The announcement in July 2025 that Microsoft had closed its local office in Pakistan after 25 years sent ripples through a country already struggling to attract foreign investment. The tech giant, which had established its Pakistani presence in the early 2000s and had since played a vital role in licensing, software partnerships, and capacity building, quietly wound down operations and laid off its remaining staff.
While Microsoft stated the move was part of a broader global restructuring towards artificial intelligence and regional consolidation, the local business community viewed the decision as a reflection of Pakistan's deteriorating appeal for international firms.
But Microsoft's exit is not an isolated case. It is part of a broader trend involving more than two dozen multinational companies (MNCs) that have either exited or substantially scaled down operations in Pakistan over the last three years. These include some of the world's most recognised names across sectors – Shell, Procter & Gamble, Lotte, Siemens Energy, Unilever's Lipton division, and Reckitt Benckiser's health portfolio among them. This steady outflow represents a serious challenge to Pakistan's economic narrative and its efforts to attract and retain foreign direct investment.
These multinationals were more than just sources of foreign capital – they introduced global standards in corporate governance, technology, and management. Their presence helped modernise local industries and provided the Pakistani workforce with valuable exposure to international business practices, enhancing skills and integrating local talent into global professional networks.
In fact, many executives currently serving in the C-suites and boards of local companies began their professional development within these global firms, where they gained the skills, training, and exposure that prepared them for leadership roles. So, this exodus represents not only a loss of investment but also a setback to institutional learning and workforce development.
One of the major contributing factors behind this trend has been the persistent depreciation of the Pakistani rupee, which has lost over 50% of its value since 2021. For foreign companies reporting earnings in their home currencies, the sharp devaluation has rendered local operations financially unviable.
Equally critical are the severe restrictions on profit repatriation. Due to Pakistan's chronic balance-of-payments crisis, the State Bank of Pakistan (SBP) imposed strict capital controls that prevented companies from sending profits abroad. At its peak in 2023, over $1 billion in blocked dividends were awaiting clearance, forcing some companies to absorb mounting currency losses on their balance sheets.
This fiscal fragility is compounded by an unpredictable policy environment. Political instability, frequent changes in taxation policy, arbitrary regulatory enforcement, and minimal stakeholder engagement have all undermined business confidence. Foreign investors have frequently cited the absence of a consistent economic direction and the growing influence of non-elected institutions in economic decision-making as major deterrents. In some cases, companies reported being blindsided by retrospective tax demands or abrupt changes in import rules, disrupting years of business planning and operations.
The government's decision to implement sweeping import restrictions in 2022-2024 in an effort to conserve foreign exchange reserves proved especially damaging. These restrictions severely impacted firms dependent on imported raw materials and machinery. Entire production lines were halted for weeks or even months, with companies unable to procure the necessary inputs.
Local assemblers in the automobile sector and multinational consumer goods manufacturers were among the hardest hit. The inability to meet market demand, maintain brand standards, or even retain employment levels pushed many companies to re-evaluate their long-term presence in Pakistan.
The consumer market, once considered a growth engine for MNCs in Pakistan, has also weakened. Persistent inflation, which remained above 25% for much of 2023, eroded household purchasing power. The middle class, which had fuelled expansion in sectors like fast-moving consumer goods, health, and retail, saw their consumption shrink dramatically. As a result, demand for higher-end or branded products collapsed, leaving many multinational portfolios unable to meet volume targets necessary for sustainable operations.
Further compounding the problem are operational inefficiencies tied to infrastructure and energy. Despite increased electricity generation capacity, power distribution remains unreliable and expensive. Load shedding, inconsistent gas supply, and high industrial tariffs have significantly raised the cost of doing business. Many manufacturing operations have had to rely on backup power generation, adding further to their expenses and reducing competitiveness compared to regional peers.
Externally, shifts in global investment flows have not favoured Pakistan. In the aftermath of the Covid-19 pandemic, multinational corporations have increasingly turned to markets offering more regulatory certainty, proximity to supply chains, and lower operational risk.
