ideally due every 25 years, has taken place. Mann also highlighted the recent suspension of the Indus Water Treaty as an opportunity for Punjab to gain an additional 23 MAF of water from western rivers. The resolution comes against the backdrop of a recent standoff between Punjab and Haryana over water allocation from the Nangal reservoir, further escalating tensions between the state and the Centre. He also informed that Rs 104 crore in BBMB funds have been withheld pending an audit, which has not occurred in 70 years. Criticising the previous Congress govt for agreeing to CISF deployment in 2021, Cheema alleged a "conspiracy" between the then-state Congress and the BJP at the Centre to undermine Punjab's farmer interests, particularly regarding the substantial Rs 50 crore annual cost of CISF deployment.
