PM sets up panel for petroleum sector reforms

ISLAMABAD: Prime Minister Shehbaz Sharif has constituted a high-level committee on implementation of reforms in the petroleum sector, to formulate proposals for synchronizing LNG demand for the power sector, presenting disruptive cargo diversions and addressing circular debt and tariff issues in the gas sector, official sources told Business Recorder.
The Committee comprises of Minister for Petroleum (Convener) Advisor to Prime Minister on Privatisation (co-Convener), Lt. General, Muhammad Zafar Iqbal (Member), Secretary, Power Division (Member) and Secretary Petroleum (Member).
Pakistan's oil and gas sector circular debt is about Rs 4 trillion of which 2.866 trillion is related to gas sector.
Energy sector reforms: Govt makes new commitments to IMF
The Terms of Reference (ToRs) of the Committee shall be as follows: (i) work out a comprehensive proposal to synchronize LNG demand of the power sector in a manner that ensures timely and adequate supply without causing abrupt fluctuations in demand;(ii) identify causes and propose solutions to avoid sudden changes in LNG requirements by the power sector that lead to diversion of LNG cargoes to other sectors;(iii) formulate proposals to reduce circular debt in the gas sector;(iv) proposals for LNG tariff rationalization by revisiting all components of tariff (terminal changes, importer margins, LNG Service Agreement charges etc.); and (v) efficiency and transparency in tariff for domestic gas, including revenue requirement of the gas utilities, actual UFG (Unaccounted For Gas) losses taking into account growing LNG share in gas system etc.
The Committee shall submit its report within one month for the consideration of the Prime Minister.
Pakistan has diverted 5 cargoes so far as last one was scheduled for June 2025. Pakistan LNG Limited (PLL) earlier diverted four LNG cargoes due in February, March, April and May 2025 each from Italian company ENI.
Muhammad Ali, who has been conferred an additional portfolio - Advisor to Prime Minister on privatisation with status of Federal Minister /Chairman Privatisation Commission - has long been associated with the energy sector along with Lt. General, Muhammad Zafar Iqbal, National Coordinator on Power Sector. Muhammad Ali was first appointed as member of the task force on power during the Khan administration and later inducted into the interim government.
Muhammad Ali and Lt. General, Muhammad Zafar Iqbal were the key personalities of Task Force on Power, along with intelligence agencies, which negotiated with the Independent Power Producers (IPPs), Government owned Power Plants (GPPs) including Nuclear Power Plants. The government has claimed that it has saved about Rs 5 trillion over the life of projects, which otherwise were to be paid by the consumers.
However, Wind Power Projects which are about 40 are still resisting any change in their pacts citing different reasons including low dispatch. The savings from termination and revision of PPAs, has properly been made part of the consumer end tariff, except Rs 2 or Rs 2.50 per unit in QTAs.
The Task Force on Power is still intact with Minister for Power (Convener) and Muhammad Ali as co-Convener negotiating with the banks for loans of Rs 2.3 trillion to deal with the power sector circular debt – a proposal that had been submitted to the Fund late 2023 early 2024 but which was rejected by the Fund at the time.
Legal requirements with the banks are being fulfilled after which loan agreements will be signed formally, hopefully with this month, sources told this correspondent.
The Ministry of Energy (Petroleum Division) has also constituted a Working Group (WG) to formulate Circular Debt Management Plan (CDMP) of oil and gas sector, tasked to suggest a mechanism to eliminate circular debt like in the power sector. Headed by Secretary Petroleum, Secretary Petroleum, the Working Group will comprise, Managing Director, OGDCL (and one nominee from the department), Managing Director, MPCL (and one nominee from the department), Managing Director, PPL (and one nominee from the department), Managing Director, PSCOCL( and one nominee from the department), Managing Director, SNGPL (one nominee from the department), Managing Director, SSGCL (and one nominee from the department ), Director to Secretary, representative from Finance Division ( not below BS-20), representative from Power Division ( not below BS-20 and a representative from the Ministry of Planning, Development and Special Initiatives (not below BS-20).
According to the World Bank, gas sector circular debt has risen by an average Rs 68 billion per month to Rs 2.866 trillion or 2.7 per cent of GDP by end January 2024 from Rs 2.3 trillion in June 2023.
The government key reforms shared with the IMF focus on: (i) eliminating captive power by end January 2025 to ensure users transition to the electricity grid, thus channelling scare gas resources to more efficient gas-based power generators and reducing power generation costs, (ii) unification of pricing, including by further implementing the weighted-average cost of gas pricing (WACOG), (iii) introducing the automatic notification of semi-annual gas tariff determinations by the Ogra, and (iv) via further refinements to circular debt to improve monitoring and analysis, and building on current ongoing efforts.

