Surcharge waiver, 10% discount for domestic power users in Haryana who clear pending dues

Chandigarh: To increase revenue and streamline default connections, power distribution companies in Haryana will be waiving surcharge and offering other relief schemes for the next six months.Haryana energy minister Anil Vij announced on Tuesday that under the Surcharge Waiver Scheme 2025, domestic users in urban and rural areas, and agricultural consumers, will be granted relief in pending or outstanding electricity bills. He said the scheme will be in effect for six months from the date of its implementation.He added domestic and agricultural consumers who opt for lump-sum payment will get a 10% waiver on the principal amount and a 100% waiver on surcharge. Additionally, consumers who clears their outstanding bills in instalments over four or eight months will be granted a 100% surcharge waiver .Regarding the settlement of pending bills of govt buildings' connections, Vij said govt, municipal bodies, village panchayats, and state public sector undertakings will also be granted a 100% surcharge waiver upon making lump-sum payments. For industrial and other categories, a 50% surcharge waiver will be given if they pay the principal amount.Vij said the implementation of this scheme will enhance recovery for power discoms. He also expressed confidence that the scheme will lead to the settlement of a large number of pending bills. In addition, he said. power discoms are encouraging consumers to pay electricity bills on time to avoid the accumulation of dues.Box to go withDHBVN SDO suspendedHaryana power minister Anil Vij has recommended the immediate suspension of sub-divisional officer (SDO) Avneet Bhardwaj of the Dakshin Haryana Bijli Vitran Nigam (DHBVN) for negligence in duty. Bhardwaj is posted in Farukhnagar, Gurugram. Vij said according to a report submitted by the superintending engineer, Circle 1, DHBVN, Gurugram, it was found that the percentage of "OK billing" for urban categories is very low. Similarly, issues related to RNT cases, pendency in "F to OK""cases, and high billing pending are the highest in the Gurugram circle, especially in the sub-division.

Keen to have state-of-the-art bus stands, the Haryana transport authorities have planned the Public Private Partnership (PPP) concept as adopted by the Gujarat government. Initially, the Haryana transport department planned to construct bus terminals of Gurgaon, (Sector-29), Karnal and Pipli (Kurukshetra) on PPP model. The department has planned to hand over these bus stands to the private players under the PPP model for 33 years to construct and maintain the bus stand premises. Under the concept, the bus stand will be used by the staffers of the department for movement of buses and the commuters while the commercial portion of it would be looked after by the private player. In lieu of utilisation of the bus stand commercial portion, the private player will give annual lease also. In response to a proposal sent by the transport department in this connection, the state transport minister Anil Vij had recently asked the department to study the model and procedure adopted in other states on PPP mode. Vij had also asked to ensure that there is no loss of revenue to the state. Returning the proposal to the department, Vij had also mentioned on the file: 'Each and every type of sale in the bus stand premises should bet the revenue share surely to the state.' Haryana transport officials say they are encouraged with the experience of already adopted model of PPP for upgradation of bus stand in Faridabad with an expenture of Rs 130 crore which was incurred by the private player. Explaining the concept, a senior officer of the transport department said: 'The private partner is giving an annual lease of Rs 3 crore to the department apart from maintaining the bus stand.' The officer also said: 'Apart from studying the PPP concept as adopted by the Gujarat authorities where the bus stands have been given on 99-year-old lease, we would also study the mode adopted by neighbouring states like Punjab and Uttar Pradesh. However, the PPP concept as adopted by Punjab many years back had not been successful.' After patronising the private-public partnership model for setting up state-of-the-art air-conditioned bus stands in Punjab for three years, the state government in 2010 had decided to set up many of these projects on its own. In 2010, the then state Transport Minister Master Mohan Lal had told The Indian Express 'the existing build, operate and turn (BOT) arrangement to set up state-of-the-art bus stands in the state was not contributing to generate revenue for the department.' However, the Gujarat government had earlier stated that there are iconic bus ports in Vadodara, Ahmedabad, Ranip, Mehsana and Surat. The then Gujarat Chief Minister Vijay Rupani in 2020 had stated: 'You would recall how buses of ST (state transport) used to be in Gujarat. They would be creaking, would not have windows… But thanks to Narendra Modi, the then chief minister of Gujarat and today's Prime Minister, we have bus stations that look like airports. Agencies About 95% of global capability centres (GCCs) in India are concentrated at six locations and the challenge is to broaden this base for greater inclusiveness, said KK Singh, joint secretary in ministry of electronics and information technology (MeitY), on Monday. At the GCC Summit in the national capital, Singh said identifying best practices from existing GCC hubs can provide direction for emerging locations to attract GCCs. The summit was organised by industry body Confederation of Indian Industry (CII). 'We have seen that GCCs are hardly opting for these tier-II cities,' he said. 'Our approach will be to take the best practices in the six (top) locations, and based on that, create guidelines for the other states to follow.' Speaking at the same event, Ajay Vij, senior country managing director for Accenture India, said the company has expanded to seven or eight emerging cities in the last three years. 'Some of their infrastructure (in the smaller cities is so good that it) puts the infrastructure in the rest of the metros at shame,' Vij said. 'A lot of infrastructure work needs to happen in our existing metros… It's a brand we need to build for the country.'In addition to a focus on infrastructure, Vij said a dedicated long-term strategy is needed to prepare the talent for the future and to move from being a service-oriented country to an innovation-oriented the summit, CII released a report outlining industry recommendations for a GCC policy framework. The February budget had announced that the government will create a national GCC policy. MeitY has set up an industry-led panel to chalk out a to the report, for regulatory simplification, GCCs also need a national-level single-window clearance and rationalisation of the safe harbour margins in transfer pricing. They should also get concessional tax rates for engaging in R&D and IP creation, it CII report's "strategic vision" for 2030 pegged the gross value addition (GVA) of GCCs at somewhere between $470 billion and $600 billion and that the number of GCCs would increase to about 5,000 from 1,800 now. Direct, indirect and induced employment could increase from about 10 million to 20-25 million, it will take GCCs' contribution to India's GDP from about 2% now to 3%, said Romal Shetty, CEO of Deloitte and co-chair of CII's GCC task force.
