GIDC caused over Rs 1 crore loss to exchequer: CAG

The Comptroller and Auditor General (CAG) observed irregularities by the Goa Industrial Development Corporation (GIDC) in taking office premises on lease from Myles High Hotels and Towers Pvt Ltd, resulting in a loss of Rs 1.2 crore.
The CAG said that on Nov 11, 2023, the GIDC received an unsolicited offer from Myles High Hotels and Towers Pvt Ltd for leasing commercial office space on the second floor of their building at Patto, Panaji, for Rs 5.7 lakh plus taxes plus maintenance.
'The same day, the offer was discussed at the 387th board meeting, and it was resolved (resolution 67/2023) to acquire the premises on lease at the same rate and terms and conditions in which the directorate of panchayat (DoP) acquired four other floors of the same building,' the CAG said.
'Thus, the rate quoted by Myles High Hotels and Towers Pvt Ltd was already in accordance with the prevalent rates of lease with the DoP. The GIDC sought to get PWD rent valuation for the said premises but did not pursue the matter when it was advised to approach the PWD's work division-1,' the CAG said.
On Nov 22, 2023, the GIDC accepted the lease offer for the first year with a cumulative annual financial impact of over Rs 94 lakh.

'Myles High Hotels and Towers Pvt Ltd issued a document to hand over the keys of the premises to the GIDC, but it was not taken over. The GIDC sought a revised quote on June 7, 2024, and a revised quote of over Rs 7.68 lakh plus taxes plus maintenance for the same premises was given,' CAG said.
On June 15, 2024, the GIDC accepted the revised offer. On June 21, 2024, the GIDC signed the lease deed for 36 months from Jan 2024, stating a monthly rent of Rs 5.7 lakh plus taxes plus maintenance from Jan 2024 to May 2024 and Rs 7.6 lakh plus taxes plus maintenance thereafter.
The GIDC undertook interior works and spent Rs 77 lakh in July and Aug 2024 and shifted into the new premises in Sep 2024.
'There were no documents on record to detail the formal handing-taking over of the premises and the physical condition of floors, walls, etc, on the date of taking over,' the CAG said.
Stating that the following irregularities were noticed during the audit,the CAG said, 'There was neither an internal decision/approval for renting of additional office space prior to Nov 2023 nor was a public notice issued by the GIDC inviting bids for commercial space on rent. Immediate acceptance of an unsolicited offer from Myles High Hotels and Towers Pvt Ltd, despite being over four times the prevailing market rate was irregular.

'The reply of the management is awaited,' CAG added.

RPAs for 3 services to mountain radars: DAC clears procurements worth Rs 67,000 cr

The Defence Acquisition Council (DAC) chaired by Defence Minister Rajnath Singh on Tuesday approved a range of military procurement proposals for the armed forces worth nearly Rs 67,000 crore. These include the procurement of Medium Altitude Long Endurance (MALE) Remotely Piloted Aircraft (RPAs) for the three services, a compact autonomous surface craft for the Navy, maintenance support for the C-17 and C-130J fleets of the Indian Air Force (IAF), and a comprehensive annual maintenance contract for the S-400 long range air defence missile system. The DAC's approval for the maintenance of both American and Russian platforms with the IAF can be considered a display of strategic autonomy by India, especially at a time when the US President Donald Trump has been criticising India over its crude oil imports from Russia, a move New Delhi termed 'unjustified and unreasonable targeting' of the country. The IAF has a fleet of 12 C-130J-30 Super Hercules Aircraft, procured from the US in 2010-11, followed by additional orders in the subsequent years. The IAF operates a fleet of 11 C-17 Globemaster III aircraft procured between 2013 and 2019. Both were procured by India from the US under separate Foreign Military Sale (FMS) agreements. India had signed the S-400 deal with Russia in 2018, a year after the US passed the Countering America's Adversaries Through Sanctions Act (CAATSA). The long range surface to air missile system played a critical role in defending Indian skies during Operation Sindoor between May 7 and 10. These procurements are particularly significant in the light of Operation Sindoor, which was launched by India on May 7 after the April 22 terror attack in Pahalgam that left 26 people dead, and appear to be drawn from lessons learnt from it. According to a statement issued by the Defence Ministry, the DAC has granted an Acceptance of Necessity (AoN) for the procurement of Thermal Imager-based Driver Night Sights for the Battle Mechanised Platforms with the Army, which will enhance the night driving capability of BMPs and provide higher mobility and operational advantage to the mechanised infantry. The DAC is the primary body responsible for approving major capital acquisitions in defence. The first step in the defence procurement process is the Acceptance of Necessity (AoN). However, obtaining an AoN does not always lead to a final order. The DAC also approved the procurement of the compact autonomous surface craft, the BrahMos fire control system and launchers, and the upgrade of the BARAK-1 point defence missile system for the Navy. 'The procurement of the compact autonomous surface craft will enable the Indian Navy to detect, classify and neutralise threats during anti-submarine warfare missions,' the statement said. For the Indian Air Force, an AoN was granted for the procurement of mountain radars and the upgrade of the SAKSHAM/SPYDER weapon system, which will enhance air surveillance capabilities along and across borders in mountainous regions. The upgrade of the SAKSHAM/SPYDER system for integration with the Integrated Air Command and Control System will strengthen India's air defence capabilities. Additionally, the procurement of MALE RPAs for three services will support round-the-clock surveillance and combat readiness, as these aircraft can carry multiple payloads and weapons while operating at longer ranges for extended missions.

