Bengaluru stampede: Suspension of IPS officer Vikash Kumar Vikash revoked; tribunal urges review of action against others officers
Vikash Kumar Vikash had moved the tribunal challenging the Karnataka government's order suspending him for dereliction of duty. Vikash is one of the five officers suspended.
The suspension order, citing Rule 3(1)(a) of the All India Services (Discipline & Appeal) Rules, 1969, alleged that Vikash, along with other officers, failed to take adequate crowd-control and safety measures despite prior knowledge of the celebrations.

However, it didn't specify the exact role, negligence or wilful misconduct attributable to him. The order highlighted the fact there wasn't enough time to prepare for such a huge event, but was silent on how the tragedy could be attributed to Vikash and the other officers.
The applicant stated in his application that he has been made a scapegoat.
Tribunal also urged the government to 'reconsider the suspension orders of other officials' linked to the case.

Two Mumbai cops suspended for kidnapping, extorting pan stall owner
Two police constables have been suspended after an FIR was registered against them along with two others for allegedly kidnapping and extorting money from a shopkeeper in Andheri. The accused policemen have been identified as Hemant Kapse and Chandrashekhar Darade, both of whom are attached to the local arms division of the Mumbai police. Kapse has been in police service since 2008 while Darade was recruited into the force in 2014. Confirming the suspension of the two constables, an IPS officer told The Indian Express: 'Both the constables have been suspended and a departmental inquiry has been initiated against them.' Deputy Commissioner of Police (LA-1) Vinayak Dhakane has been assigned the task of conducting an inquiry in the matter. When contacted, Dhakane refused to speak. According to sources in the police, the two accused constable, along with another policeman Santosh Wagh posted with the Maharashtra State Security Corporation, and another person allegedly extorted Mohamed Arif Faizan Khan (35), a pan stall shopkeeper. According to the FIR, on the evening of June 24, the four accused visited Khan's pan stall in Andheri (west) in an Ertiga car. They posed as 'Food Department Police' and told him that he was illegally selling gutkha. They made him sit in their car and drove him towards south Mumbai. The accused allegedly abused and assaulted Khan and demanded Rs 3 lakh in lieu of not filing a case against him for selling gutkha. When Khan said he had only Rs 10,000 with him, the accused made him borrow money. Khan borrowed money from a friend and on their instructions, transferred Rs 40,000 via UPI to a bank account of a person known to the accused. They also snatched away Rs 3,500 from Khan's pocket and dropped him at the Kalachowki area. Khan noted down the vehicle's number and went back to Andheri. The next day, he contacted police and filed a complaint against the four persons. On Khan's complaint, the DN Nagar police registered an FIR against four unknown persons under Sections 137 (2)(kidnapping), 204(personating a public servant), 3(5)(common intention), 308(extortion), 351(2)(criminal intimidation), 352(intentional insult) of Bhartiya Nyay Sanhita (BNS). During investigation, police found that out of the four, three served in the Maharashtra Police. The four were arrested, but they secured bail from the court. Kapse was earlier suspended in 2021 for his alleged close proximity with a criminal.

Lokayukta recommends action against ex-SP for involvement in extortion racket
After the arrest of Ningappa Sawant, a former head constable, a fortnight ago, the Karnataka Lokayukta mentioned former Bengaluru Lokayukta SP Srinath Joshi M. as co-accused and has written to the Chief Secretary to take action against him as per the All India Services (Conduct) Rules. A probe allegedly revealed that Ningappa, who has proximity with Joshi, used to target government officials posing as Lokayukta officers and extort money threatening to foist cases against them. Lokayukta officials said preliminary findings established the link of the accused IPS officer, Joshi, which violates the service rules. The Lokayukta has also asked the government to submit an action taken report. According to an official release, even though there were no complaints, the Lokayukta, based on the information, took up a case and registered an FIR against the accused under the PC Act. Investigations revealed that Ningappa sent intimidating WhatsApp messages to officials, allegedly demanding bribes using the codeword 'KG', and the probe found that the accused had opened 24 crypto wallets to invest in cryptocurrency to convert the black money into white. Analysis of the accused's mobile also revealed that 13 out of 24 crypto wallets were found to have transactions amounting to over ₹4.92 crore. The Lokayukta also announced that it has set up an 'internal monitoring wing' to keep a check on erring officials. It also asked the government to appoint judicial and other officers. Earlier, Lokayukta officials submitted a proposal to set up such a wing using the officials transferred from Anti Anti-Corruption Bureau to monitor internal irregularities, but the proposal was turned down by the government. However, with Lokayukta having over 1900 staff and considering the increasing number of complaints and cases, especially against the police officials, it has become necessary to have an internal monitoring cell for a free and fair probe. Hence, the Lokayukta has set up a unit temporarily and has asked the government to sanction a judicial officials and required staff to head the probe, sources said . Taking serious note of the extortion cases through impersonators, the Lokayukta said that as many as 41 FIRs were registered across the State.

Karnataka IPS officer Srinath Joshi threatened victims to extort money, used code ‘kg' for lakh in chats with dismissed cop: Lokayukta
The Karnataka Lokayukta said on Thursday that senior IPS officer Srinath Mahadev Joshi had been in touch with G Ningappa, a former head constable arrested for allegedly extorting Rs 4.92 crore from government officials by posing as a Lokayukta officer. 'Joshi was in touch with Ningappa and was involved in threatening government officials and to extort money. They used the code word 'kg' and in the preliminary probe, it has been revealed. The collected black money was being converted to white money by investing in cryptocurrency,' the anti-corruption watchdog said in a statement. A police officer said that 'kg' referred to lakhs. Lokayukta said Joshi was involved in extortion and exchanged related WhatsApp messages with Ningappa, also known as Ningappa Sawanth. According to the Lokayukta, Ningappa, had 23 cryptocurrency wallets and Rs 4.92 crore was invested in 13 wallets. On June 15, Joshi's house was searched after the Lokayukta police secured a warrant from the court, the statement said. He was a superintendent of police in the Lokayukta until June 12. The Lokayukta also said that there were no complaints from outside (government officials or private persons) but that the case was registered when the Lokayukta chief got to know about the extortion. Ningappa was arrested in the case on June 2. He has been released on bail. The Karnataka High Court has ordered an interim stay on the investigation against Joshi and Ningappa in the extortion case. On June 30, the Lokayukta police approached the high court seeking permission to continue their investigation against Joshi and Ningappa, citing public concern over the credibility of the institution. On Thursday, Justice S R Krishna Kumar of the high court posted the matter to Tuesday. Thirty-five cases have been registered at various police stations where Ningappa allegedly approached government officials, mainly from the Bruhat Bengaluru Mahanagara Palike (BBMP) and the excise department, with extortion demands. Ningappa used the names not only of Lokayukta police officers but also of the Lokayukta and the Upa Lokayukta, the anti-corruption watchdog suspects. Ningappa is accused of calling government officials over the phone to extort money ranging from Rs 2 lakh to Rs 25 lakh.