Countries like Vietnam, India, Bangladesh, and Mexico have benefited from this realignment. Pakistan, in contrast, continues to grapple with geopolitical risks, compliance issues with international financial institutions, and governance concerns. The perception of being a volatile and high-risk jurisdiction has driven many boardrooms to favour exit over perseverance.
As stated by the SBP, the cumulative effect of these exits is significant. Foreign direct investment fell to a mere $1.2 billion in FY2023, the lowest in over a decade. The country not only loses capital inflow, jobs, and technology transfer, but also suffers a reputational blow. It becomes harder to attract new investors when existing players are heading for the exit. The departure of long-term multinationals like Shell and Siemens, who had operated in Pakistan for decades, sends a particularly discouraging signal to potential entrants.
The growing exodus of MNCs from Pakistan casts a long shadow over the government's initiatives to promote the country's image as an attractive destination for foreign investment. Chief among these is the establishment of the Special Investment Facilitation Council (SIFC), launched with the aim of streamlining approvals, accelerating project timelines, and showcasing Pakistan as an investment-ready destination.
While the SIFC has been positioned as a one-window solution to attract foreign capital in sectors such as agriculture, energy, and IT, the sustained flight of established global firms sends a contradictory message to the international business community. The perception that existing investors are being neglected or obstructed undercuts the credibility of new investment outreach. Restoring Pakistan's credibility as an investment destination requires urgent and targeted reforms. A stable macroeconomic framework, unambiguous profit repatriation policies, and transparent regulatory mechanisms are essential. Structural reforms in taxation, energy pricing, and trade policy must be implemented to lower the cost of doing business.
Beyond economics, the state must ensure political and legal stability to reassure global investors that their capital will be protected and allowed to grow.

United States President Donald Trump's lunch meeting with Chief of Army Staff (COAS) Field Marshal Syed Asim Munir prompted a private diplomatic protest from India in a warning to Washington about risks to their bilateral ties while New Delhi is recalibrating relations with China as a hedge, officials and analysts said. The meeting and other tensions in the US-India relationship, after decades of flourishing ties, have cast a shadow in trade negotiations, they said, as Trump's administration weighs tariffs against one of its major partners in the Indo-Pacific. India blames Pakistan, especially the military establishment, for supporting what it alleges is cross-border terrorism and has told the US it is sending the wrong signals by wooing Field Marshal Munir, three senior Indian government officials directly aware of the matter told Reuters. It has created a sore spot that will hamper relations going forward, they said. US-India ties have strengthened in the past two decades despite minor hiccups, at least partly because both countries seek to counter China. The current problems are different, said Michael Kugelman, a Washington-based senior fellow at the Asia Pacific Foundation think tank. "The frequency and intensity with which the US is engaging with Pakistan, and seemingly not taking Indian concerns into account, especially after India's recent conflict with Pakistan, has contributed to a bit of a bilateral malaise. "The concern this time around is that one of the triggers for broader tensions, that being Trump's unpredictability, is extending into the trade realm with his approach to tariffs," he said. Prime Minister Narendra Modi's office and India's foreign ministry did not respond to a request for comment. The foreign ministry has previously said that it had "taken note" of the Trump-Munir meeting. A US official said they do not comment on private diplomatic communications and that the US enjoys strong relationships with both India and Pakistan. "These relationships stand on their own merits, and we do not compare our bilateral relationships with one another," the US official said. The US seems to have taken a different tack on Pakistan after a brief conflict broke out between the nuclear-armed rivals in May when India launched strikes on what it called terrorist targets across the border in response to a deadly attack on tourists in IIOJK. A few weeks after the May fighting, Trump hosted Field Marshal Munir for lunch at the White House, a major boost in ties with the country, which had largely languished under Trump's first term and Joe Biden. It was the first time a US president had hosted the head of Pakistan's army at the White House unaccompanied by senior Pakistani civilian officials. COAS Munir's meeting in the White House added to India's chagrin over Trump's repeated insistence that he averted nuclear war between the two nations by threatening to stop trade negotiations with them. The comment drew