
Crews battle fire at vacant SRO building in Vancouver's Strathcona neighbourhood
Vancouver Fire Rescue Services (VFRS) says crews responded to the fire just before 10 a.m. at a vacant single-room occupancy (SRO) building located between Glen Drive and Vernon Drive, which was slated for demolition.
"Upon arrival there was heavy smoke showing…the fire was coming through the windows and starting to make its way through the roof," said Acting Asst. Chief Wesley Abrams. "It was very well involved when crews showed up."
The three-storey building, located next to the Pink Pearl Chinese Restaurant, was boarded up and structurally compromised, which made firefighting efforts particularly challenging, Abrams said.
Crews spent about four hours putting out the blaze.
"The older structure with the heavier timbers, once the fire gets underway, it is very hard to extinguish," he added.
Abrams said firefighters escalated the response to a second alarm, bringing in more than 30 firefighters, four ladder trucks, four engines, and rescue teams.
"There's already been a partial collapse on the ... alley side of the building, and that is a concern for us," Abrams said in an interview.
The extent of the fire meant crews were unable to attack the flames from the inside and instead worked to contain the fire from outside the building, he said.
No injuries have been reported, says Abrams but the heavy smoke prompted the evacuation of a nearby building. By late Sunday, conditions had improved enough to allow residents to return home.
"Anyone with chronic breathing problems would find them exacerbated by this type of smoke and flames," he added.
The City of Vancouver issued a public advisory warning of "heavy smoke in Strathcona," urging people to avoid the area near Hastings and Vernon Drive.
The structure was previously used as an SRO and had been vacant for several years, according to Saul Schwebs, the city's chief building official. He said the city had ordered it vacated over structural concerns.
Schwebs confirmed the building is owned by developer Westbank Corp., which has an active rezoning application for the site. He said the owner will bear the cost of demolition.
Part of the building's rear has already collapsed, and demolition crews will also be tasked with confirming no one was inside when the fire broke out.
"Given the nature of vacant buildings in the city right now, we can't assume that they're vacant," said Schwebs. "We do need to keep that in mind when we're doing this work."
Jill Cyrenne, who lives on the same block, said he feared his own building was affected when he saw pictures of the fire.
"I was really scared," said Cyrenne. "I've got a studio, I've got artwork, I've got my computer … and a huge library."
He said the building had been frequented by squatters after it was first vacated a few years ago, but in recent months it had been well secured and appeared to be empty.
Fire crews could not provide any information about the cause of the fire, saying it was under investigation.

Marginalized communities learning to swim through special program in Kitchener
Members of marginalized communities are learning a valuable and potentially lifesaving skill in Kitchener. Afropolitan Canada is hosting their third annual swimming program for BIPOC families in Waterloo Region. Over the course of eight weeks, participants meet up at pools throughout the city to address what the organization calls 'systemic inequities in access to swimming education.' 'The main purpose of this particular program was to help our community,' Rosina Amoah Agyapong, program coordinator, said. '[We] teach them about the basic swimming skills and also teach them how to prevent drowning and to be able to engage in the confidence level through swimming.' According to a 2024 survey by the Lifesaving Society, a charitable organization centred on preventing water-related injuries and drowning, most newcomers to Canada believe learning to swim is a necessary life skill, but half of all immigrants described themselves as a weak or non-swimmer. Many parents cited cost and a lack of time as barriers to enrolling their children in swim programs. Afropolitan Canada, with support from the City of Kitchener and Jumpstart, is trying to address part of that problem by offering low cost, and in some cases free, lessons. Classes focus on basic water survival skills such as treading water, surface swimming and self-rescue techniques. 'It's a roll into the water, 50-meter swim and one-metre of treading water,' Alex Geisel, Kitchener's Aquatics Supervisor, explained. 'Knowing that we're surrounded by water in southwestern Ontario and the access that we have, just making sure that everyone is aware and has those abilities to stay safe and enjoy their time, not just the in summer, but [all] year,' Geisel said. Demand has been steadily growing since the initiative's inception. In 2023, 93 people signed up for the program and, in 2024, that number grew to 178. This year, the program welcomed 197 participants while more than 250 people were on a waitlist. 'There is a lot of urgency in the area for people who aren't able to swim,' said Afropolitan Canada board chair Kayla Stephenson. 'The purpose is for us to be able to learn if we are in the water, that if we're in trouble, to be able to survive,' Stephen said. 'They do get a certificate at the end of the program and they're able to come back and learn further skills and advance their skills in the years to come.' For some families, learning new skills brings a wave of relief. 'It's reassuring,' Debbie Henry, a participant and parent, said. 'Less fear. Because kids want to be kids. They want to have fun. They're going to run poolside and if they jump in, they know how to surface, they know what to do to stay afloat. I think it's important for everyone to have swimming lessons, to be able to survive. I think it's a basic skill.' Henry has been learning alongside her children.'It's been great! I'm learning whip kick, eggbeater and all different types of survival swimming techniques. It's been good. And for my kids as well – they're building their confidence in the pool.' Organizers said they are trying to find more funding to expand the program in the years to come.

The city has launched its community satisfaction survey to get insight on different programs and services offered by the municipality. The questionnaire will be done over the phone and online. In the past, the city has done a 20-minute survey every four years focused on the municipal operating budget, but the city says this survey will help administration and different departments better understand what residents like and want improved. 'New to the city is kind of setting these goals in each department, and lots of departments identified that satisfaction survey as the key way to get information from our residents,' said Tara Grindle, City of Lethbridge communications manager. 'So we really want to make sure that we're doing that on a frequent basis, so those departments can be checking those measurements and going, 'Are we meeting it? No, we're not—we need to be doing something different.' 'So it has a lot of impact, actually, on how we're going to run our programs and services.' The city will conduct the phone survey at random over the coming weeks. If you don't receive a call, you can fill out the survey at until Aug. 15.
