
Towards fairer govt tender bids
Tax Compliance Certificate now across all procurements
PETALING JAYA: Companies bidding for government tenders must now include a Tax Compliance Certificate (TCC) from the Inland Revenue Board (LHDN) for all jobs, including supplies, services and physical works.
The mandate has been standardised across various procurement categories.
'The requirement of a TCC as a mandatory supporting document for government procurement comes into effect on July 1, 2025,' said a Treasury circular signed by the Finance Ministry's secretary of the government procurement division, Datuk Norison Ramli.
Government agencies must ensure bidders include the TCC in their tender documents.
The circular added that, like local companies, this requirement also applies to foreign countries, including those with which Malaysia has a Free Trade Agreement.
'No exemption is given to bidders operating out of Free Trade zones or industrial zones governed by the Free Zones Act 1990,' read the circular.
The ministry stated that if the TCC document is missing, non-compliant, expired or fake, the supplier's bid will be disqualified from further evaluation.
For bids that closed before July 1 or are currently being finalised, a compliant TCC must be submitted before the Letter of Acceptance is issued.
In such cases, a Letter of Intent will be given to the company, which then has seven days to submit the TCC.
If a company fails to provide the TCC, the approving authority will choose another supplier and decide on the next steps.
The circular stated that the implementation aligns with the government's goals for fiscal consolidation – policies aimed at reducing deficits and debt to ensure financial stability – revenue sustainability, and encouraging voluntary tax compliance among taxpayers.
Since 2023, the TCC has been required for taxpayers or bidders applying for government procurement, initially limited to supplies and services, as announced in Budget 2022.
Building on its positive impact, the Finance Ministry, in collaboration with the LHDN, extended the TCC to physical works and consulting services through a six-month pilot project from Oct 1, 2024 to March 31, 2025.
This effort entailed the participation of the Public Works Department and the Drainage and Irrigation Department.
Given the positive reception from participating government agencies, the circular stated that the TCC submission process is now standardised across all procurement categories and implemented by all ministries and departments.
The circular was addressed to the Chief Secretary to the Government, Public Service Department director-general, the Attorney General, the Auditor-General, as well as the chief secretaries of all ministries.
The TCC issued by the LHDN serves as an official confirmation that the taxpayer has fulfilled their income tax obligations, which includes the timely submission of tax returns and the payment of any outstanding taxes.
In October last year, Bernama quoted LHDN Revenue Collection assistant director Nooraini Mat Ali, stating that new taxpayers or bidders must obtain the TCC by checking their Tax Identification Number via the e-Daftar application at the MyTax portal.
She said the TCC is aimed at taxpayers, including individual business owners, cooperatives, trusts, unit trusts, limited liability partnerships, real estate investment trusts, and property trust funds.

MoF: Targeted subsidies for RON95 petrol to be unveiled by end of September
KUALA LUMPUR: The Finance Ministry (MoF) said the detailed implementation plans for targeted subsidies for RON95 petrol will be announced by end of September, in line with Prime Minister Datuk Seri Anwar Ibrahim's statement on July 23. In a written parliamentary reply, MoF said the government is actively developing and testing the subsidy targeting mechanism to ensure smooth execution upon rollout. "This includes refining data from agencies such as the National Registration Department, Road Transport Department and the Department of Statistics Malaysia (DoSM)," it said. "The government aims to adopt a more comprehensive approach to ensure RON95 subsidies reach the intended target groups." MoF was responding to a question from Mohd Sany Hamzan (PH-Hulu Langat), who asked for an update on the subsidy retargeting implementation, particularly the front-end and back-end phases announced by the Economy Ministry. According to MoF, once implemented, the retargeted subsidy mechanism will allow eligible Malaysians to enjoy RON95 at RM1.99 per litre through MyKad verification. Non-citizens and those ineligible for the subsidy will pay the unsubsidised market rate. Earlier, Finance Minister II Datuk Seri Amir Hamzah Azizan, who has taken over the duties of the economy minister, said the first detailed application of the Central Database Hub (Padu) will be for implementing targeted subsidies for RON95 recipients, pending its full rollout.

Amir Hamzah: PADU data to be used for RON95 targeted subsidy mechanism
THE Finance Ministry (MOF) will fully utilise data from the Central Database Hub (PADU) in the mechanism for the implementation of targeted RON95 subsidies, which is being refined, according to Finance Minister II Datuk Seri Amir Hamzah Azizan. Amir Hamzah, who also carries the duties and functions of Economy Minister, said the system has so far compiled 30.4 million individual profiles, containing information on demographics, locality, socioeconomic status, employment, income, education, vehicle ownership, poverty status, and types of assistance they receive. '… MOF will use the PADU data as a reference point for identifying subsidy recipients…this will be the first detailed use of PADU data. '…the government is focusing on the use of up-to-date data to enhance the effectiveness of service delivery. 'For example, the validation and verification of applicant information is crucial to identify eligible recipients accurately and, in turn, reduce errors,' he said during the question-and-answer session in the Dewan Rakyat on Monday (Aug 4). He was responding to a question from Sri Gading MP Aminolhuda Hassan regarding the Economy Ministry's plans for PADU, the volume of data collected as of June 2025, and the government's readiness to conduct periodic audits of the system through an independent body to ensure transparency and proper governance. Amir Hamzah said the government can also identify intervention programmes that are appropriate for target groups based on the data. He added that a total of 204 agencies have been continuously integrating data into the PADU system. 'To promote data-driven decision making, a PADU data-sharing guideline was developed and distributed to all government agencies on Feb 25. 'Briefing sessions involving ministries, agencies, state government, and local authorities were also held between February and June this year. S'gor MB: Pulau Carey port development in preliminary stages
SHAH ALAM: Plans for a third port in Pulau Carey, Kuala Langat, are still in the preliminary stages, according to Selangor Menteri Besar Datuk Seri Amirudin Shari. The topic was among matters discussed during a joint committee meeting on industry coordination between the Investment, Trade and Industry Ministry (MITI) and the Selangor government on Monday (Aug 4). Amirudin noted that discussions about the port's development are in their infancy and require further analysis. "We need to forward this to the Finance Ministry and the Economy Ministry for additional input and study," he explained. "If the project progresses well, it could be incorporated into the 13th Malaysia Plan 2026 to 2030 or the Second Selangor Plan (RS-2), which is set to be tabled in June 2026," he added, following a three-hour meeting at Dewan Jubli Perak in Bangunan Sultan Abdul Aziz, Shah Alam. The concept of a third port for Port Klang was initially suggested in 2010 as part of the Port Klang Master Plan, envisioning a mega port on Carey Island, Selangor. The proposed facility is expected to handle an annual container throughput of 30 million 20-foot equivalent units (TEUs) and aims for completion by 2060.
