Mangani Lal Mandal set to become RJD state president
Rashtriya Janata Dal
(RJD) on June 19. He was the sole candidate to file nomination papers for the post on Saturday in the presence of RJD supremo Lalu Prasad, former chief minister Rabri Devi, Pataliputra MP Misa Bharti and leader of the opposition in state assembly Tejashwi Prasad Yadav.
Mandal, who hails from the Dhanuk caste within the extremely backward classes (EBC), represents a community that constitutes 36% of Bihar's population. His elevation is widely seen as a strategic move by the RJD to consolidate EBC support ahead of the election. He rejoined hands with Lalu only in Jan this year. Mandal will be the first RJD state chief from the EBC community.
RJD national assistant election officer Chittaranjan Gagan said Mandal's nomination papers would be scrutinised on Sunday.
Tejashwi said Mandal had long been associated with his father, Lalu Prasad. "We are all happy that today Mangani Lal Mandal has filed his nomination for the post of state president. As an associate of Karpoori Thakur, he has played an important role in promoting social politics," Tejashwi said.
Mandal had earlier represented Jhanjharpur in the Lok Sabha and has served as a member of both the Rajya Sabha and the Bihar legislative council.

He was also a minister in the RJD-led govt in Bihar. He succeeds Jagadanand Singh, who had asked the party leadership to relieve him from the post citing poor health.
Mandal is expected to help strengthen the RJD's influence in the districts like Samastipur, Darbhanga, Madhubani and Muzaffarpur, areas where the Mahagathbandhan performed poorly in the 2020 assembly elections, winning only 13 out of 41 seats.

Trouble For Tejashwi? Mukesh Sahani's VIP Announces To Contest 60 Seats In Bihar Assembly Polls
PATNA: In a significant political announcement, Vikassheel Insaan Party (VIP) chief Mukesh Sahani declared on Monday that his party will contest 60 seats in the upcoming 2025 Bihar Assembly elections. This announcement, made via a social media post, has stirred fresh speculation and strategic recalculations in the state's dynamic political landscape. 'VIP will contest on 60 seats in 2025, candidates of our allies will contest on all the remaining seats,' the post stated. It is indicating VIP is growing in ambition and potential plans for a broader alliance. Often referred to as the 'Son of Mallah', Mukesh Sahani has emerged as a prominent voice for the Nishad community in Bihar. His latest statement signals a shift from being a kingmaker in state politics to aspiring for a commanding position. In the 2020 Assembly elections, VIP contested under the NDA banner and managed to secure four seats, but the relationship soured soon after, with Sahani eventually drifting away from the BJP-led alliance. His party's base, particularly among the Mallah (fisherfolk) community, has expanded in recent years, and this new electoral claim is being seen as a move to consolidate that base into a larger political force. Sahani's declaration comes at a time when the Mahagathbandhan (Grand Alliance) is in the process of finalising its pre-poll arithmetic. The VIP's intention to contest 60 seats introduces a new challenge in alliance negotiations. If VIP aligns with the Grand Alliance, this demand could compel partners like RJD, Congress, and Left parties to reconsider their seat-sharing formulas, possibly triggering intra-alliance tension. 'Fielding candidates on 60 seats is a bold move and shows Sahani's intent to be more than a support player,' a senior political analyst commented. Sahani has consistently championed reservation for the Nishad community, a key demand that resonates with his core support base. His political rhetoric and outreach efforts have largely focused on issues affecting Extremely Backward Castes (EBCs), and his increasing appearances alongside Tejashwi Yadav in recent months hint at his strong ties with RJD.

