
A 1991 batch IAS officer who prepared 14 budgets takes charge as Telangana's Chief Secretary
Mr. Rao, as Finance Secretary, prepared 14 budgets of the State, including two vote-on-account budgets during his decade-long tenure in the department. Mr. Rao as the new Chief Secretary will also hold full additional charge (FAC) as Special Chief Secretary of Finance.
A Master's degree holder in Business Administration (Investments), Mr. Rao has completed his Bachelor's and Master's in Engineering from Indian Institutes of Technology (IIT) Kanpur and Delhi respectively.
He served in various capacities starting as collector of Adilabad and Guntur districts in the erstwhile united Andhra Pradesh, before being promoted as director of School Education. He handled the State Reorganisation affairs after the A.P. Reorganisation Act was passed by both houses of Parliament on February 20, 2014. Mr. Rao defended Telangana's cause with the Ministry of Home Affairs as well as national forums like the Southern Zonal Council, effectively. His was the known voice at these meetings for several years as the previous Bharat Rashtra Samithi (BRS) government has entrusted total responsibility to him.

No Plan To Levy GST On UPI Transactions Exceeding Rs 2,000: Centre
New Delhi: The government has reiterated that there is no plan to levy goods and services tax (GST) on unified payments interface (UPI)-based transactions exceeding Rs 2,000. Pankaj Chaudhary, Minister of State of Finance, said in the Rajya Sabha that "there is no recommendation of levying GST on UPI transactions of over Rs 2.000 from the GST Council'. Answering a question about whether the government is considering a proposal to levy GST on UPI transactions of over Rs 2,000, the minister told the House that GST rates and exemptions are decided on the basis of recommendations of the GST Council. The reply came after traders in Karnataka received GST demand notices based on UPI transaction data. Minister for Food, Public Distribution and Consumer Affairs, Pralhad Joshi, also said last week that the GST notices issued to small-scale traders in Karnataka are the doing of the state government, and not from the Central government. Responding to Deputy Chief Minister D.K. Shivakumar's claim that the state has no role in issuing tax notices, Joshi called the statement 'utterly ridiculous.' 'It is Karnataka's commercial tax officials who issued the GST dues notices to small traders. And yet, the state government is now misleading the public by pretending it has no involvement. This is nothing but an attempt to shirk responsibility,' Joshi said. 'If the GST notices had been issued by the central government, then traders in several other states would have received them. But that hasn't happened anywhere else. Why are these notices being sent only in Karnataka?' Joshi questioned. He clarified that under GST, there are two components – CGST (Central GST) under the central government and SGST (State GST) under state governments. The notices to small traders in Karnataka were issued by the state's Commercial Tax Department.

BJP TG unit chief Ramchander Rao pays tribute to Kargil martyrs
Mahabubabad: On Kargil Vijay Diwas, BJP Telangana State unit president N. Ramchander Rao paid tributes to martyred soldiers of the 1999 Kargil War. He hailed their bravery and sacrifice, emphasizing that their valour had thwarted Pakistan's deadly conspiracy and upheld India's sovereignty. Rao, who is on a two-day tour of the southern Telangana district on Saturday, spoke at Balanagar. He recalled the infiltration attempts by Pakistani terrorists in the Kargil region and lauded the Indian Army's resolute response under the leadership of then Prime Minister Atal Behari Vajpayee. He asserted that the successful military operation not only repelled the infiltrators but also marked a milestone of courage and patriotism that must never be forgotten. Rao highlighted the nationwide observance of Kargil Vijay Diwas, observing that the BJP and the Bharatiya Janata Yuva Morcha (BJYM) were organizing various commemorative programmes. He remarked that even children were actively participating, reflecting their sense of patriotism and honoring the legacy of the Indian armed forces. The BJP state unit president emphasized the continued threat from terrorism, stating that although direct military aggression from Pakistan had diminished, proxy attacks through terrorism persisted. He asserted that India was no longer the same—every citizen, not just soldiers, was ready to defend the nation today.
