Cuepacs supports King's Royal decree calling for civil servants to maintain professionalism
Its president, Datuk Dr Adnan Mat, said His Majesty's decree emphasised the importance of civil servants upholding the principle of loyalty to the King and Country by performing their duties honestly and trustworthily.
"Cuepacs fully supports the decree of His Majesty who reminded civil servants that they must remain professional and not get involved in political struggles that could undermine service to the people.
"Cuepacs believes that civil servants are capable of fulfilling their responsibilities without being influenced by the current political turmoil," he said when contacted by Bernama.
Therefore, Adnan urged all civil servants to continue providing quality and effective services to the people and nation, considering they are the backbone of the government's administration and need to act professionally.
"Civil servants are reminded to remain free from any political ideology in their efforts to maintain the overall well-being of the country under the patronage of the royal institution.
"They need to be wise in facing challenges and to ensure that services to the people are not affected, even with changes in the government," he said.
His Majesty, in his Royal Address at the Investiture Ceremony for 2025 in conjunction with the King's official birthday celebration at Istana Negara today, also emphasised that civil servants should always prioritise the interests of the nation and people.
"Government officials must ensure that every decision made follows the established rules and regulations, not the whims of politicians," His Majesty decreed.
Meanwhile, civil servants contacted by Bernama also supported the decree of His Majesty and believed it was very accurate and deserved serious attention.
Amira Abdul Halim, 36, an administrative and diplomatic officer at the Home Ministry, said that civil servants should not be influenced by any particular political agenda as in a mature, democratic country, civil servants are the backbone of an efficient, fair, and transparent national administration.
"Maintaining integrity and professionalism in the public service to ensure that the policies implemented are based on the needs of the people and interests of the nation, rather than being influenced by certain political agendas," she said.
She said civil servants must always adhere firmly to work ethics and the value of integrity, with decisions made according to regulations and not political directives, in the interest of good governance to preserve the dignity of the civil service.
She said that the principles of the 12 Pillars serve as an ethical guide for civil servants, emphasising 12 core values including valuing time, diligence, enjoyment in work, integrity, responsibility, prudent wisdom, and talent enhancement that must be adhered to.
Meanwhile, S. Meettra, who works as an assistant administrative officer at the Ministry of Natural Resources and Environment, said His Majesty's decree should be used as a guideline for both junior and senior officers.
"As civil servants, we need to set an example for future successors (civil servants) that our duties are based on laws and circulars without external interference," she said.
A police constable, who only wanted to be known as Raja, said that civil servants free from political influence are capable of making fair and law-based decisions.
He said that a neutral stance can also ensure the implementation of government policies is more efficient and focused on the interests of the people.

Water tariff review aims to ensure supply sustainability
KUALA LUMPUR: The applications for a review of water tariffs by operators in 10 states are aimed at ensuring the sustainability of the service and improving overall management quality, it was pointed out. In Pahang, Mentri Besar Datuk Seri Wan Rosdy Wan Ismail said the state government would hold discussions with the National Water Services Commission (SPAN) to address regulatory matters concerning the state's water supply. He also gave his assurance that any tariff adjustments would not burden the people. 'We are still in the early stages and will hold discussions with SPAN from time to time,' he told reporters after launching the Aspirasi Pahang 1st initiative at the Pahang Sports Complex Indoor Stadium in Kuantan on Thursday. In Kedah, state public works, natural resources, water supply and environment committee chairman Datuk Mohamad Yusoff Zakaria said solid financial resources are crucial for operators to enhance service management. He told Bernama that tariff adjustments are necessary due to rising electricity and production costs, including for chemicals, but noted that the applications submitted by the 10 operators are still under evaluation and have yet to be finalised by SPAN. Meanwhile, in Kelantan, state public works, infrastructure, water and rural development committee chairman Datuk Dr Izani Husin also supported the proposed tariff adjustment, saying it would help improve water services for the benefit of the people. He said the move would also help stabilise the financial position of Air Kelantan Sdn Bhd, enabling it to enhance service delivery. 'Ten states have submitted the proposal to SPAN, but its implementation depends on the approval of the respective state executive councillors,' he said. In Johor, state water service operator Ranhill SAJ is carefully planning the proposed tariff adjustment to avoid burdening most consumers. Its chief executive officer, Anuar Abdul Ghani, said funds from the adjustment would be channelled towards upgrading ageing pipelines, improving treatment plants and strengthening supply infrastructure. He also stressed the company's commitment to assist vulnerable groups through special rebates and called for continued public support. 'Every adjustment is an investment to ensure current and future generations will not face difficulties in accessing quality water supply,' he said. SPAN on Wednesday confirmed receiving tariff review applications from operators in 10 states, namely Penang, Perlis, Kedah, Kelantan, Terengganu, Selangor, Negri Sembilan, Melaka, Johor and Pahang. All applications are still being reviewed to ensure a thorough evaluation before any approval is granted, with priority given to the well-being of 27.2 million consumers and the operators' ability to deliver quality services.