The Gujarat High Court on Tuesday granted bail to the owner of stockbroking firm Bliss Consultants, Ashesh Shailesh Mehta, in an alleged case of cheating in Dhanera police station of Banaskantha in connection with a multi-crore investment case. The FIR in the said case was lodged in August 2023 although Mehta, as of now, is lodged in Mumbai's Arthur Road Jail in the case of the Economic Offences Wing (EOW) of the Maharashtra Police. His counsel informed the court that his assets worth Rs 171 crore have been attached by special Maharashtra Protection of Interest of Depositors (MPID) court. Considering the submissions of Mehta's counsel — Advocate Deshal Modi — Justice MR Mengdey of the Gujarat High Court granted bail to Mehta on Tuesday. The oral order of the court said, 'From the record it appears that the investigation is over and chargesheet has been filed. The present applicant has been arrested in connection with the present offence on March 13, 2024 and since then he is in custody… On the basis of those promises, the (complainant) had invested the amount of Rs 1,03,00,000/- in the said scheme. Similarly, the other victims had also invested their money. The total amount involved in the present offence is around Rs 171 crore. The record indicates that all the assets of the present applicant have been seized, which comes to around Rs 171 crore. Considering the same, the application deserves consideration.' Advocate Modi told The Indian Express, 'Mehta and his wife Shivangi were victims of cheating committed by a shell company, which is an accounting firm, that they were associated with… In June 2023, while they were called by the Madhya Pradesh police for a statement in an NDPS (Narcotics Drugs & Psychotropic Substances) case against a third party, who they do not know, there was a false arbitration that came about in Khed (a town in Maharashtra's Ratnagiri), involving the shell company, in which Rs 160 crore of their money was freezed in a private bank account. As the panic spread about the NDPS case, investors sought their money back and the couple returned Rs 60 crore back to investors but before they could return the rest of the sum of Rs 110 crore, their bank account had been freezed.' Modi added that a series of FIRs followed against the couple in Maharashtra as well as three FIRs in Gujarat — in Ranip and Chandkheda in Ahmedabad and in Dhanera in Banaskantha. Modi said, 'The applicant (Mehta) has been granted bail in the Ranip and Chandkheda cases even though Dhanera was the first FIR in Gujarat. Now, he has been granted bail in all three cases but will remain lodged at Arthur Road jail due to the EOW case… We informed the court that the MPID court has attached assets worth Rs 171 crore and the Deputy Collector of Kurla (in Mumbai) has been appointed to oversee the process by which they can return the money to their investors.' The Dhanera case was lodged by an investor of Bliss Consultants against a sum of Rs 1.3 crore, alleging it belonged to him and his relatives. As the prosecution's case, Bliss Consultants had promised a 70% profit return on investments with about 4% interest to be earned per month. The investors used a mobile application called DIFM (Do It For Me). Mehta's wife Shivangi has been granted bail in the case earlier.

Nashik: Nashik MP Rajabhau Waje recently met with Union aviation minister Ram Mohan Naidu to push for significant developments at Nashik airport ahead of the upcoming Simhastha Kumbh Mela in 2026-2028. Waje submitted a memorandum requesting an immigration checkpoint and a major airport expansion to handle the expected influx of devotees. The proposed expansion includes constructing a new terminal building with seating for 1,000 passengers, developing new taxiways, and increasing the number of aircraft parking bays. Waje also called for the construction of separate helipads at the airport, in Nashik city, and in Trimbakeshwar to manage the massive crowd. Naidu has assured Waje that he would look into these requests. Additionally, Waje proposed that the airport be named after Yashwantrao Chavan, Maharashtra's first chief minister who was instrumental in bringing the Hindustan Aeronautics Limited (HAL) unit to Nashik. Currently, the Nashik-Delhi flight has been reduced from daily to four days a week. This service should be made daily again. All these demands come ahead of the upcoming Kumbh Mela, where the airport expects a significant increase in passenger traffic. The airport, a joint venture between the state government and Hindustan Aeronautics Limited (HAL), was developed between 2013 and 2014 at a cost of Rs 94 crore. The current terminal can only accommodate 300 passengers at a time. With the footfall expected to reach 1,000 passengers per hour during the Kumbh Mela, HAL has submitted a proposal to state govt for a much-needed upgrade. However, a decision on the development plan is still pending.