ISLAMABAD: An ex-change rate adjustment of Rs 3.21 per litre on high-speed diesel (HSD) for Pakistan State Oil (PSO), a major importer, has driven up HSD price in the fortnightly review for the first half of August. On Thursday, the Finance Division announced a Rs 1.48 per litre increase in High-Speed Diesel (HSD) price, while petrol's price decreased by Rs 7.54 per litre. Additional factors contributing to the increase in HSD prices include an enhanced petroleum levy, raised from Rs 74.51 to Rs 77.01 per litre. The petroleum levy on petrol was also raised from Rs 75.52 to Rs 78.02 per litre. Petrol price cut by Rs7.54, HSD's up by Rs1.48 A presidential ordinance was issued on 15th April 2025, which lifted the 70 rupee per litre cap on the petroleum levy. Finance Bill 2025-26 removed the relevant clause of the Fifth Schedule thereby empowering the Federal Government to change the levy and pre-empting the need for an extension of the presidential ordinance. A carbon levy has also been imposed at the rate of 2.50 rupees per litre on both HSD and petrol, a condition for the $ 1.4 billion Resilience and Sustainability Facility from the International Monetary Fund. High-Speed Diesel saw a minor 20 paisa increase in the Inter-Freight Equalization Margin (IFEM), from Rs 6.04 to Rs 6.24 per litre while IFEM on petrol decreased by 19 paisa - from Rs 8.89 to Rs 8.70 per litre. Average of Platts with incidentals and duty was raised on HSD from Rs 177.89 to Rs 180.36 per litre. Whereas, the average of Platts with incidentals & duty on petrol decreased by Rs 8.26 per litre from Rs 167.51 to Rs 159.25 per litre. On year to year basis, petrol sales rose by 6 percent to 7.6 million tons, supported by higher automobile sales and relatively lower fuel prices compared to 2024. HSD volumes grew 10 percent to 6.89 million tons, benefiting from improved agricultural and transport sector activity during parts of the year, although seasonal variations remained a factor. ISLAMABAD: Federal Minister for IT and Telecommunication Shaza Fatima Khawaja hailed the Agri Stack as a transformative platform for Pakistan's agriculture sector during her visit to the Land Information and Management System (LIMS) facility. Developed by LIMS as a complete digital ecosystem and e-commerce platform under the Ministry of IT and Telecom (MoITT), Agri Stack aims to modernise agriculture through real-time advisory, land intelligence, and AI-driven solutions. Accompanied by the director general of the Special Investment Facilitation Council (SIFC), the minister reviewed the live demonstration of Agri Stack, which currently serves over two million farmers. The system has already contributed to saving Rs5 billion through automated pest attack mitigation—most notably during the whitefly outbreak in 2023. DG LIMS Maj Gen Muhammad Ayub Ahsan received the delegation, while Dr Col Waqar briefed attendees on the role of LIMS in enhancing food security and transforming land management. Discussions also covered a suite of digital tools including the Pak Sar Zameen Card, a GIS/remote-sensing-based smart card enabling farmers to access land records, subsidies, and agri-advisories. The visit also spotlighted broader initiatives such as promoting tech-based job creation for youth in agriculture, smartphone distribution, improved digital connectivity, and the use of AI for crop yield prediction. A proposal to form a steering group to coordinate and support LIMS in scaling these innovations was tabled during the meeting. Minister Shaza emphasised that LIMS must be fully accessible via smart phones, enabling real-time access to land records and location tracking for users across Pakistan. She highlighted the importance of digital integration in land governance to boost transparency and ease of access. The DG SIFC noted that LIMS reflects the Whole-of-Government approach, jointly driven by the SIFC and Pakistan's Armed Forces, and reaffirmed the Council's commitment to a tech-enabled and sustainable future for the country's agricultural and environmental landscape. PDWP approves six uplift schemes

LAHORE: The Provincial Development Working Party (PDWP) Punjab for the year 2025-26 on Friday approved six development schemes of different departments' worth over Rs 36 billion. The meeting was chaired by the Chairman Planning & Development Board Punjab Dr. Naeem Rauf which was also attended Secretary P&D Board Rafaqat Ali, Secretary Agriculture Iftikhar Ali Sahoo, members of the P&D Board, and other senior officers. The approved scheme includes Chief Minister's Punjab Hi-Tech Farm Mechanization Financing Program (2025–26 to 2028–29) at an estimated cost of over Rs. 8.826 billion and Agricultural Farm Mechanization Project (2025–26 to 2027–28) at an estimated cost of over Rs. 6.169 billion. The third scheme was Directorate of Provincial Healthcare Service Monitoring & Evaluation System (Revised) at an estimated cost of over Rs. 2.104 billion. Similarly, the PDWP also approved community empowerment and strengthening of healthcare access through Maryam Nawaz Health Clinics (Revised) at an estimated cost of over Rs. 9.360 billion. The meeting also given green signal to chief minister's meal programme for enrolled special students in special education institutions across Punjab at an estimated cost of Rs. 972.584 million.
