SCBAP rejects Indus canal plan, calls for fair water sharing
The Supreme Court Bar Association of Pakistan (SCBAP) has strongly opposed the construction of six new canals from the Indus River, warning that the project could intensify inter-provincial tensions and worsen already dire water shortages in Sindh.
In its sixth meeting of the 27th Executive Committee, held at the SCBAP registry branch in Lahore, the committee passed a series of resolutions addressing key national concerns, including water distribution, regional security, and political unrest.
The committee unanimously disapproved of the proposed extraction, calling it a potential flashpoint between Punjab and Sindh.
It urged the government to focus on reducing water wastage rather than building new infrastructure that could disrupt the fragile balance of existing resources.
'Instead of creating six new canals, comprehensive efforts should be made to minimise water wastage,' the committee stated, emphasising that equitable access to water for local farmers, particularly small landholders (harries), must be prioritised.
The committee also called for strict action against long-standing power groups and feuds that have monopolised water usage.
It demanded a nationwide crackdown on individuals and entities involved in water theft, calling such actions a major obstacle to fair distribution.
Turning to internal security, the SCBAP expressed serious concern over the deteriorating law and order situation in Balochistan and Khyber-Pakhtunkhwa (KPK).
While welcoming the recent announcement to end the BNP-Mengal sit-in, the committee stressed that the grievances behind such protests must be addressed through sustained political engagement.
The committee commended the efforts of SCBAP President Mian Muhammad Rauf Atta, who has led a political initiative to build national consensus around the challenges in Balochistan.
Members encouraged him to continue holding meetings with key stakeholders to develop long-term solutions.
'While progress has been made, much more remains to be done,' the committee said. 'Political negotiations and discussions remain the most viable path to achieving peace and national stability.'
The committee also recognised the role of the federal government and other stakeholders in addressing Balochistan's concerns, but emphasised that further action is needed to resolve long-standing structural issues through inclusive dialogue.
The SCBAP's resolutions reflect growing calls within Pakistan's legal and civil society communities for transparent governance, equitable resource distribution, and political reconciliation in marginalised regions.
Earlier, Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto Zardari has issued a strong warning to the federal government, stating that the controversial canal projects could endanger the federation's unity.
He demanded that the federal authorities withdraw the proposed canal initiatives or risk losing PPP's support in the ruling coalition.

ECP distributes reserved seats: PML-N's strength gets massive boost in NA, Punjab PA
ISLAMABAD: Pakistan Muslim League Nawaz (PML-N) has received the largest chunk of 43 reserved seats, followed by 15 reserved seats have gone to PPP, and 12 seats to Jamiat Ulema-e-Islam Fazal (JUI-F), as the poll body has allotted a total of 74 of 77 reserved seats, claimed by Pakistan Tehreek-e-Insaf (PTI), to other political parties in the four Assemblies, in pursuance of Supreme Court's June 27th order in the reserved seats case. One reserved seat each has gone to Awami National Party (ANP), Istehkam-e-Pakistan Party (IPP), Muttahida Qaumi Movement Pakistan (MQM-P) and Pakistan Muslim League Quaid-e-Azam (PML-Q). The development implies that the ruling coalition has regained two-thirds majority in the National and Punjab legislatures. Ruling coalition given two-thirds majority as ECP notifies reserved seats Three reserved seats have not been allotted keeping in view the legal issues, it is learnt. In addition, the Election Commission of Pakistan (ECP) has withdrawn its notifications issued last July in which the returned candidates concerned on general seats in the Assemblies were declared 'to have been returned as candidates of PTI.' Of the allotted reserved seats, 19 seats fall in the National Assembly, 27 seats fall in Punjab Assembly, 25 seats in Khyber Pakhtunkhwa Assembly and three seats in Sindh Assembly. Overall, of these allotted seats in the four legislatures, 63 seats are reserved for women and 11 seats are reserved for non-Muslims. In the light of a notification issued by the ECP on Wednesday, of the allotted 19 reserved seats in the NA, comprising 11 seats from Punjab, five from KP and three non-Muslim-reserved seats, 13 seats have been allotted to PML-N (10 women-reserved seats from Punjab, two from KP, and one non-Muslim-reserved seat). Four reserved seats have been allotted to Pakistan Peoples Party (two from KP, one each from Punjab and non-Muslim seats), and two seats have been allotted to JUI-F (one seat each from KP and non-Muslim seats). In PA, of the 27 allotted reserved seats, comprising 24 women and three non-Muslim seats, PML-N got 23 seats (21 women, two non-Muslim seats), PPP got two seats (one each for woman and non-Muslim), and PML-Q and IPP each got a woman seat. In KP Assembly, of the 25 allotted seats, comprising 21 women and four non-Muslim seats, JUI-F received 10 seats (eight women, two non-Muslims), PML-N got seven reserved seats (six women and