Government of Canada expands plan to strengthen border security
The new measures include:
The appointment of a Fentanyl Czar, who will engage with U.S. counterparts, and enhance operational collaboration and efficiency in combatting fentanyl, in order to enhance law enforcement tools to combat organized crime in Canada.
The listing of organized crime cartels having an impact in Canada as terrorist entities under the Criminal Code. The Royal Canadian Mounted Police (RCMP) investigates criminal activities by those who threaten the safety and security of Canadians. Listing is an important tool that will support criminal investigations and strengthen the RCMP's ability to prevent and disrupt the activities of the cartels.
Canada is launching the Canada-U.S. Joint Strike Force to combat organized crime, fentanyl and money laundering.
The Prime Minister signed a new intelligence directive on organized crime and fentanyl that will be supported by Canada's investment of $200 million in new capacity to allow Public Safety Canada and the Communication Security Establishment to gather intelligence on transnational organized crime and share with our American partners and law enforcement across the continent.
Ensuring 24/7 eyes on the border through round-the-clock surveillance and by mobilizing law enforcement and civilian forces with new and modernized equipment. Nearly 10,000 frontline personnel are working on protecting the border.
These measures contribute to and expand on Canada's Border Plan, which through its $1.3 billion investment, has and will continue to increased resources dedicated to border security – this includes procurement of Black Hawk helicopters, drones, mobile surveillance towers, as well as addition of personnel and new canine teams.
The Canada-U.S. border is the most secure in the world. The Government of Canada will continue to do whatever it takes to keep it that way.
Quote
'Canada and the United States share the most secure border in the world and we are committed to making it even stronger. The measures expand on Canada's Border Plan and its unprecedented $1.3 billion dollar investment.'
- The Honourable David J. McGuinty, Minister of Public Safety
Quick Facts
Budget 2024 provided $743.5 million over five years, including $159.5 million ongoing, to support the stability and integrity of Canada's asylum system, increasing processing and decision-making capacity.
To reinforce the integrity of our immigration system and reduce fraud, we heightened scrutiny of visitor visa applications from countries with the highest rates of abuse. Our swift actions have led to an:
89% drop in illegal U.S. crossings by foreign nationals in Canada from June to December 2024
a 61% increase in refusals for high-risk countries
an 18% drop in asylum claims by Canadian visa holders (from 7,174 claims in October 2024 to 5,832 in November 2024).
The Safe Third Country Agreement (STCA) has been in effect since 2004 and is an important tool for Canada and the U.S. to work together on the orderly management of asylum claims made in our countries. In March 2023, the STCA was expanded to apply across the entire Canada-U.S. land border, including internal waterways, such as the Great Lakes.
Health Canada's new Canadian Drug Profiling Centre will allow for more laboratory capacity by allowing for more specialized forensic analysis of seized illegal synthetic drug samples. Analysis will go beyond identifying the components of a sample, and look at markers to help determine where substances were manufactured.
Health Canada's new Precursor Risk Management Unit will increase oversight over precursor chemicals and distribution channels, and monitor emerging illegal drug trends.
The CBSA announced its intention to launch its first preclearance operation in 2025. Preclearance supports the national security and economic prosperity of both Canada and the U.S. by facilitating the secure and efficient movement of people and goods across the border.

Voters decide tax asks Tuesday and who advances in a number of local elections
Aug. 4—Tuesday is the last chance for Washington voters to help winnow candidates in local elections. A handful of local initiatives will also be decided Tuesday, including a public safety tax proposal in Spokane Valley and a countywide request to renew the Aquifer Protection Area taxing district for another 20 years. In Spokane, incumbent City Councilman Zack Zappone faces delivery driver Chris Savage and private cigar lounge co-owner Cody Arguelles to represent northwest Spokane for the next four years. In Spokane Valley, two city council races have active primaries this year. In Position 1, there are four candidates vying for an open seat being vacated by Councilman Rod Higgins: businessman and former state Senate candidate Mike Kelly, attorney Lisa Miller, mixed martial arts fighter and former firefighter Adam "Smash" Smith and Kris Pockell, a software engineer who co-owns the Valley hot sauce producer Elixir Sauce Co. In Position 7, incumbent Councilwoman Laura Padden is fending off challenges from salvage yard manager Brad Hohn and business management student Joseph Ghodsee. Many of the region's small jurisdictions also have active primary elections, including the Cheney City Council, Deer Park City Council, Central Valley School Board, and Spokane County fire districts 3 and 4. Voters submitting ballots on primary election day either need to deposit them before 8 p.m. in a drop box, which are located throughout the county at public libraries, city halls and many other public buildings, or in a post box before the last pickup of the day, which may be earlier than 8 p.m. Solve the daily Crossword

Canadian Armed Forces airdrop aid to Palestinians in Gaza
