New finance powers manual to enhance govt operations
The Finance Powers Manual 2025 (Part-1) is aimed at enhancing the ease of doing business in govt operations and streamlining administrative procedures.
Through this, the state finance department is authorised to correct clerical errors and make future amendments whenever necessary. Permission was also granted to publish the Hindi version of the manual. The newly approved financial powers will come into effect from July 1.
A state govt release stated, "The revision of the Finance Powers Manual 2012 (Part-1) became necessary due to several key factors: a significant rise in the cost of various items over the past 13 years, the emergence of new categories of expenditures related to office operations, removal of obsolete items and inclusion of new, relevant categories, discontinuation of outdated office equipment and materials, greater decentralisation of powers, and enabling timely utilisation of budget provisions to expedite implementation of schemes.

The key new provisions include empowering administrative departments to designate budget controlling officers, authorising departments to engage consultancy firms and agencies for project work, granting departments the power to engage interns, and approving honorariums under Fundamental Rule 46.
The new manual also permits departments to write off excess pension or grant payments, and state govt departments can now independently approve the demolition of departmental buildings.
The departments may now sanction 80% of medical advance to employees without seeking approval or consultation from the health and medical department.

Gujarat sets sail on Cruise Bharat Mission
Gandhinagar: As part of the Union govt's Cruise Bharat Mission, Gujarat has proposed three cruise circuits along the western coast covering Diu, Veraval, Porbandar, Dwarka, Jamnagar, Okha, and Padala Island, alongside the operational Ghogha-Hazira Ro-Pax (Roll-On/Roll-Off Passenger) service. The govt said on Tuesday that the three clusters identified for cruise ship circuits are Padala Island–Rann of Kutch, Porbandar–Veraval–Diu, and Dwarka–Okha–Jamnagar. Each cluster is designed with tourism logic, ensuring that key religious, natural, and cultural destinations are within a 100km radius, making shore excursions efficient and attractive for cruise passengers, the govt said. The Gujarat Maritime Board (GMB) on Sunday conducted a day-long workshop with various stakeholders as a preliminary exercise of drafting the state's cruise shipping policy. An official statement said that Gujarat became the first state to align with the Union govt's Cruise Bharat Mission, which aims at developing a globally competitive cruise tourism system. Yogi said WEE Index should be integrated with the CM's control room and all departments must treat the index as a foundational tool for policymaking and tracking outcomes. "Departments should formulate actionable plans based on the index, prioritising women's empowerment in their respective areas. District-level strategies must be developed to localise impact of state schemes," he added. The CM directed officials to launch campaigns targeted at women under the ODOP Margin Money Scheme in Banda, Jalaun, Jaunpur, Mahoba, Shravasti, and Sitapur. While asking for women's participation to be increased in workforce and governance, he said special efforts would be needed to increase women's enrolment in technical institutes, vocational programs and skill training centres. "Every district should set up a 'Re-enrolment Unit' to bring back women who dropped out of skill courses. There is need to ensure availability of paramedical institutes to support women's advancement in healthcare and service sectors," he said, while discussing strategies to enhance women's participation. Tensions flare in Kovur over derogatory remarks by former YSRCP MLA
Tirupati: Kovur assembly constituency in Nellore district continues to remain on the simmer for the second consecutive day following derogatory remarks made by former YSRCP legislator Nallapareddy Prasanna Kumar Reddy on TDP legislator Vemiredddy Prashanti Reddy. It may be recalled that Prasanna Kumar had passed several derogatory remarks on Prashanti Reddy during a party workers meeting held at a Kalyana Mandapam at Kovur on Monday. "I know Prashanti Reddy's entire life history. Where was she ten years ago. I wonder why Nellore MP Vemireddy Prabhakar Reddy married her. If he would have asked me I would have arranged a suitable girl to get married to him. Vemireddy has thousands of crores of rupees wealth and he should be cautious as I have credible information that two meetings were held with an agenda to eliminate him,' Prasanna Kumar remarked during Monday's meeting. In retaliation, angry TDP cadres and followers of Vemireddy Prabhakar Reddy and Prashanti Reddy ransacked Prasanna Kumar Reddy's residence on Monday night. Meanwhile, deputy Chief minister Pawan Kalyan, state HRD minister Nara Lokesh and leaders of various political parties condemned Prasanna Kumar Reddy's remarks. Pawan Kalyan said that Prasanna Kumar Reddy crossed the line and his remarks on Prashanti Reddy was unpardonable. Owing to the high tension prevailing at Kovur, the district police wing had mobilised additional forces to contain the law and order situation on ground.
