Murder of Ekurhuleni auditor tied to probe into R2b electricity billing scandal

The murder of Mpho Mafole, the group divisional head for corporate and forensic audits at the City of Ekurhuleni municipality, has sent shockwaves through the city.
Mafole was found in a pool of blood after he was sprayed with bullets on the R23 in Kempton Park on Monday, June 30.
Sources close to the municipality believe that Mafole's death was a hit, linked to his investigation into a massive R2 billion electricity scandal he was close to uncovering.
According to a senior member of the municipality, Mafole, just months after joining the city, and his team were probing a massive electricity billing scandal that cost Ekurhuleni tax payers over R2 billion.
The scandal involved tampered electricity accounts, with some accounts paying drastically reduced rates for electricity, while others were absent from the system, evidently showing that the municipality was being short-changed.
The senior official of the municipality, who spoke on condition of anonymity out of fear of reprisals, said Mafole was close to blowing the lid off the electricity bill scandal that had cost the municipality billions.

'Even the mayor (Nkosindipinde Xhakaza) is aware of the matter and is getting to the bottom of it…We are hoping that those that were close to the investigation are kept safe because this has to eventually come out…especially after the death of one of us,' the source said.
During a sombre funeral on Sunday, City of Ekurhuleni Mayor Xhakaza suggested that there was a link between Mafole's murder and the municipality's financial scandals.
"It is such things that auditors like Mpho would help us determine, where the funds went when I have to account as the mayor," Xhakaza said.
"The city and country have lost a man of integrity. We will continue to fight and make sure justice is served,' he said.
Earlier in the week Xhakaza also revealed that Mafole had drafted a charge sheet for a suspended official, believed to be part of a criminal syndicate.
Speaking at the funeral of slain forensic auditor Mpho Mafole on Sunday, Nkosindiphile Xhakaza delivered an emotional but forceful address, condemning what he described as a deepening climate of fear targeting civil servants confronting corruption.

"It's one thing to prepare a charge sheet for suspended officials and once you submit it, something happens," Xhakaza said.
"We don't want to draw up linkages, but if you are involved in this type of work and you get shot, it can't be a random thing".
Mafole's family believes that his murder was directly tied to his investigation into municipal corruption.
"We knew Mpho was working on something big," said a relative.
"He was getting close to exposing corruption in the municipality. The people who killed him knew what they were doing, they were clearly experts".
Xhakaza, last week, wrote to National Police Commissioner Fannie Masemola to investigate a series of shootings involving senior Ekurhuleni municipal officials.
Mafole's tragic death comes four years after whistle-blower Babita Deokaran was gunned down outside her home in Gauteng.
Six 'hitmen' have since been sentenced, however, the 'masterminds' behind the hit are still believed to be at large.
Deokaran, who was 53 when she died, was the chief director of financial accounting at the Gauteng Department of Health and was killed on August 23, 2021.

The defence argued that they had previously been told the matter would be classified as a Schedule 5 offence. However, the magistrate stated: 'The State's response was that, based on the facts in the docket and in consultation with the investigating officer, the murder charge is one of premeditation. The court therefore ruled it is a Schedule 6 bail application.' Malomane continued: 'The applicant seeks relief on the grounds that exceptional circumstances exist, which warrant his release. He maintains that he is innocent and has been falsely implicated.' In her assessment, Malomane pointed out that Schalekamp had been admitted to a private hospital following the shooting but discharged himself before his arrest. She said his reasons for doing so remained unclear, especially given the severity of the injuries he claimed to have sustained. The magistrate also considered his pattern of international travel, noting that his frequent trips to undisclosed destinations rendered him a potential flight risk. During proceedings, Schalekamp argued that he was the primary caregiver of his five-year-old son and submitted this as a factor in favour of bail. However, the court was unconvinced. 'While the court takes the rights of children seriously,' Malomane said, 'it remains unclear who cares for the child when the applicant is abroad. He failed to take the court into his confidence regarding the child's whereabouts and safety, and was evasive in this regard. The court therefore does not accept this as an exceptional circumstance.' The operation, part of the Reclaim Our City campaign, was sparked by concerns raised by ward 3 councillor Malesela Rakabe about the prevalence of lawlessness in the area. According to Moya, the team took action against City of Tshwane residential properties that had been hijacked, with all of them reportedly occupied by foreign nationals. 'Every utility is illegally connected from water to electricity. The houses have been illegally extended to accommodate a tuck shop, laundry facility and an egg business,' she said. The closure of an egg depot and laundry business for non-compliance sparked discontent among a group of immigrants, who gathered to express their grievances over the shutdown. Moya said the City issued bylaw contravention notices for the two properties, and a nearby scrap yard dealership had previously been fined for constructing a wall that exceeded height limits without municipal approval. 'The people we had seen building inside ran away, from a second exit, while we asked for the gates to be opened. The yard extends onto two properties,' she said. The owners of a scrap yard for car parts in the area were found to be in violation of the law for constructing a structure without obtaining approval from the city. Moya condemned the properties in Pretoria West, saying that they exemplify the lawlessness prevalent in the city. 'The landlord of these buildings has been stealing our water and electricity for years. We have disconnected all the illegal connections. The tenants are billed monthly for water and electricity, but those funds are not paid to the city. The same landlord owns an unsafe apartment block that was built without City approval. We have received a court judgment to demolish that apartment block,' she said.