TN Government challenges Presidential Reference in SC, calls it ‘headless and devoid of merits'
Calling the reference 'headless and devoid of merits,' the TN government argued that the Presidential Reference of 13 May 2025 raised questions of law concerning the interpretation of the powers of the Governor under Article 200 of the Constitution and the powers of the President under Article 201 of the Constitution, along with ancillary issues, which have already been directly answered by the Supreme Court in State of Tamil Nadu vs. Governor of Tamil Nadu (2025) in an exhaustive manner. The state also referred to the Court's opinion in Ahmedabad St. Xavier's College Society vs. State of Gujarat (1974), which held that an opinion rendered by this Court in a Presidential Reference under Article 143 of the Constitution is advisory in nature and not binding in subsequent cases, although it carries great persuasive value. 'Therefore, the present Presidential Reference is headless and devoid of merit,' the TN government submitted. It further stated that the reference no longer raised any legitimate substantial questions of law warranting the Court's opinion. Earlier on 22 July, the Supreme Court had agreed to examine President Droupadi Murmu's reference containing 14 questions concerning the timelines prescribed by the Court to State Governors and the President while dealing with bills passed by the Assembly. The Constitution Bench headed by CJI Chandrachud, during a brief hearing on 22 July, issued notice to the Centre and all states, seeking their detailed responses by 29 July on the Presidential Reference, which asked whether timelines could be imposed for dealing with bills passed by the Assembly. The matter has been listed for further hearing on 29 August. The CJI-led bench also made it clear that the Court would seek the help and assistance of the Attorney General (AG), the Centre's top law officer, R. Venkataramani, in the matter. The apex court also said it would examine whether the exercise of discretion by Governors and the President on bills can be subjected to judicially enforceable timelines. Earlier, on 8 April, a two-judge bench of the Supreme Court comprising Justices J. B. Pardiwala and R. Mahadevan, while hearing the case of State of Tamil Nadu vs. Governor of Tamil Nadu, held that a Governor must act within three months if withholding assent or reserving a bill, and within one month when a bill is re-enacted.

After Gambhira bridge collapse, boat ban maroons commuters
Vadodara: Until last week, Ghanshyam Padhiyar, a resident of Bamangam village in Anand's Anklav taluka, would cross the Mahi by boat to get to his factory at Ekalbara village in Padra taluka of Vadodara. Despite the risks involved, Padhiyar would make the crossing on boats run by local fishermen, as this was his best option after the collapse of the Gambhira bridge on July 9, which killed 20 people. The bridge over the Mahi was not only a link between central Gujarat and Saurashtra, but also the shortest route for people living in villages along the boundary between Anand and Vadodara districts to travel from one to the other. Now, scores of such villagers, factory workers and farm labourers are stranded, as all boat crossings have been stopped with immediate effect, in keeping with directives from Anand district collector Praveen Chaudhary. Anand district collector Praveen Chaudhary cited the new boating regulations, introduced by the Gujarat govt last year after the Harni Lake boat capsize in Vadodara on Jan 18, 2024, which killed 12 schoolchildren and two teachers during a school picnic. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Flexible Program BITS Pilani Digital Apply Now Undo According to the rules, all pleasure craft and boats operating in Gujarat must be registered with the district collector's office. Only after safety inspections by authorized surveyors can boats ferry passengers. "After it came to our notice that people were commuting by boat, I issued directives to police to ensure strict implementation of the rules," said Chaudhary. He said instructions have also been issued to the village panchayats of Bamangam and Gambhira to ensure no lives are put at risk. "It is true that commuters are facing hardships, but with the monsoon and water being released into the Mahi, unauthorized boating is extremely dangerous. We cannot wait for a disaster to happen," Chaudhary said. Padhiyar spoke about his plight. "I used to get to my factory in Ekalbara by the Gambhira bridge. After the collapse, commuting became a challenge. If I take the alternative route, it adds two hours, nearly 45km and Rs 200 in petrol costs. A boat was the best option — it costs Rs 40 for a round trip and I get there on time," he explained. Padhiyar would park his two-wheeler on the Anand side of the river, cross the 700m stretch by boat, and take a rickshaw on the Vadodara side to his factory. Now, villagers like him are urging the state govt to make arrangements by providing safe, regulated boats until the new bridge — as announced by the Gujarat govt — is built. The situation got worse when the Umeta bridge, another key link between Anand and Vadodara districts, was also closed to heavy vehicles due to safety concerns. These vehicles are now being diverted via Vasad, where commuters are facing hardships due to traffic congestion and bad roads. "As many commuters, especially factory workers and students, are struggling and alternative routes are too long, I have asked for the resumption of the Kathana-Vadodara passenger train service, which has been shut since the Covid-19 pandemic," said Anand MP Mitesh Patel. "I have written to Gujarat chief minister Bhupendra Patel and railway minister Ashwini Vaishnaw, highlighting that the train once connected more than 25 villages in Borsad and Anklav talukas. The infrastructure exists — it just needs refurbishment for services to resume," he added.