a non-Muslim), PPP also got seven reserved seats (six women and a non-Muslim), and ANP received a woman seat. And, in Sindh Assembly, of the three allotted seats, consisting of two women-reserved and a non-Muslim-reserved seats, PPP has been allotted two seats; one each for woman and non-Muslim, and MQM-P has got a woman seat. Last May 6, the SC suspended the decision of Peshawar High Court (PHC) against the allocation of reserved seats in the Assemblies to the PTI-backed Sunni Ittehad Council (SIC). Consequently, on May 13, last year, the ECP suspended the legislative memberships of 77 lawmakers of the four Assemblies, on reserved seats claimed by the SIC. This resulted in the ruling coalition having lost two-thirds majority in NA and PA. On July 12 last year, the SC declared the PTI as eligible for reserved seats in the Assemblies. The apex court declared that 39 of the 80 lawmakers in the NA were shown as PTI members, as per ECP record, but remaining 41 were shown as independents. These lawmakers joined SIC after February 8th general elections in a bid to secure the reserved seats in the aftermath of denial of the electoral symbol to the PTI. Bilawal urges Afghan govt to fulfil commitments under Doha Agreement
ISLAMABAD: Pakistan People's Party (PPP) Chairman Bilawal Bhutto Zardari urged Afghan interim government to fulfill its commitments under the Doha Agreement to establish peace and stability in the region. Bilawal also urged the Indian government to abandon its confrontational posture and engage in meaningful dialogue for peace and to jointly fight against terrorism for development and prosperity for the people. While addressing at the opening session of an international conference on 'Pakistan Fighting War for the World Against Terrorism,' he said, 'Pakistan supported the Taliban regime in Afghanistan, but instead faced a surge in cross-border terror attacks. Taliban regime was greeted as an inevitable fact. They promised the world stability, they delivered a 40 percent surge in militant attacks on Pakistani soil, and a sanctuary for the Tehrik-e-Taliban Pakistan (TTP), the Balochistan Liberation Army (BLA), East Turkestan Islamic Movement (ETIM), and others. We saved Kabul. Sovereignty confers duty. Stop the exodus of fighters, choke the traffic of arms, and honour the blood price of the Doha accord or be judged by the company you keep.' Bilawal said, 'The broken promises of the Taliban regime are destabilising the region. The Afghan interim government should uphold its obligations.' He said, 'Over the past two decades, Pakistan's military force backed by iron-willed citizens have broken the backs of Al-Qaeda networks, dismantled so-called caliphates such as Daesh, and driven the TTP from the fortress to the fox hills.' Bilawal further said that Pakistan military's operation 'Zarb-e-Azab' drained the northern swamp, 'Raddul Fassad' uprooted the sleeper cells in our cities and elsewhere. Today operations in Balochistan sever the connection between separatism and foreign funded terror, he said. He said that Pakistan sacrificed in the war on terror and paid a heavy price in both lives and economic losses, but remained resolute. He also highlighted the rise in militant violence over the past year, saying '2024 was the deadliest year in a decade in which 685 service members embraced martyrdom in 444 separate attacks.' 'Our economy has forfeited more than $150 billion in lost growth, shattered infrastructure, and displaced livelihoods. And still, we fight because the alternative is surrender, and surrender is not a word in the Pakistani dictionary,' he said. He asserted that Pakistan would continue its fight against terrorism to ensure a secure future for coming generations. The PPP chairman also called on India to engage in dialogue for lasting peace, emphasising the need to resolve the issue of Kashmir in line with the aspirations of its people and to end the use of water as a weapon. He called on the international community to learn from Pakistan's experience in combating terrorism and reiterated that extremists have no religion, nationality, or ideology and pose a global threat. The PPP chairman said, 'We asked for structured investment in counter terrorism and counter violent extremism, modern technology and weaponry. No counter insurgency has achieved victory without first winning hearts and minds.' Int'l moot discusses counterterrorism measures
Islamabad Policy Research Institute (IPRI) on Tuesday hosted an International Conference titled, 'Pakistan: A Bulwark against Terrorism'. It was addressed by former foreign minister and PPP chairman Bilawal Bhutto Zardari, who offered an olive branch to India, calling upon it to exhibit sagacity and talk it out with Pakistan. He said that Pakistan has come a long way, and has defeated terrorism at home, apart from being a genuine and instrumental partner in fighting the war on terrorism in the region. He said that with more than 90,000 civil and military casualties in the last two decades, and a collateral economic damage of more than $100 billion, it's time for the world to recognise Pakistan's sacrifices, and not to shun its utility. The conference was opened by President IPRI Lt General (retd) Majid Ehsan who outlined the need and necessity of flagging Pakistan's meticulous role in fighting terrorism, and outlined the way to go by working on a host of realms that come to integrate policymakers and those fighting this faceless war for a comprehensive success.
