
Al-Jadaan: Saudi Arabia is working with all to eradicate energy poverty

VIENNA — Saudi Minister of Finance Mohammed Al-Jadaan said that multilateral development banks must provide concessional financing to accelerate the response to the needs of regions suffering from energy insecurity.
During his speech at the inaugural session of the fourth Development Forum of OPEC Fund for International Development in Vienna on Tuesday, he emphasized that Saudi Arabia is working with everyone to enhance energy security and eradicate energy poverty, while continuing its efforts to combat climate change.
Al-Jadaan praised the "My Mission 300" initiative, co-led by the World Bank and the African Development Bank, which aims to provide energy access to 300 million people in Africa by 2030, with significant contributions from partners such as the Islamic Development Bank and the OPEC Fund for International Development.
Al-Jadaan also lauded the Forward 7 Clean Fuel Solutions for Food initiative, one of the Green Middle East initiatives announced by Saudi Arabia, which aims to provide clean fuel solutions to millions of people around the world. He pointed to cooperation with key partners in this sector, such as the OPEC Fund for International Development, the Islamic Development Bank, the World Bank, and the International Islamic Trade Finance Corporation.
Al-Jadaan addressed the importance of reducing investment risks in the energy sector to stimulate private sector participation. "This can be achieved through a range of tools such as partial risk guarantees, political risk insurance, and blended financing structures," he said while emphasizing that these tools contribute to reducing expected risks and enhancing project bankability, especially in low-income or high-risk countries.
Al-Jadaan called for increased investment in emerging technologies in the energy sector, such as carbon capture, utilization, and storage (CCUS), and the development of more sustainable uses of hydrocarbons such as gas. He noted that this contributes to addressing carbon emissions and ensuring energy security during the transition to net-zero.
Al-Jadaan noted that the repercussions of energy poverty know no boundaries and affect all countries through economic instability, increased migration pressures, and increased humanitarian burdens. He stated that the Kingdom has set an ambitious goal of generating 50 percent of its electricity needs from renewable sources by 2030 and achieving net-zero emissions by 2060. This is within the framework of the circular carbon economy model.
The Development Forum, under the theme "A transition that empowers our tomorrow," will spotlight inclusive growth, climate resilience and the power of South-South cooperation in advancing equitable and sustainable development.
OPEC Fund President Abdulhamid Alkhalifa opened the Forum alongside President Mohamed Ould Ghazouani of Mauritania and Minister of Finance Mohammed Al-Jadaan. Senior government officials from across Africa, Asia, the Middle East, Latin American and the Caribbean, along with heads of multilateral institutions, are attending the forum aimed to drive solutions to some of the world's most pressing challenges.

Saudi Arabia extends tax penalty waiver initiative until end of 2025
Saudi Gazette report RIYADH — The Saudi Zakat, Tax, and Customs Authority (ZTCA) announced that the minister of finance has approved extension of the initiative to waive fines and exempt taxpayers from penalties for a period of six months, starting July 1, 2025. This extension applies to taxpayers until December 31, 2025 under all Saudi tax laws. The authority said that the initiative offers relief from penalties associated with late registration, late payment, and late filing of returns. It also waives fines for correcting value-added tax (VAT) returns, fines for field violations related to electronic-invoicing regulations, and general VAT-related infractions. The eligibility requirements stipulate that taxpayers must meet registration requirements as outlined by the authority. They must also submit all required returns to the authority that have not been previously submitted, correctly disclose all undisclosed taxes, and fully pay the principal tax debt related to the returns to be submitted or amended to correctly disclose outstanding tax liabilities. Taxpayers may also submit a request to the authority for installment payments, provided the request is submitted during the initiative's validity period and all installments shall be paid within their due dates according to the installment plan approved by the authority. The ZTAC emphasized that the initiative does not cover penalties for tax evasion violations, fines paid before the effective date of this initiative, or fines related to returns owed to the authority after June 30, 2025. The authority called on taxpayers to review the details of the initiative and its provisions through the simplified guide for the initiative, available on its website. The guide provides a detailed explanation of the salient features of the fine exemption decision, including clarification of the types of fines covered, the conditions for benefiting from the exemption associated with each type of fine, and the steps for disbursing financial dues in installments. It also outlines the field control violations covered by the initiative, with illustrative examples. The ZTAC urged all taxpayers to seize the opportunity of extending grace period for the initiative, stressing its readiness to answer any inquiries via the Unified Call Center number 19993, available 24/7, or "Ask Zakat, Tax, and Customs" account on the X Zatca_Care platform, or the email address [email protected], or the live chat on the authority's website.

SFD signs deal worth over $38 million to enhance infrastructure in Tunisia
Saudi Gazette report TUNIS — Saudi Fund for Development (SFD) Chief Executive Officer Sultan Al-Marshad signed on Saturday a new development loan agreement with Tunisian Minister of Economy and Planning Dr. Samir Abdelhafidh to finance the establishment of an Oasis Hub Project in southern Tunisia. The loan, exceeding $38 million, was signed in the presence of Saudi Ambassador to Tunisia Dr. Abdulaziz Al-Saqr. The agreement reflects the strong bilateral development partnership that has spanned nearly 50 years. The Oasis Hub Project aims to support sustainable rural development through the reclamation of more than 1,000 hectares of agricultural land across various regions of Tunisia. The project includes the drilling and equipping of 22 wells, the expansion of rural villages and their infrastructure, and the construction of over 285 housing units for local beneficiaries. Additionally, the project will enhance the region's infrastructure by building roads, pipelines, and networks for potable and irrigation water, while also supporting the development of educational institutions, agricultural facilities, and cultural, social, and commercial centers. These efforts collectively aim to improve the quality of life and stimulate economic and social growth in Tunisia's southern governorates. The agreement is part of SFD's ongoing efforts to promote sustainable development in Tunisia by financing infrastructure projects that contribute to improving living standards, creating job opportunities, and supporting the achievement of the Sustainable Development Goals (SDGs). Since it began operations in Tunisia in 1975, SFD has financed 32 development projects and programs through concessional loans totaling more than $1.2 billion, in addition to grants provided by Saudi Arabia through SFD, amounting to over $105 million. Meanwhile, Tunisian Prime Minister Sarra Zaafrani Zenzri received Saudi Fund for Development (SFD) Chief Executive Officer Sultan Al-Marshad in Tunis on Saturday. The reception was also attended by Tunisian Minister of Economy and Planning Samir Abdelhafidh, Saudi Ambassador to Tunisia Dr. Abdulaziz Al-Saqr, and other officials. Zenzri and Al-Marshad reviewed ways to strengthen development cooperation between the two countries and highlighted the longstanding bilateral partnership that spans over five decades, particularly in financing key development projects in Tunisia. Al-Marshad also met with Tunisian Minister of Health Dr. Mustapha Ferjani in the presence of the Saudi ambassador. They discussed ongoing health projects funded by SFD and explored opportunities to support the Tunisian health sector. The meetings come as part of Al-Marshad's official visit to Tunisia, during which a development loan agreement worth over $38 million is scheduled to be signed with the Tunisian Ministry of Economy and Planning to support infrastructure projects in the country.
