Sirim on mission to turn more than 1,200 SMEs into smart manufacturers

LANGKAWI: Sirim Bhd has been entrusted with the critical mandate of driving the adoption of smart manufacturing among more than 1,200 SMEs, aiming to accelerate their transition from Industry 1.5 to Industry 4.0.
According to Sirim president and group CEO Datuk Dr Ahmad Sabirin Arshad, one of the most pressing challenges lies in transforming traditionally labour-intensive industries into modern, automated operations – an ambitious shift that also presents significant opportunities for productivity, efficiency and long-term competitiveness.
'We hope that by 2030, Malaysia can become independent of foreign labour and achieve full automation, leading to improved productivity and higher average incomes across the country.
'However, transitioning SMEs to smart manufacturing involves significant costs. That is why the government, through the Smart Take-Up Programme, is providing subsidies to support the adoption of these technologies and we are offering technological interventions to assist industries along the way,' he told SunBiz at the 17th Langkawi International Maritime and Aerospace Exhibition (Lima 2025) yesterday.
He said to support the transformation of local SMEs into smart manufacturing, the government is providing funding assistance, while Sirim collaborates with agencies such as MIDF, under the supervision of Bank Negara Malaysia, to ensure these businesses can access financing at the lowest possible interest rates.
'And we are also collaborating with several multinational companies that are willing to share their automation systems with Malaysia, enabling a smoother transition from our current state to our desired future. Our primary focus is on the manufacturing sector, particularly in electrical and electronics, even though many interested companies are in the food and beverage space.
'This focus is crucial to ensure that Malaysia maintains its position as one of the world's leading semiconductor producers,' Ahmad Sabirin said.
To strengthen Malaysia's manufacturing ecosystem, he added, there is a need to cultivate a second and third tier of SMEs that can effectively support multinational corporations operating in the country.
While financial assistance remains important, industry stakeholders have expressed that what they value most is clear insight into the future direction of global technology – highlighting the need for stronger guidance, foresight, and strategic alignment from the government to facilitate their transition into advanced manufacturing, Ahmad Sabirin noted.
'To ensure local industries are not left behind, Sirim is working closely with agencies like Malaysia External Trade Development Corporation and Ministry of Investment, Trade and Industry to build a cohesive ecosystem that supports the global export of high-value products.
'By aligning efforts, the goal is to position Malaysia as a competitive exporter in high-growth, high-value sectors. With overseas operations already under way, Sirim aims to strengthen its leadership role both nationally and across Asean over the next three to five years.
'We are planning to establish more offices globally, and through these efforts, our goal is not only to elevate Sirim's international presence but also to help bring Malaysian SMEs onto the global stage. That, I believe, is the most important objective,' Ahmad Sabirin said.

SHAH ALAM: Hygr, a cult-favourite Malaysian personal care brand under Tradr Sdn Bhd, is eyeing expansion into Southeast Asia in 2026, driven by its seven-figure monthly revenue and growing retail presence. Co-founder Chew Hoi Meng said the company has already made initial inroads into Singapore and Brunei, with its next targets being Indonesia, Thailand and the Philippines. 'Singapore shows strong potential, but we haven't had the time to focus there yet,' he told SunBiz. Chew said the company is in discussions with distributors in Indonesia. 'Indonesia is a big market, but there's a lot of compliance involved,' he said, adding that establishing Hygr in Indonesia would be a major undertaking. 'We may need to spend half of each month on the ground, two weeks in Indonesia and two weeks in Malaysia. That's probably the only way we can build a presence there.' Chew explained that expanding overseas involves building new teams, localising content and adapting to each country's digital algorithms and consumer behaviour. 'It's like starting from zero. You have to build everything from scratch,' he said, expressing cautious optimism about the company's regional ambitions. Co-founder Ivor Lim said Hygr's focus for the remainder of 2025 will remain on Malaysia. With monthly revenue already in the seven-figure range, the company is targeting 100% year-on-year growth. 'From the third and fourth quarters, we'll be launching more products. Just last month, we introduced a deodorant perfume spray, which offers a different application format compared to the balm type previously,' she said. Lim noted that offline sales are growing steadily, although it is still too early to judge the long-term trend. 'If we expand our SKU range, sales and retail presence will hopefully increase as well,' she said. Hygr is currently available in more than 400 Watsons outlets and expects to reach 800 stores nationwide by the end of the year. 'Offline allows customers to try the scent and texture in person, which is important for personal care products,' Lim said, adding that offline channels also provide direct customer feedback that enables quicker formula adjustments. 'We're more agile than big brands. If 20–30% of buyers say something's off, we can tweak the next batch,' she said. However, the co-founders acknowledged that market dynamics are shifting, and sustaining growth will require continued innovation. 'Online sales have dipped. Compared to last year, we're seeing a 20–30% decline,' Chew said, citing rising platform fees and commissions. 'Eventually, platforms like Shopee and TikTok may take up to 30% per sale, similar to offline consignment terms.' To strike a balance, Hygr is working towards a 50:50 split between online and offline sales. 'That's why we're expanding offline channels,' Chew said. The recent implementation of the expanded Sales and Service Tax (SST) is also impacting the company's cost structure. 'Most of our raw materials are imported from Europe and Australia. That 8% SST becomes a direct cost to us,' said Chew. While the company has not increased prices yet, he estimated the SST could add 2–4% to final product prices. To cushion the impact, the company is taking cost-management measures, including practising first-in, first-out inventory management, maintaining a one-to-two-month stock buffer and minimising storage costs. 'We try to optimise wherever we can to keep prices stable,' Chew said. Hygr is also investing in automation to reduce labour costs. Chew said, 'If a task used to require five people, we can now use machines to do it with two. The upfront cost is higher, but over one to two years, it becomes worthwhile.' The company is also incorporating some local ingredients, such as MCT oil and Langkawi-sourced water, for its sunscreen products. However, the co-foundeers noted that high costs and a lack of research and development support for Malaysian suppliers continue to be a challenge. 'Sourcing locally is something we want to do, but without government support for SMEs and ingredient producers, it's difficult,' said Lim.

KULAI, July 18 — The Johor government is formulating mitigation measures to address rising food, transportation and housing costs, particularly in Johor Bahru. State Investment, Trade, Consumer Affairs and Human Resources Committee chairman Lee Ting Han said a discussion on the matter was held today with the relevant state executive councillors. The meeting also touched on efforts to improve public transportation services and expand the Muafakat Johor bus network, while seeking ways to ease the people's financial burden. 'We take note of public concerns raised during on-the-ground engagement and through social media. The people of Johor are worried about what's to come, given the state's rapid economic growth. 'So, how do we ensure that people can benefit from this growth, so that everyone, especially the younger generation, chooses to remain in Johor and has access to promising career prospects? These are some of the challenges we must address,' he told a press conference after attending the Sirim Silaturasa 2025 event at the SIRIM Johor office here today. He was commenting on a recent statement by Menteri Besar Datuk Onn Hafiz Ghazi, who said that Johor Bahru's cost of living had surpassed that of several other major Malaysian cities. Lee said that supply and demand are among the factors contributing to the rising costs, in addition to the state's rapid economic growth. 'On housing, we've received feedback that rental rates are quite high. As announced by the Menteri Besar, we will accelerate the construction of affordable housing. 'Initially, we aimed to build 30,000 units by 2030, but the Menteri Besar has raised the target to 100,000 units by that time. We are now making plans to meet this target,' he said. Lee said Onn Hafiz is expected to announce initiatives addressing these concerns in the upcoming Johor Budget 2026, scheduled in November. — Bernama
