Bring OTT communication services under regulatory framework: COAI

on Thursday made a strong pitch for over-the-top communication services to be brought under the
regulatory framework
, saying the segment has vulnerabilities and "largely escape regulatory oversight".
In the statement titled 'Strengthening India's digital frontiers', COAI noted that it is crucial for
law enforcement agencies
to have timely access to communication data.
"The weakest link in the current communications security chain lies in Over-The-Top (OTT) communication services, which provide voice and messaging capabilities similar to traditional
telecom networks
but largely escape regulatory oversight," SP Kochhar, Director General of COAI, said.
It is pertinent to mention here that
WhatsApp
,
Telegram
and Signal are some examples of OTT communication platforms.
COAI - whose members include
Reliance Jio
,
Bharti Airtel
and
Vodafone Idea
- further said that the reported interception of satellite phone signal in tracking down three Pahalgam terrorists recently underscored the effective role of technology in
national security
.
"The security instructions by the DoT under the aegis of this Act mandate domestic traffic retention, local network infrastructure, and lawful interception capabilities-all essential elements for ensuring national security while maintaining user privacy for satellite communication services.
"Introducing a dedicated OTT authorisation under the Unified License would create consistency across platforms, ensuring fairness, enhancing security, and balancing innovation with the country's security needs," Kochhar said.
Drawing attention to "vulnerabilities", COAI said the "regulatory gap" poses challenges for law enforcement and crime prevention when it comes to OTT communications services.
To address this, it is imperative that
OTT communication services
be brought under a regulatory framework aligned with the
Indian Telecommunications Act, 2023
, COAI asserted.

The penalised schools include James Genesis International School (Vaishnodevi Circle), Shiv Ashish Juniors (Bopal), New Tulip International School (Bopal), and Vedant International School (Isanpur). The committee earlier issued notices to these schools and called them for a personal hearing. Following the hearings, the committee concluded that all four schools violated the norms by not obtaining prior fee approval for their pre-primary sections, as required under the Gujarat Self-Financed School (Regulation of Fees) Act. Similarly, Shiv Ashish Juniors charged fees for several years without seeking approval for their pre-primary section. After being served a notice and appearing for the hearing, the school was also fined Rs 5 lakh. New Tulip International previously sought fee approval for its nursery section but did not submit any proposals for pre-primary classes thereafter. As a result, it too was penalised. Vedant International School received approval for the nursery section in 2018 but failed to apply for pre-primary fee approval in subsequent years. After appearing before the committee, the school was fined Rs 5 lakh. All four schools have been directed to pay the penalty within 15 days and submit proof of payment to the fee committee. SRINAGAR: A week-old mutton crisis in J&K ended Saturday after dealers called off a strike against alleged harassment and 'extortion' at checkpoints in neighbouring Punjab for carrying livestock from other states. Tired of too many ads? go ad free now The decision came after talks between officials of J&K's food and supplies department and their counterparts in Punjab, who had denied any extortion but insisted on valid papers for transporting cattle. 'Punjab govt agreed to appoint nodal officers to ensure vehicles transporting livestock from other states do not face problems. These officers will remain in constant coordination with J&K authorities,' Nasir Aslam Wani, political adviser to CM Omar Abdullah, told TOI. J&K authorities pointed out that the mutton dealers were accused of violating Punjab Cattle Fairs (Regulation) Act for livestock they were importing from Rajasthan and Delhi. But Wani contended that the law did not apply to J&K traders since they were not procuring livestock from Punjab. 'They cannot charge us for livestock in transit,' Wani said. Mehrajuddin Ganai, general secretary of Kashmir Mutton Dealers Association, said 'our vehicles carrying sheep from Rajasthan, Delhi and other regions were routinely stopped at Shambu and Madhopur checkpoints in Punjab'. 'Truckers were forced to pay bribes and halt. Long delays caused many animals to die due to heat and stress.' According to Mehrajuddin, the association had met CM Omar and food minister Satish Sharma several times in the past few days, following which J&K's team went to Punjab for talks. On Friday, Punjab's rural development and panchayats department issued an order appointing nodal officers to verify documents related to purchase and transport of animals from other states. Amardeep Singh Gujral, joint director in Punjab's rural development department, asserted that 'there was no extortion taking place'. 'Vehicles carrying livestock with valid govt slips will not be charged. The issue has been sorted out,' Gujral said. J&K's mutton dealers expressed cautious optimism. 'Now that Punjab govt has issued an order, we have decided to resume supplies. But we will review the situation after a week. If we face the same problems again, we will reconsider our decision,' Mehrajuddin said. The strike had disrupted Kashmir's multi-crore mutton trade. According to official data, J&K consumes 60,000 tonnes of mutton annually, with residents spending an estimated Rs 3,900 crore each year. More than half of the supplies -- around 35,000 tonnes -- is sourced from outside J&K, mostly from Rajasthan and Delhi. Mutton consumption is the highest in the Valley, where demand peaks during marriage and festival seasons and it makes uninterrupted supply critical.

KMM Trust received foreign contribution to the tune of ₹220 crore, says ED

A search conducted by the Directorate of Enforcement (ED), Kochi Zonal Office, revealed that Kunhahmed Musliyar Memorial (KMM) Trust, a charitable organisation, and its chairperson Ibrahim Ahmad Ali, an NRI, had reportedly received a foreign contribution to the tune of ₹220 crore during the period 2021 till date from the latter, which was reflected in the books of accounts as unsecured loans. The search operations were conducted on July 31 under the provisions of the Foreign Exchange Management Act (FEMA), 1999 at two locations in Kasaragod in connection with suspected violations of the Act and receipt of foreign contributions by the trust and its chairperson. Though it was reflected in the books of accounts as unsecured loans, no loan agreement, interest rate terms, or repayment schedule was available, and no repayment had been made till date. Mr. Ali received the funds from Universal Lubricants LLC, a company incorporated in UAE. In the absence of supporting documentation and in view of clarification given under Section 2(1)(h) of the Foreign Contribution Regulation Act (FCRA), 2010, the said 'loan' prima facie qualifies as foreign contribution under FCRA. Not registered The trust is not registered under the FCRA and does not possess the mandatory permission or a designated FCRA bank account to receive foreign contributions. Further, a part of these foreign contributions were found to have been utilised for the purchase of agricultural land in India, in violation of existing regulations. It was also revealed during the search that the trust had received ₹2.49 crore in cash from the NRI, violating provisions of FEMA, 1999. During the search, incriminating documents, ledger accounts showing unsecured loans of ₹220 crore, the cash book of the trust, and a hard disk containing financial data were seized. The investigation conducted so far indicates contravention of the provisions of FEMA, 1999. Further investigation is under progress, said the ED in a statement.