a sharp response from Modi, who told Trump that the ceasefire was achieved through talks between army commanders of the two nations, and not US mediation. In the days following his June 18 meeting with COAS Munir, people from Modi's office and India's national security adviser's office made separate calls to their US counterparts to register a protest, two of the officials said. The protest has not been previously reported. "We have communicated to the US our position on cross-border terrorism, which is a red line for us," said a senior Indian official. "These are difficult times Trump's inability to understand our concerns does create some wrinkle in ties," he added, seeking anonymity due to the sensitivity of the matter. Trump and COAS Munir discussed continuation of a counterterrorism collaboration, under which the US has previously provided weapons to Pakistan, a non-Nato US ally, and talked about ways to further strengthen ties, a readout of the meeting from the Inter-Services Public Relations said. That raised concern in New Delhi that any arms Pakistan receives from the US could be turned on India if the neighbours end up in conflict again, two of the officials said. Harder stance Despite what used to be public displays of bonhomie between Trump and Modi, India has been taking a slightly harder stance against the US in recent weeks, while trade discussions have also slowed, the Indian officials and an Indian industry lobbyist said. Modi declined an invitation from Trump to visit Washington after the G7 meeting in Canada in June. Earlier this month, New Delhi proposed retaliatory duties against the US at the World Trade Organisation, showing trade talks were not going as smoothly as they were before the India-Pakistan clashes. India, like other nations, is trying to figure out a way to deal with Trump and is recalibrating ties with China as a hedge, said Harsh Pant, foreign policy head at India's Observer Research Foundation think tank. "Certainly there is an outreach to China," he said. "And I think it is mutual China is also reaching out".

Pakistan speaks with urgency about building a technology-driven economy. It sets ambitious export targets, hosts tech summits, and courts foreign investment. Yet behind this narrative lies a stark and uncomfortable truth: the legal and institutional infrastructure needed to sustain digital growth is fragmented, outdated, or in some cases, absent entirely. That absence is not abstract. It has measurable consequences. The technology sector has shown promise. IT exports have crossed three billion dollars in just ten months. The government hopes to triple that figure within five years. Startups are emerging with confidence. Venture capital interest, though cautious, is returning. Global companies are evaluating opportunities. On paper, it all looks like momentum. But that momentum is fragile. Multinationals are not just hesitating. They are leaving. Microsoft has quietly relocated its regional operations to jurisdictions with clearer regulatory regimes. Uber has exited. Careem is discontinuing its ride hailing services. These decisions are not anecdotal. They reflect systemic discomfort with Pakistan's regulatory climate: unclear licensing frameworks, inconsistent policy enforcement, foreign exchange restrictions, and delays that outlast business cycles. Regulatory opacity has become an operational risk. When the system does work, it feels like a favour rather than a norm. The entry of Starlink into Pakistan is being cited as a breakthrough. But even that required direct intervention by the Prime Minister's Office. The project was approved through cooperation between PTA, SECP and SUPARCO. These permissions were granted under the National Satellite Policy 2023 and the Space Activities Rules 2024. It worked. But the lesson here is not just about success. It is about how much political capital is needed to make the system function. Personal data protection remains another glaring void. After years of public consultation and multiple bill drafts, Pakistan still lacks a comprehensive data protection law. As a result, citizens' data is collected, shared, and sometimes misused without recourse. Businesses operate in a grey zone. There are no statutory rights, no oversight authority, and no clear obligations. Contrast this with the European Union's General Data Protection Regulation (GDPR). That law grants enforceable rights to data subjects, creates independent data protection authorities, and imposes steep penalties for noncompliance. Even India, often a regulatory peer, enacted the Digital Personal Data Protection Act, 2023, marking a clear move toward rights based governance of data. Pakistan, by comparison, has made little progress. The delay is no longer technical or procedural. It is political. Legal inertia also undermines the constitutionally mandated principle of lawful executive discretion. The Supreme Court has held that even in matters of national security, executive action must be grounded in valid legal authority. Surveillance, data collection and algorithmic profiling in Pakistan occur without this foundation. That alone should worry