Karnataka CM to inaugurate new district office complex and indoor stadium in Mangaluru on May 16: Dinesh Gundu Rao

Dakshina Kannada district in-charge Minister Dinesh Gundu Rao on Saturday (May 10, 2025) said Chief Minister Siddaramaiah will inaugurate the new district office complex at Padil and the state-of-the-art indoor stadium at Urva on May 16.
Speaking to reporters after a meeting to review the preparations for the two events here, Mr. Rao said the new district office complex was expected to significantly improve delivery of government services to people. It was also expected to streamline the administration by bringing important district-level offices under one roof, the Minister said.
During the formal inaugural programme, Mr. Siddaramaiah would distribute record of tenancy certificates (RTCs) to over 7,000 beneficiaries under the 'Phodi-Mukta Abhiyana' being undertaken in the district to set right land records pertaining to darkasth lands, he added.
Enabling citizen-centric service
Mr. Rao noted that the foundation stone for the district office complex was laid by Mr. Siddaramaiah when he was the chief minister during his first term. While the complex, estimated to cost ₹55 crore, should have been inaugurated long ago, its construction got delayed entailing an additional expenditure of ₹20 crore. The additional expenditure was borne by Mangaluru Smart City Ltd., he added.
The Minister said the new complex reflects government's commitment towards efficient service delivery and citizen-centric service. The complex would accommodate 23 departments under one roof, he said.
Promoting sports culture
Mr. Rao said the Urva indoor stadium built at a cost of ₹35 crore by MSCL, was equipped with modern facilities to conduct various sports and indoor events. The stadium was expected to promote sports culture and provide quality training infrastructure to local talent, he said.
Identified offices would be shifted to the new district office complex the day after the inauguration and the process will be completed within about three weeks.
Mr. Siddaramaiah was also expected to launch several development programmes for Ullal taluk during his visit. However, Mangaluru MLA and Legislative Assembly Speaker U.T. Khader wanted to move the event to some other day, Mr. Rao added.

New Delhi: The Congress' peace-making efforts in Karnataka have paid off, for now, after disgruntled Deputy Chief Minister DK Shivakumar backed down in his bid to replace Siddaramaiah in the top post. The party sent senior leader Randeep Surjewala to broker a truce between Sidda and DKS, as they are popularly called, and managed to do that; Shivakumar sat stoically by his side Tuesday afternoon as Surjewala told the press the Congress has no plans to drop Siddaramaiah as Chief Minister. But why did DKS stand down? Shivakumar reportedly had the support of an overwhelming majority of the Congress' 138 MLAs, a claim made by one of his loyalists - Iqbal Hussain - and could point to a power-sharing deal, albeit never publicly acknowledged, after the 2023 election to make his point. What happened in meetings between Sidda, DKS, and Surjewala will likely remain between them, to be shared only with the Congress' central leader ship, i.e., party boss Mallikarjun Kharge and the Gandhis, but there are likely seven reasons why Siddaramaiah is still Chief Minister of Karnataka. Sources said Sidda's behind-closed-door message to DKS was this - if you want to be Chief Minister, resign as President of the Congress' state unit. DKS, sources said, does not want to do because Siddaramaiah can then appoint a loyalist and exert proxy control. Bihar will vote later this year. Patna is over 2,000km from Bengaluru, but the Congress is wary of the optics of sacking a leader from a marginalised community ahead of voting in a state with 64 per cent backward and extremely backward classes population. Apart from not playing out well in voters' eyes, it will also give the ruling Bharatiya Janata Party and Janata Dal Secular fuel attack the Congress' and its alliy, the Rashtriya Janata Dal. The third reason why Sidda's job is safe, at least till after the Bihar election (likely in October/November) is the stampede after the Royal Challengers Bengaluru won their first Indian Premier League title. Eleven people were killed as RCB tried to celebrate the win, and while the cricket team has been held 'prima facie responsible', DKS has come under fire for reportedly permitting the event despite crowd control warnings. A fourth reason is that DKS continues to be under investigation by federal agencies, and was even jailed in 2019 - from September 3 to October 25 - over money laundering charges. The Congress, sources said, felt promoting him now exposes the party to an Arvind Kejriwal-like situation, i.e., have a sitting Chief Minister be sent to jail. The fifth reason? Ironically Siddaramaiah's job is safe, for now, because there are multiple dark horses eyeing his job, including Congress boss Mallikarjun Kharge and his son, Priyank. Sources said the Kharge duo may put themselves forward for the post at some time, and the party is unwilling to rush now and then reconsider options later. There is a personal angle to Siddaramaiah stubbornly holding on to the top post, according to sources. He reportedly wants the record of the longest-serving Chief Minister, a mark of seven years and 238 days held by Devraj Urs. Sidda has been Chief Minister for seven years and 48 days. Sources said he has told the Congress' central leadership he will both stand down and retire from politics, clearing the way for DKS. That means DKS has time on his side, and he knows this. After the 2018 and 2023 wins he had been left feeling sidelined. Aware of this, and eager to avoid a repeat of Rajasthan - the Ashok Gehlot-Sachin Pilot spat- and Madhya Pradesh - between Kamal Nath and Jyotiraditya Scindia - the Congress has promised Shivakumar his due.