No rush to fill ministerial posts

PUTRAJAYA: The government is not short of replacement candidates to take over vacant ministerial posts, says Datuk Seri Anwar Ibrahim. The Prime Minister said permanent appointments must be made in accordance with the Federal Constitution. 'There is no need to rush. Some people are saying that the government does not have (credible) candidates to appoint, so it has to rely on acting ministers. That's not true. 'They (Amir Hamzah and Johari) are simply covering these roles until new appointments are made. 'It's unfortunate when opposition MPs can't understand that,' he told reporters after performing Friday prayers at Surau Ar-Rahim here yesterday, Bernama reported. Ministers Datuk Seri Johari Abdul Ghani (pic) and Datuk Seri Amir Hamzah Azizan have been appointed to perform the duties and functions of Natural Resources and Environmental Sustainability Ministry and Economy Ministry, respectively, This follows the resignations of Nik Nazmi Nik Ahmad and Datuk Seri Rafizi Ramli after both of them failed to retain their party positions in the PKR elections in May. Amir Hamzah has been acting Economy Minister since June 27 while Johari took over the duties and functions of the Natural Resources and Environmental Sustainability Minister from yesterday. Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar, who also serves as the Cabinet secretary, said Johari's appointment was conveyed during the Cabinet meeting on July 9. Yesterday, Umno secretary-general Datuk Dr Asyraf Wajdi Dusuki said the request followed confirmation of the additional document's existence by the Attorney General. Last Wednesday, the Attorney General's Chambers (AGC) did not dispute the existence of the additional document which would allow Najib to serve the remainder of his jail term under house arrest. However, the AGC contested the procedure for submitting the document as new evidence in Najib's judicial review application at the High Court.

Malaysia upholds ZOPFAN with balanced foreign policy amid US-China ties
KUALA LUMPUR: Malaysia continues to uphold a balanced and neutral foreign policy in managing strategic ties with major powers like the US and China, aligning with the principles of the Zone of Peace, Freedom, and Neutrality (ZOPFAN). Foreign Minister Datuk Seri Mohamad Hasan emphasised that as a trading nation, Malaysia must avoid leaning towards any geopolitical bloc to safeguard national stability and economic interests. 'We practise good balance. We are a trading nation, and our economy is based on trade. We cannot be seen to be leaning towards any party,' Mohamad stated during a press conference following the 58th ASEAN Foreign Ministers' Meeting (AMM). He noted that while the US remains Malaysia's largest investor, China is its top trading partner, necessitating a neutral approach. The minister highlighted that ZOPFAN, established in 1971 by ASEAN's founding members, remains crucial in maintaining Southeast Asia as a peaceful and stable region free from external interference. 'ZOPFAN is very important for Malaysia and ASEAN. We are in a zone of peace. Therefore, we cannot be seen to lean towards any side,' he added. Discussions during the ASEAN-US meeting focused on regional security, particularly the South China Sea, rather than specific demands. Mohamad clarified that tariff issues with the US would be addressed bilaterally in upcoming engagements. The 58th AMM reinforced ASEAN's role in fostering dialogue among major powers without compromising regional sovereignty.
