BKNS expands to include foundation, matriculation and A-level studies

Published on: Mon, Jul 21, 2025 Text Size: Hajiji with some of the recipients. - Pic by CMD KOTA KINABALU: The State Government has expanded its scholarship programme to include students pursuing foundation, matriculation, and A-level studies under the Sabah State Scholarship (BKNS) scheme beginning this year. Chief Minister Datuk Seri Hajiji Noor said the scholarship allowance for all recipients in public and private universities would also be standardised as part of efforts to enhance education access and support.
Advertisement Speaking at the Sabah Excellence Scholarship Award presentation ceremony, he noted that the state has allocated a record RM136 million for BKNS in 2025, compared to RM50 million in 2020. From 2021 to 2024, a total of 13,550 students have benefited from various state-funded educational initiatives, reflecting a steady increase in investment in education development. The Yayasan Sabah Group also allocated RM67.17 million in 2024 to support 3,234 students, while the Sabah State Education Fund (TPNS), launched in June 2022, has aided over 10,000 recipients with RM15.8 million. Additionally, more than 48,000 students have received support worth RM92.4 million over five years through the Sabah Islamic Religious Council (Muis) tithe fund. KOTA KINABALU (July 24): The State Government is embedding clear dispute resolution frameworks, including the Alternative Dispute Resolution (ADR), into government-linked transactions, development projects, and procurement agreements. Chief Minister Datuk Seri Panglima Haji Hajiji Haji Noor said the State Attorney-General Chambers had also recommended that the Borneo International Centre for Arbitration and Mediation (BICAM) model clause for mediation and arbitration be adopted in all State Government contracts to avoid halting the progress of contracts in case of disagreements. 'Disagreements must be managed professionally, efficiently and fairly. We are also encouraging our government-linked companies and statutory bodies to explore mediation as a first step not only to avoid lengthy litigation, but to preserve relationships and focus on outcomes,' he said. The Chief Minister said this at the BICAM Global ADR Horizons 2025 conference held at the Magellan Sutera Resort today. His speech was delivered by Assistant Minister to the Chief Minister Datuk Abidin Madingkir. 'Sabah is not just a gateway to Borneo, we are strategically located along vital economic corridors in the Indo-Pacific. As global trade becomes more integrated, and supply chains more regionalised, Sabah stands to benefit from increased investment, industrial activity and infrastructure growth,' he said. However, with growth comes complexity, he said, adding that as contracts become larger, stakeholder interests become more varied, inevitably disputes may arise and this is where ADR comes in. 'In ASEAN, we are seeing increased harmonisation of arbitration practices, stronger enforcement regimes, and the emergence of regional institutions that reflect our own legal cultures and economic realities. 'Sabah, through BICAM, is proud to be part of this global evolution offering a neutral platform aligned with international standards,' he said. To international partners and investors, Hajiji said that Sabah is ready not just with its natural resources and economic opportunities, but also with the right legal and institutional environment. 'The presence of an international-standard ADR centre like BICAM signals our intent to uphold the rule of law, respect contract sanctity, and resolve disputes constructively,' he said. 'This conference is timely in that it seeks to modernise the way we manage differences, build trust between parties, and create resilient institutions. 'Let this conference be a platform not just for sharing knowledge, but for setting directions and finding solutions. I wish to reaffirm the State Government's commitment to positioning Sabah as a responsible, reliable, and reform-oriented state both within Malaysia and on the global stage,' he said.

KOTA KINABALU: Parti Gagasan Rakyat Sabah's (Gagasan Rakyat) annual general meeting this weekend (July 26, 27) will be a closely watched affair. Gagasan Rakyat, the anchor party of the ruling eight-party state coalition Gabungan Rakyat Sabah (GRS), is expected to decide if GRS will go solo or solidify its current partnership with Pakatan Harapan. Over 2,000 delegates from 74 divisions are expected to attend the annual meeting led by Datuk Seri Hajiji Noor, who is also Sabah Chief Minister. Gagasan Rakyat insiders are not expecting an outright resolution but the grassroots will likely give Hajiji and party supreme council members the mandate to decide on the party's stand for the coming Sabah Election, which is due by Nov 11. Hajiji has spoken in favour of continuing its electoral pact with Sabah Pakatan but said that any decision would have the consensus of others in GRS. He has said he had talked to Pakatan leaders including Datuk Seri Anwar Ibrahim on a possible electoral pact. Coalition partner Sabah STAR, led by Datuk Seri Dr Jeffrey Kitingan, wants GRS to go solo or at the very least, to give Pakatan a minimal number of seats and to contest under the GRS logo. Another partner, Parti Bersatu Sabah (PBS), led by acting president Datuk Seri Dr Joachim Gunsalam, said GRS should be the dominant party in any electoral pact and also said it would not have a pact with Barisan Nasional. Gagasan Rakyat holds the most seats in GRS with 26, while PBS and Sabah STAR hold 13 seats between them. GRS has a total of 42 seats, including those of other partners. Officiated by Hajiji, Gagasan Rakyat's AGM will kick off with a special seminar to be attended by over 400 division members, including from the women's, youth and women's youth wings. The three wings will hold their annual meetings on Saturday (July 26) followed by the Gagasan Rakyat AGM on Sunday (July 27).

(Reuters) -Ukraine and Russia launched air attacks along each other's Black Sea coasts early on Thursday, hours after brief direct talks between them failed to make any progress on steps to end nearly three-and-a-half years of war. Russian forces staged the latest in a series of mass drone attacks on Ukraine's Black Sea port of Odesa, injuring at least four people and causing several fires as well as damage in the historic centre, a UNESCO world heritage site. The famous Pryvoz market in Odesa was among the places hit, Regional Governor Oleh Kiper said. "It is not just a place of trade, it is the living heart of Odesa," he added. On Thursday morning, some residents were cleaning up shattered glass in the streets nearby. "So what if the (drones) are flying? We will shoot them down; they will not break us," Yevhen, a 20-year-old student among those helping with the cleanup, told Reuters. Emergency officials in Russia's Krasnodar region on the Black Sea said debris from a falling drone struck and killed a woman in the Adler district near the resort city of Sochi. A second woman was being treated in hospital for serious injuries, they said on the Telegram messaging app. The administrative head of the Sirius federal district south of Sochi said a drone hit an oil base, giving no further details. Russia's aviation authority said operations were suspended at Sochi airport for about four hours. Russia also attacked the central region of Cherkasy overnight, injuring seven people, including a nine-year-old, and damaging more than a dozen residential apartment buildings. Negotiators had earlier discussed further prisoner swaps at a brief session of peace talks in the Turkish city of Istanbul, but they remained far apart on ceasefire terms and a possible meeting of their leaders. "Yesterday, at a meeting in Istanbul, the Russian side was again presented with a proposal to immediately and completely cease fire. In response, Russian drones are striking residential buildings," Ukrainian President Volodymyr Zelenskiy wrote on Telegram. He said Russia had launched 103 drones and four missiles during its overnight attack, which deputy prime minister Oleskiy Kuleba said struck civilian infrastructure, including seaports, transport hubs, and residential areas. Russian forces have in recent weeks intensified drone attacks on towns and cities far from the 1,000 km (620-mile) frontline across eastern and southern Ukraine. Ukraine's military has been targeting energy and military sites in Russia in response to concerted Russian attacks which have destroyed towns and cities and devastated its energy infrastructure.