The project will be executed in two phases and will be the country's longest road tunnel once completed. Despite opposition from citizen groups and transport experts, the government plans to invite a global tender for the project proposed tunnel will run from Esteem Mall in Hebbal Junction to Central Silk Board Junction in HSR Layout. According to officials, the tunnel is expected to bring down travel time from around 60 minutes to 20–25 minutes. The private company selected for the project will be allowed to collect toll for 30 years after completion. However, two-wheelers will not be allowed inside the tunnel for safety and operational reasons, as reported by The Times of the presentation of the state budget in March, Chief Minister Siddaramaiah had said that the Karnataka government would act as a guarantor for two tunnel projects to be undertaken by the Bruhat Bengaluru Mahanagara Palike (BBMP).The BBMP will provide 40% of the total project cost as Viability Gap Funding. The budget also proposed setting up a Special Purpose Vehicle (SPV) to execute the tunnel state government had originally planned two major tunnels: a north–south tunnel of 18.5 km and an east–west corridor of 28 km, with a combined estimated cost of ₹40,000 crore. Karnataka Chief Minister Siddaramaiah on Wednesday asserted that he will be in office for a full five-year term, putting to rest speculation of leadership change in the Congress-ruled state. "Yes, I will be the CM of Karnataka. Why do you have doubts?" the veteran leader said in response to reporters' questions about whether he would be the CM for five years. There has been speculation within political circles, especially within the ruling Congress, for some time now about the chief minister's change later this year, citing a power-sharing agreement involving Siddaramaiah and Deputy Chief Minister DK Shivakumar. Yes, I will be CM of Karnataka for five years. Why do you have the doubt? Shivakumar responded, saying he doesn't have an option but to support CM Siddaramaiah. "What option do I have? I have to stand by him and support him. I don't have any objection to it. Whatever the party high command tells and whatever they decide, it will be fulfilled...I don't want to discuss anything now. Lakhs of workers are supporting this party," Shivakumar told news agency ANI. Shivakumar on Tuesday said there is no discussion on leadership change and stressed the need to strengthen the hands of CM Siddaramaiah and the party's government in the state. Earlier, speaking to reporters in Bengaluru, Shivakumar asserted that there is no disgruntlement within the ruling Congress and that when Siddaramaiah is the CM, there is no need for any discord on the leadership issue. After the Assembly election results were declared in May 2023, Siddaramaiah and Shivakumar faced stiff competition for the chief minister's post, but the Congress convinced the latter and made him the deputy CM. Some reports at the time suggested that a compromise had been reached based on a "rotational chief minister formula", according to which Shivakumar would become CM after two and a half years, but the party has not officially confirmed this. The Congress party is not taking any opinion on the leadership change in Karnataka, party leader Randeep Surjewala said on July 1 in Bengaluru, regarding speculation of changing the chief minister. Surjewala, the Congress general secretary in charge of Karnataka, met party legislators on Monday, June 30, amid signs of unrest within the ruling party. Surjewala's visit to Karnataka had gained significance as several MLAs have recently voiced dissatisfaction over the government's functioning, amidst state minister KN Rajanna's statement, hinting at a possible organisational reshuffle in the state.
