Almost 800 properties have been deemed uninhabitable on the NSW Mid North Coast as the SES begins recovery efforts in the region.
NSW SES spokesman Matt Heap said 794 properties – including residential, commercial and industrial buildings – had been declared uninhabitable after record-breaking floods inundated the region.
'NSW SES and interagency teams have conducted 5300 damage assessments,' Mr Heap said.
'Teams will continue working through those damage assessments, washouts and clean-out efforts over the coming days, and it is likely the number (of uninhabitable properties) will rise.'
It is estimated 10,000 flood-impacted properties will need to be assessed for safety.
'This has been an incredibly challenging event for many communities, and I want to sincerely thank our NSW SES volunteers and partner agencies for their unwavering dedication and commitment in responding to this crisis,' NSW SES Commissioner Mike Wassing said.
'As we transition into the recovery phase of this operation, our priority remains on delivering essential supplies to the thousands of residents who remain isolated.
'As the water recedes, we are only now starting to see the true scale of the devastation communities are dealing with. We are carrying out rapid assessments and working with communities to wash and clean out properties where it is safe to do so, but with 10,000 properties impacted, this will take time.
'Recovery is a long process, but communities have demonstrated remarkable resilience and resourcefulness, and I have no doubt they can rebuild together.'
The recovery effort is set to be hindered by damaging winds, with the Bureau of Meteorology warning that average gusts of 50 to 65km/h and peaks of about 90km/h are set to hit the Mid North Coast, Hunter, South Coast and Central Tablelands on Tuesday.
Authorities have also warned that residents should be aware of looters after two men were charged after allegedly stealing from destroyed homes.
Deputy Commissioner Peter Thurtell warned anyone looking to try their luck picking through property that there was an increased police presence in the area.
'We have additional police on the ground and if we find anyone taking advantage of this community, we'll throw the book at them,' Mr Thurtell said.
'The impact of this weather event has been unimaginable and to think they now have to be concerned about hanging on to whatever property they have left is a disgrace.
'Stealing from people vulnerable during hard times like these is un-Australian.'
The SES has advised residents taking part in the clean-up to be cautious of floodwaters containing dangerous debris and pollutants, such as garbage, chemicals, debris, sewage, germs such as bacteria, fungi and viruses.
Residents have been told to take photos of their properties before they begin cleaning for insurance claims.
They have also been told to wear protective clothing when touching or cleaning flood-damaged items and to leave waste on the kerbside, separating whitegoods and mattresses from other debris.

During the July incidents the man concealed his identity with a mask from the popular horror movie Scream. Police said 'there is absolutely no place at all in our society for hate-based behaviour'. Police have issued a stark warning to Aussie teens and their parents after a 15-year-old boy was charged following the discovery of a "dangerous" modified BMX frame. It comes as authorities around the country are ramping up efforts to tackle illegal e-bike use and modification and on July 15 police in Gympie, Queensland, intercepted the teen allegedly driving a homemade motorbike. Police allege the motorbike had been created by modifying a BMX bike frame to remove pedals and add electric motors controlled by a throttle, with duct tape holding much of it together. The modifications meant the device was deemed a motorbike without indicators, lights, reflectors, a bell or brakes. 'A powerful bike in the hands of an unlicenced and inexperienced driver is extremely dangerous to not only the rider, but also the other road users,' Inspector Shane Draper said, explaining that the vehicle requires registration, insurance and a driver's licence. To be considered an e-bike and to be legally used on public roads and footpaths, pedals must be the primary source of power, the maximum continuous motor output must be 250 watts or less, and the motor must only provide assistance of up to 25 kilometres per hour. The teenager was issued a notice to appear in Gympie Children's Court on August 14 and was charged with one count of driving a motor vehicle without a driver's licence, driving an unregistered vehicle on the road, and driving an uninsured vehicle. Several towns in eastern Australia were blanketed with their thickest layer of snow in decades as wild weather swept the area this weekend. Cars, roofs and gardens were completely white as a cold air front dropped as much as 16in (40cm) of snow on parts of northern New South Wales on Saturday, the most since the mid-1980s, said Miriam Bradbury, a meteorologist at Australia's weather bureau. Snow also settled in areas of the neighbouring state of Queensland for the first time in 10 years, she said. Ms Bradbury said climate change has made Australia's weather more volatile in recent years but that this sort of event had occurred several times in the historical record. 'What makes this event unusual is how much snow we had but also how widespread, covering quite a large part of the northern tablelands,' she said. With heavy rain lashing other areas, the New South Wales State Emergency Service said it had responded to more than 1,455 incidents. It said more than 100 vehicles had been stranded by snow, storms had damaged buildings and it had issued several major flood warnings. Tens of thousands of homes spent the night without power, state broadcaster Australian Broadcasting Corp reported. Police in New South Wales, Australia's most populous state, said a car had become stuck in floodwater on Saturday evening and a female passenger in her 20s was swept away.
