Delhi court grants custody parole to Engineer Rashid for Parliament attendance

A Delhi court on Tuesday granted custody parole to Baramulla MP Sheikh Abdul Rashid, also known as Engineer Rashid, to attend Parliament from July 24 to August 4, on days when the House is in session. The court, however, imposed costs and additional conditions on the parole.
The order was passed by Additional Sessions Judge Chander Jit Singh of the Patiala House Court, who also rejected Mr. Rashid's application seeking interim bail to carry out his duties as a parliamentarian.
The National Investigation Agency (NIA) opposed the interim bail plea and submitted that if Mr. Rashid is permitted to attend Parliament in custody, he should bear the cost of travel.
Mr. Rashid's counsels — advocates Aditya Wadhwa, Vikhyat Oberoi, and Nishita Gupta — contended that he should be granted bail and, in the alternative, be allowed to attend Parliament in custody without being asked to pay travel expenses, as he was seeking to discharge a public duty.
In previous instances, trial courts had granted interim bail to Mr. Rashid for attending Parliament as well as for campaigning during the Jammu and Kashmir Assembly elections held in October 2024.
Mr. Rashid, who has been lodged in Tihar Jail since 2019, contested and won the 2024 Lok Sabha polls from Baramulla, defeating the incumbent Jammu and Kashmir Chief Minister Omar Abdullah.
He was arrested by the NIA under the Unlawful Activities (Prevention) Act in connection with a 2017 terror funding case. According to the NIA's FIR, his name emerged during the interrogation of businessman and co-accused Zahoor Watali.

New Delhi, Jul 28 (PTI) As many as 31,555 central government employees have opted for the Unified Pension Scheme (UPS) till July 20, and the last date to enrol under the scheme is September, Parliament was informed on Monday. In a written reply in the Lok Sabha, Finance Minister Nirmala Sitharaman said as on July 20, 2025, at least 7,253 claims have been received and out of which 4,978 claims have been processed for payment of benefits under UPS. From April 1, 2025, the government has introduced UPS as an option under the National Pension System (NPS) for the central government employees. UPS will provide assured payouts to the employees. In reply to a separate question in the House, Minister of State for Finance Pankaj Chaudhary said, "as on July 20, 2025, 31,555 employees have opted UPS". Further, Sitharaman said based on the representations from employees and associations, the cut-off date to opt for UPS was extended for a period of three months up to September 30, 2025. "As per eligibility criteria, there are 25,756 retired Central Government subscribers eligible to receive additional benefits under UPS," Sitharaman said. These eligible subscribers are those central government employees who have either superannuated or deceased, or retired under Fundamental Rules 56(j), on or before 31st March 2025, after completing 10 years or more of qualifying service and were covered under NPS, the minister said. The government has extended the benefit of 'Retirement gratuity and Death gratuity' under UPS. Further, the government employees who opt for UPS under NPS shall also be eligible for option for availing benefits under the CCS (Pension) Rules, 2021 or the CCS (Extraordinary Pension) Rules, 2023, in the event of death of the government servant during service or his discharge on the ground of invalidation or disablement. The government has also extended tax benefits to UPS as are available to NPS under the Income Tax Act, 1961. To a question on whether the government proposes to extend such benefits to other pension schemes or sectors in the near future, Sitharaman said, "UPS has been introduced as an option under National Pension System (NPS) for the employees of Central Government who are covered under the NPS. There is no proposal under consideration to extend such benefits to other pension schemes or sector."

TIRUNELVELI: A SC youth working at an IT firm was hacked to death for allegedly speaking with an MBC woman. Tirunelveli city police have registered a case against an MBC youth and his parents, both sub-inspectors of police. The three accused have arrested and will be interrogated. The victim has been identified as Kavin Selva Ganesh (27), a native of Arumugamangalam in Thoothukudi district. The accused, Saravanan and Krishnakumari, are both police personnels, while their son S Surjith (21) has been accused of hacking Kavin. The three reside in KTC Nagar in the city. According to sources, Kavin and the couple's daughter were schoolmates. Kavin was working at a leading IT company in Chennai, while the woman is currently working as a consultant at a Siddha clinic in KTC Nagar. The two had reportedly been on good terms for several years. The woman had suspected their relationship might lead to marriage. The woman's parents and brother were opposed to her speaking with Kavin and had reportedly warned him and his younger brother. On Sunday, Kavin had come to KTC Nagar to consult her about his grandfather's worsening health condition. Surjith reportedly approached him and asked him to come along for a talk with his parents. Trusting him, Kavin went with Surjith on the latter's two-wheeler to Astalakshmi Nagar. However, Surjith allegedly pulled out a hidden sickle and began attacking Kavin, who attempted to flee. Surjith chased him down and hacked him to death. Police have registered a case against the SI couple and Surjith under various sections of the BNS and the SC/ST (Prevention of Atrocities) Act. Surjith was arrested on Sunday and produced before the Judicial Magistrate in Tirunelveli on Monday.

New Delhi: Following hours of disruption, heated sloganeering, and repeated adjournments, the Lok Sabha reconvened at 1 p.m. on Monday under fraught circumstances, as Opposition members renewed their protest by chanting "Hamari Bhi Suna Jaye" -- a demand to be heard on the contentious issue of the Special Intensive Revision (SIR) of electoral rolls in Bihar, which the Union government has declined to table for discussion. Speaker Om Birla, visibly disappointed by the disruption, reiterated his earlier appeal for cooperation. "I have requested you before, and I am urging you again," he said, addressing the Opposition. "All party leaders agreed that the House would hold a special discussion on Operation Sindoor. The government and I have given our consent. I am again requesting you to allow the debate to proceed." However, the Opposition, led by Congress and INDIA bloc members, insisted that the House first address the SIR exercise in Bihar, which they allege could disenfranchise marginalised communities ahead of the state's assembly elections. Speaker Birla responded sharply, accusing the Opposition of reneging on its commitment. "You made a commitment in the all-party meeting to begin with Operation Sindoor. Now you take a U-turn," he then said. "Akhilesh ji, if you send leaders to me, ensure they are capable of making decisions. If someone else is pulling the strings from behind, they should not attend the all-party meet." The Speaker's remarks appeared to be directed at Samajwadi Party Chief Akhilesh Yadav, who was present during the protests. Speaker Birla emphasised that the House would proceed only with the scheduled debate on Operation Sindoor and not entertain other subjects raised from the well of the House. Despite repeated appeals, the Opposition remained defiant, prompting Speaker Birla to adjourn proceedings until 2 p.m. Operation Sindoor, India's military response to the April 22 Pahalgam terror attack that claimed 26 innocent civilian lives, was scheduled for a 16-hour debate, starting on Monday. Defence Minister Rajnath Singh was expected to open the discussion, with interventions from Home Minister Amit Shah and External Affairs Minister S. Jaishankar. The standoff reflects deepening fault lines in Parliament, where the Monsoon session has already seen multiple adjournments over the SIR issue and demands for Prime Minister Narendra Modi's response to US President Donald Trump's claims of mediating a ceasefire between India and Pakistan. As the House prepares to resume, the Union government faces mounting pressure to address both national security and electoral integrity, while the Opposition seeks to leverage procedural disruptions to spotlight its concerns. Whether the debate on Operation Sindoor proceeds uninterrupted remains uncertain.