us. Artificial Intelligence is no longer theoretical. Banks are using it to score credit. Employers rely on it for screening applicants. Government agencies experiment with predictive surveillance. And yet, there is no regulatory framework governing AI use. No law demands algorithmic transparency. No tribunal hears complaints about machine made decisions. No requirement exists for public agencies to explain how these tools are used or why. This legal silence has human consequences. A qualified applicant may be rejected due to a flawed algorithm. A facial recognition tool may misidentify a protester. A credit scoring system may entrench bias. Without legislative guardrails, these systems operate without scrutiny or remedy. The global contrast is stark. The EU AI Act, passed in 2024, categorises AI systems based on risk and imposes obligations accordingly. In the United States, federal agencies have issued AI risk management frameworks that prioritise civil liberties. Pakistan, meanwhile, has not even initiated a public consultation process. The legal vacuum is complete. Then there is intellectual property. It is an area rapidly destabilised by generative AI. Tools can now produce music, images, film scripts and software code. But Pakistan's Copyright Ordinance, 1962 offers no guidance on authorship, originality or infringement in AI generated content. The law predates digital technology. It is silent on questions now central to creative economies. Compare this with the position in the United States, where the Copyright Office has clarified that purely AI generated works are not protectable unless there is substantial human input. That principle may evolve, but at least there is one. In Pakistan, the absence of legislative debate leaves creators, platforms and investors in legal limbo. Reform is overdue. The Copyright Board, empowered under the Ordinance, must be reconstituted with expertise in digital innovation. The legislature must define "authorship" and "originality" in light of evolving technologies. Without it, innovation will migrate elsewhere. Even the judiciary, which should lead in defending constitutional rights and settling digital disputes, remains underprepared. Some high courts experimented with video link hearings during Covid-19. But most courts still rely on paper files, face logistical backlogs, and operate without digital case management systems. This is not just a matter of convenience. It affects access to justice. Legal challenges involving cryptocurrency fraud, data privacy breaches or AI based discrimination require fast, informed adjudication. Judges need training. Courts need infrastructure. And citizens need a system that understands the complexity of digital disputes. Other jurisdictions have shown what is possible. Singapore's judiciary is fully digitised. Kenya and Romania have introduced hybrid models with remote proceedings and online document submission. These are not tech utopias. Just examples of what political will can achieve. What, then, must be done? Parliament must enact a strong and enforceable data protection law, overseen by an independent data authority. It must initiate AI legislation that mandates transparency, accountability and redress. The Copyright Ordinance must be modernised to reflect 21st century realities. Courts must be digitised as part of a coordinated national justice reform programme. Most importantly, digital governance must be coherent. It cannot be cobbled together through ministerial memos or ad hoc taskforces. The federal cabinet, judiciary, regulators and provincial assemblies must align on a national legal roadmap.

The Australian high commissioner on Monday expressed strong interest of Australian mining companies in Pakistani regions having vast deposits of natural resources. He proposed collaboration between Australian universities, mining firms and Pakistani institutions for devising specialised training programmes to introduce modern mining techniques and services. This initiative is aimed at enhancing local expertise and supporting the development of Pakistan's mining sector. Federal Minister for Petroleum Ali Pervaiz Malik held a meeting with Australian High Commissioner Neil Hawkins at the Ministry of Petroleum, where discussions centred around expanding bilateral cooperation in energy and mining, with a particular focus on investment, technology transfer and skills development. Ali Pervaiz Malik emphasised Pakistan's commitment to enhancing energy security and welcomed Australian expertise in mining and renewable energy projects. He highlighted investment opportunities for Australian firms in Pakistan's growing energy sector. "Pakistan values Australia's advanced mining capabilities and technical knowledge. We welcome partnerships that build local capacity and attract investment in our mineral and energy sectors," Malik remarked and assured the envoy of his full support for such collaborations. The high commissioner appreciated the recent economic strides made by Islamabad. He mentioned that the improving current account surplus and profit repatriation restored the confidence of multinational companies working in Pakistan.
