Panchkula: Frustrated with persistent garbage dumps, unhygienic conditions, and presence of vagabonds in the Sector 17 market — and receiving little support from the Municipal Corporation — the local market committee has now taken matters into their own hands.
The committee has formed a dedicated 'task force' aimed at improving cleanliness and maintaining order in the area. A monthly contribution is now being collected from all shopkeepers, with funds earmarked being for sanitation and beautification efforts.
The first major step taken was the removal of a large garbage dump, created by private waste collectors. To deter further dumping, the committee installed warning boards, stating that violators will be fined Rs 5,000.
CCTV cameras have also been installed to monitor the area, and overgrown grass has been cleared to improve the market's appearance. Additionally, the market committee has approached the area's sanitation supervisor, urging strict action and challans against private collectors found dumping garbage illegally.
Sameer Singhal, a member of the committee and owner of a prominent store, said: "TOI's recent report on the condition of the market was a wake-up call for all of us.

The market was covered in filth, and we decided to trace the source. It turned out that private garbage collectors had no designated disposal site, and were dumping waste here at night."
He added, "We cleared the waste, hired a night watchman to prevent further dumping, put up warning signs, and got labourers from the chowk to clean up the wild vegetation. Now, we're working on beautifying the market."
Another major concern addressed by the committee was the issue of vagabonds living in the open.
"Several families have taken shelter here... cooking, bathing, and defecating in the open. This contributed significantly to the unhygienic conditions. We've taken measures to ensure the market is no longer used as a shelter, and the overall sanitation has improved," Singhal added.
While Sector 17 has made commendable progress, similar conditions persist in various other markets, where garbage dumps behind shops and the presence of vagabonds remain common sights. The Municipal Corporation has largely failed to manage waste collection and dumping in markets' backside. However, the proactive steps taken by the Sector 17 market committee could serve as a model for other markets in Panchkula to emulate.

Union minister of state for social justice and empowerment Ramdas Athawale stated on July 22 that no reports of manual scavenging had been received from any state or Union territory. Responding to a question in the Lok Sabha, Athawale mentioned that the Prohibition of Employment as Manual Scavengers and their Rehabilitation Act, 2013 had banned manual scavenging from Dec 6, 2013. In April 2025, when TOI inquired about the matter, a senior govt official responded, 'Questions should be asked of the previous govt — what happened to all the machines they claimed to have procured for drain cleaning? Where are the machines they posed with for photographs? Soon, manual scavenging and outdated practices will be things of the past.' COIMBATORE: Farmers are aggrieved as the subsidy for constructing underground water tank has been reduced from Rs 350 per cubic metre to Rs 125. "Under the Supplementary Water Management Activities (SWMA), subsidies are being provided by the central and state governments to install drip irrigation systems, with the aim of reducing water requirement for agriculture, increasing the yields and income of farmers. Due to the current decline in groundwater levels, water available in agricultural borewells is less and at lower pressure, and cannot be used directly for drip irrigation," K Balakrishnan, a farmer from Sulur taluk. "To overcome this, the SWMA project has been providing subsidies for constructing underground water tanks, which are used to store water for drip irrigation. It costs a maximum of Rs 40,000 to build a tank, Rs 10,000 to lay pipes and Rs 15,000 to install a pump set. Many farmers showed interest in this project and benefited from it. Meanwhile, this subsidy was reduced and now, Rs 125 per cubic metre is provided to construct a tank with clay or polythene sheet under the National Horticulture Mission," he added. "If a farmer constructs a cement tank, it costs around Rs 1,000 per cubic metre, totalling Rs 4 lakh for a tank with 1.14 lakh litre capacity. The government provided subsidy of Rs 350 earlier, which was useful. But the current subsidy is very less," he said. PK Selvaraj, founder of Kaushika Neer Karangal said, "The subsidy of Rs 125 per square cubic metre is not feasible. The subsidy for constructing clay tanks is not appropriate for the current technology. Constructing tanks with polythene sheets is not a permanent solution. Polythene sheets are quickly damaged due to heat, and also by animals. In case of clay tanks, water penetrates into the ground." P Siddharthan, deputy director of horticulture department said, "The cost for constructing cement tank is higher than clay or using polythene sheets. The present scheme is planned in a manner that beneficiaries can get up to Rs 75,000 as subsidy per tank. As farmers feel cement structure is a permanent solution, a proposal will be given to the government."
