Ecopetrol S.A. obtains authorization from the Financial Superintendency of Colombia to amend its Local Public Bond and Commercial Paper Issuance and Placement Program
This amendment, formalized through Addendum No. 5, will be incorporated into the Program's prospectus and will include the following key updates:
Issuance, under the PEC, of local public bonds linked to sustainable performance, as well as bonds for specific purposes (green, social, sustainable, and blue bonds);
Issuance of bonds that allow in-kind payments by investors;
Reopening of bond issuances carried out under the PEC;
Issuance of bonds indexed to the UVR (Real Value Unit);
Issuance of bonds indexed to the TRM (Representative Market Exchange Rate); and
Allocation of securities through a book-building process.
This amendment aims to align the Program with Ecopetrol's corporate strategy for decarbonization and energy transition, while also expanding the range of alternatives available in capital markets.
It is worth nothing that since the first bond issuance under the Program in August 2013, totaling nine hundred billion Colombian pesos (COP 900,000,000,000), no additional issuances have been made. As a result, Ecopetrol may still issue additional bonds and commercial papers for up to two trillion one hundred billion Colombian pesos (COP 2,100,000,000,000).
Ecopetrol will duly inform the market of any future issuances carried out under the Program.

Trump Announces Preliminary Trade Pact With Vietnam
President Trump said on Wednesday that the United States had reached a trade deal with Vietnam, one that would roll back some of the punishing tariffs he had issued on Vietnamese products in return for that nation agreeing to open its market to American goods. The preliminary deal will also indirectly affect China, an important trading partner of Vietnam. 'It will be a Great Deal of Cooperation between our two Countries,' Mr. Trump wrote in a post on Truth Social announcing the deal. According to Mr. Trump, the deal imposes a 20 percent tariff on all imports from Vietnam and a 40 percent tariff on any 'transshipping.' That provision is aimed at addressing Trump administration criticisms that countries like Vietnam have become a channel for Chinese manufacturers to bypass U.S. tariffs and funnel goods into the United States. Which products would fall under the higher tariff rate is unclear. It could refer to goods imported to the United States from Vietnam that actually originated in China. But it could also apply to Vietnamese products that use a certain amount of Chinese parts. The deal could include a lower tariff on goods that are made in Vietnam with fewer Chinese parts and materials, and a higher tariff rate for Vietnamese goods that contain many Chinese components. Vietnam was soon scheduled to face a 46 percent tariff rate as part of the 'reciprocal' tariffs that the Trump administration unveiled on April 2. Want all of The Times? Subscribe.

Elevance Health Insiders Sold US$6.9m Of Shares Suggesting Hesitancy
Over the past year, many Elevance Health, Inc. (NYSE:ELV) insiders sold a significant stake in the company which may have piqued investors' interest. When evaluating insider transactions, knowing whether insiders are buying is usually more beneficial than knowing whether they are selling, as the latter can be open to many interpretations. However, if numerous insiders are selling, shareholders should investigate more. While insider transactions are not the most important thing when it comes to long-term investing, we would consider it foolish to ignore insider transactions altogether. Trump has pledged to "unleash" American oil and gas and these 15 US stocks have developments that are poised to benefit. In the last twelve months, the biggest single sale by an insider was when the Executive VP & President of Commercial Health Benefits, Charles Kendrick, sold US$3.2m worth of shares at a price of US$432 per share. That means that an insider was selling shares at around the current price of US$396. While insider selling is a negative, to us, it is more negative if the shares are sold at a lower price. Given that the sale took place at around current prices, it makes us a little cautious but is hardly a major concern. Elevance Health insiders didn't buy any shares over the last year. The chart below shows insider transactions (by companies and individuals) over the last year. If you want to know exactly who sold, for how much, and when, simply click on the graph below! View our latest analysis for Elevance Health If you like to buy stocks that insiders are buying, rather than selling, then you might just love this free list of companies. (Hint: Most of them are flying under the radar). Over the last three months, we've seen significant insider selling at Elevance Health. Specifically, Executive VP & CFO Mark Kaye ditched US$1.9m worth of shares in that time, and we didn't record any purchases whatsoever. In light of this it's hard to argue that all the insiders think that the shares are a bargain. For a common shareholder, it is worth checking how many shares are held by company insiders. A high insider ownership often makes company leadership more mindful of shareholder interests. Elevance Health insiders own 0.1% of the company, currently worth about US$103m based on the recent share price. This kind of significant ownership by insiders does generally increase the chance that the company is run in the interest of all shareholders. An insider hasn't bought Elevance Health stock in the last three months, but there was some selling. And there weren't any purchases to give us comfort, over the last year. The company boasts high insider ownership, but we're a little hesitant, given the history of share sales. So while it's helpful to know what insiders are doing in terms of buying or selling, it's also helpful to know the risks that a particular company is facing. To assist with this, we've discovered 1 warning sign that you should run your eye over to get a better picture of Elevance Health. But note: Elevance Health may not be the best stock to buy. So take a peek at this free list of interesting companies with high ROE and low debt. For the purposes of this article, insiders are those individuals who report their transactions to the relevant regulatory body. Greene says Johnson doesn't have votes to pass ‘big, beautiful bill': ‘S‑‑‑ show'
Rep. Marjorie Taylor Greene (R-Ga.) predicted a tough battle ahead for President Trump's agenda-setting tax and spending megabill as it returns to the House following its dramatic Senate passage Tuesday, describing the situation as a 's— show.' 'There's no way that [Speaker Mike Johnson (R-La.)] has the votes in the House for this,' Greene told political pundit and Trump ally Steve Bannon on an episode of his 'War Room' podcast. 'I think it's far from over.' She added, 'It is really a dire situation.' The House returned to the Capitol on Wednesday to try to hash out differences between its version of the bill and the one advanced through the Senate — which was narrowly passed after a tiebreaking vote from Vice President Vance following a marathon debate on its specifics. Trump has pressed GOP lawmakers to send the bill to him for final approval by Friday. 'We're on a time clock that's been really set on us, so we have a lot of pressure — and then also given the fact that there's 435 members of Congress and it's hard for us to get to an agreement on anything,' Greene continued. 'So this whole thing is — I don't know what to call it — it's a s‑‑‑ show.' 'I know we're not supposed to say that on the air, but that's truly what it is,' the Georgia Republican added. The House passed its take on the bill in May in a razor-thin 215-214 vote amid pressure from Trump, Vance and other White House allies. Johnson and other GOP leaders have been trying to bring skeptical House members on board with changes that the Senate made in its version by this week's self-imposed deadline Trump has pushed. 'We knew we would come to this moment. We knew the Senate would amend the House product. I encouraged them to amend it as lightly as possible. They went a little further than many of us would have preferred, but we have the product now,' Johnson told reporters in the Capitol on Tuesday. 'As the president said, it's his bill. It's not a House bill, it's not a Senate bill, it's the American people's bill.' 'My objective and my responsibility is to get that bill over the line, so we will do everything possible to do that, and I will work with all of our colleagues,' he added. Johnson has also acknowledged that inclement weather could add another road bump, after several lawmakers posted online that their flights back to Washington were delayed or canceled.