OTTAWA — Canadian aircraft carried out an airdrop Monday of nearly 10,000 kilograms of aid to Palestinians in Gaza as Prime Minister Mark Carney warned of a deteriorating humanitarian crisis in the region. The Canadian Armed Forces flew a CC-130J Hercules aircraft over the Gaza Strip to conduct the drop, said Foreign Affairs Minister Anita Anand and Defence Minister David McGuinty in a statement. Carney, on social media, said the "humanitarian disaster in Gaza is rapidly deteriorating." "Canada is intensifying our efforts with international partners to develop a credible peace plan and will ensure aid moves forward at the necessary scale," he said. Carney posted video earlier in the week of Canadian aid pallets delivered to Gaza via Jordanian military aircraft. Anand said in a separate social media post that she remains in contact with her counterpart in Jordan to ensure Canadian aid reaches Palestinians via air and land. As international alarm mounts, Canada is one of several countries that have airdropped aid over Gaza. Many food parcels dropped by air have splashed into the Mediterranean Sea or landed in so-called red zones. On Monday, video footage of aid being dropped over Zuweida in central Gaza showed a desperate scramble by Palestinians, with hundreds racing toward the parcels on the ground. Fistfights broke out and some men wielded batons. At least one parcel fell on a tent where displaced people had been sheltering, injuring a man who had to be taken to hospital. The United Nations and other groups have said such drops are costly and dangerous and that they deliver far less aid than trucks. Israel imposed a blockade on Gaza in March, arguing that Hamas had been selling vital supplies and food to pay its fighters. UN agencies say this was not happening to any large extent. After two and a half months, Israel allowed Americans to launch the Gaza Humanitarian Foundation, which set up aid distribution sites. Hundreds of Palestinians have been killed by Israeli army fire and American contractors while trying to access those sites. Israel recently loosened some restrictions on food and medicine reaching the Gaza Strip in response to an international outcry over starvation in the Palestinian territory. Global Affairs Canada said in a release Monday that Israel's ongoing aid restrictions were a violation of international law and called for them to end immediately. Last week, Carney cited Israel's aid restrictions and the need to preserve a path to a two-state solution as reasons for declaring that Canada would officially recognize a State of Palestine. Carney said the move was conditional on the Palestinian Authority undertaking serious reforms and holding an election next year for the first time in two decades. — With files from Dylan Robertson in Ottawa and The Associated Press This report by The Canadian Press was first published Aug. 4, 2025. Brazil's high court orders Bolsonaro's house arrest, angering Trump admin.
President Donald Trump and Brazilian President Jair Bolsonaro listen to reporter's questions during joint press conference in the Rose Garden of the Washington, D.C.m on March 19, 2019. On Monday, Brazil's Supreme Court order Bolsonaro's house arrest. File Photo by Jim Lo Scalzo/UPI | License Photo Aug. 5 (UPI) -- Brazil's Supreme Court has ordered the house arrest of former President Jair Bolsonaro, prompting swift condemnation from the Trump administration, which has imposed penalties against those prosecuting President Donald Trump's ally. Bolsonaro is being prosecuted on charges of conspiring to overturn his 2022 election loss. In his order Monday, Justice Alexandre de Moraes ordered the house arrest of Bolsonaro on allegations he violated court-imposed precautionary measures by using the social media accounts of allies, including his three sons, one of whom is a congressman, to post statements online. Moraes described the social media posts as a "continued attempt to coerce the STF and obstruct justice." STF stands for Supremo Tribunal Federal, or Supreme Federal Court, in Portuguese. "The arrest is to be served at Bolsonaro's residence in Brasilia. He will not be allowed to receive visitors, except for his lawyers and other individuals previously authorized by the STF," the order states. "The former president is also prohibited from using a cell phone, either directly or through third parties." A search and seizure of any cell phones in Bolsonaro's possession was also ordered by Moraes, who is overseeing the criminal case. "There is no doubt that Jair Messias Bolsonaro violated the precautionary measures imposed on him, as the defendant produced material for publication on the social media accounts of his three sons and all his followers and political supporters, with clear content encouraging and inciting attacks on the Supreme Federal Court and openly supporting foreign intervention in the Brazilian judiciary," Moraes said. Trump, who has similarly been accused of trying to overturn his own election loss, in 2020, is an ally of Bolsonaro, and has repeatedly used his executive powers to punish those involved in the 70-year-old politician's prosecution, which has prompted accusations of meddling in Brazil's judicial system. Among the measures imposed by the American president are slapping a 40% tariff on Brazilian goods and sanctioning Moraes, as well as revoking his visas and those of his family. The U.S. State Department on Monday night condemned the house arrest order as Moraes' alleged continued use of "Brazil's institutions to silence opposition and threaten democracy." "Putting even more restrictions on Jair Bolsonaro's ability to defend himself in public it not a public service. Let Bolsonaro speak!" the State Department's Bureau of Western Hemisphere Affairs said in both English- and Portuguese-language statements. "The United States condemns Moraes' order imposing house arrest on Bolsonaro and will hold accountable all those aiding and abetting sanctioned conduct." Brazil charged Bolsonaro in February with attempting a coup following his 2022 election loss to current President Luiz Inacio Lula da Silva. According to court documents, his supporters claiming voter fraud stormed Brazil's Congress and other federal facilities on Jan. 8, 2023. The indictment accuses Bolsonaro of spreading debunked claims of fraud in election machines as far back as July 2022 in order to prepare conditions for the coup. As part of the scheme, prosecutors said they even planned the possibility of assassinating Lula. Bolsonaro has denied wrongdoing, while Trump has described the trial as a "witch hunt."
