Israel says it will allow controlled entry of goods into Gaza via merchants
Israel's COGAT (Coordinator of Government Activities in the Territories) said a mechanism has been approved by the cabinet to expand the scope of humanitarian aid, allowing the entry of supplies to Gaza through the private sector.
The agency said the approved goods include basic food products, baby food, fruits and vegetables, and hygiene supplies.
"This aims to increase the volume of aid entering the Gaza Strip, while reducing reliance on aid collection by the UN and international organisations," it added.
It was unclear how this aid operation would work given the widespread destruction in Gaza.
Palestinian and UN officials say Gaza needs around 600 aid trucks to enter per day to meet the humanitarian requirements — the number Israel used to allow into Gaza before the war.
Images of starving Palestinians including children have alarmed the world in recent weeks, while a video released by Hamas on Sunday showing an emaciated captive drew sharp criticism from Western powers.
Israel in response to a rising international uproar, announced last week steps to let more aid reach Gaza, including pausing fighting for part of the day in some areas, approving air drops and announcing protected routes for aid convoys.
Hamas said it was prepared to coordinate with the Red Cross to deliver aid to hostages it holds in Gaza, if Israel permanently opens humanitarian corridors and halts airstrikes during the distribution of aid.
Israel and the United States urged the UN in May to work through an organisation they back, the Gaza Humanitarian Foundation, which employs a US logistics firm run by a former CIA officer and armed US veterans.
The UN refused as it questioned GHF neutrality and accused the distribution model of militarising aid and forcing displacement.
Palestinians were killed near GHF sites where limited aid was distributed, with the UN estimating that Israeli forces have killed more than 1,000 people seeking food since May, most near the organisation's distribution sites.
GHF denies that there have been deadly incidents at its sites, and says the deadliest have been near other aid convoys.
The war in Gaza began when Hamas killed 1,200 people and took 251 hostage in an attack on southern Israel on October 7, 2023, according to Israeli figures.
Israel's offensive has since killed more than 60,000 Palestinians, according to Gaza health officials who do not distinguish between fighters and non-combatants.
According to Israeli officials, 50 hostages now remain in Gaza, only 20 of whom are believed to be alive. Hamas, thus far, has barred humanitarian organisations from having any kind of access to the hostages and families have little or no details of their conditions. — REUTERS

Stanford University lays off over 360 employees, citing Trump policies
WASHINGTON: Stanford University said on Tuesday it has laid off over 360 employees, citing budget constraints that it attributed to the federal funding policies of US President Donald Trump. The Trump administration has threatened to cut federal funds for universities over pro-Palestinian protests against US ally Israel's war in Gaza, climate initiatives, transgender policies and diversity, equity and inclusion programmes. "Stanford is in the process of making budget reductions," a university spokesperson said in emailed statement in response to media reports on the layoffs. "Last week, many schools and units made staff workforce reductions. In total, 363 layoffs occurred." The Californian university said in June it had made a US$140 million reduction in the general funds budget for the upcoming year due to "a challenging fiscal environment shaped in large part by federal policy changes affecting higher education." Last week, the Trump administration froze more than US$330 million in funding for the University of California, Los Angeles, after alleging the university failed to prevent a hostile environment for Jewish and Israeli students since campus protests erupted after the start of Israel's war in Gaza. The Los Angeles Times reported on Tuesday that UCLA leaders were preparing to negotiate with the Trump administration over the freeze. The government has recently settled its probes with Columbia University, which agreed to pay over US$220 million, and Brown University, which said it will pay US$50 million. Both institutions accepted certain demands made by the government. Talks to settle with Harvard University remain ongoing. Rights advocates have raised concerns about academic freedom and free speech over the government's actions. The Trump administration alleges universities allowed antisemitism during pro-Palestinian campus protests. Protesters, including some Jewish groups, say the government wrongly equates their criticism of Israel's military assault in Gaza and its occupation of Palestinian territories with antisemitism, and advocacy for Palestinian rights with support for extremism.

13MP to drive sustainable, inclusive growth
PUTRAJAYA: The strategies and initiatives outlined in the 13th Malaysia Plan (MP13) will strengthen the nation's commitment to sustainable and inclusive development, in line with Malaysia's role as President of the UN‑Habitat Assembly. Housing and Local Government (KPKT) Minister Nga Kor Ming said the plan, tabled by Prime Minister Datuk Seri Anwar Ibrahim last week, reflects the Unity government's determination to chart a comprehensive, sustainable and resilient development path for the well-being of the people. He said that among the major areas of focus are the wider adoption of the Industrialised Building System (IBS) and Building Information Modelling (BIM) in the construction sector. 'This approach improves efficiency and work quality while reducing costs, minimising material wastage and speeding up project completion,' he said in a statement today, adding that wider use of IBS and BIM would also help lower construction costs, particularly for public housing projects. He said the move would support the government's target of building one million affordable homes within 10 years, in line with KPKT's commitment to providing quality, comfortable and affordable housing. In line with its aspiration to develop more inclusive cities, the ministry is also formulating strategies to expand the implementation of transit-oriented development (TOD). 'Integrating affordable housing projects with public transport systems through the TOD concept will improve access, particularly for the B40 group, to education and employment opportunities,' he said. Nga said the ministry will also continue data-driven housing planning through the development of an integrated housing information repository, and is considering requiring developers to hand over strata titles upon vacant possession to safeguard homebuyers' rights. He added that KPKT remains committed to assisting the urban hardcore poor through programmes to rebuild and repair dilapidated homes, with 4,814 units repaired and 245 new homes built in 2023 and 2024, involving an allocation of RM104.4 million. Regarding solid waste management, Nga stated that KPKT will strengthen the implementation of the circular economy to ensure more efficient and sustainable waste management. 'All these initiatives under MP13 are in line with KPKT's principle that no one is left behind or marginalised.
