Employee-owned Post Office model ‘unlikely to be considered until 2030'

The current level of taxpayer funding for the Government-owned postal service is unsustainable, the Department for Business and Trade (DBT) said in a new Green Paper on the organisation's future.
This sets out its views on how the Post Office should be run in the future, including possible changes to its ownership structure.
The DBT said turning the organisation into a 'mutual', whereby it is collectively owned by its members, was a possible long-term option.
One version of this structure could see membership limited to postmasters and franchisees, or it could also include customers, employees and communities.
But the Government said the Post Office 'should be financially and operationally stable before mutualisation can be considered', meaning it would need to be profitable and cash-generative.
It is also in the process of working to replace its Horizon IT system following the scandal, in which about 1,000 people are thought to have been wrongly prosecuted and convicted over shortfalls in their branches caused by faulty software.
This means the earliest date to consider mutualisation is thought to be around 2030, the DBT said.
It could then take a further three years to implement, with it being a 'complex, time consuming and potentially expensive process', the Green Paper read.
The Government said another long-term option for the ownership structure is a charter model, similar to the BBC and universities, which sets out an organisation's public purpose and rules for how it operates.
Meanwhile, the paper found that the Post Office's requirement to run at least 11,500 branches across the UK had become 'more challenging and costly' due to rising labour costs against declining visitors across the network.
This has resulted in it requiring more subsidies from the Government in recent years, it said.
The DBT said one option for the future of the Post Office network was to scrap the minimum branch requirement, meaning it could address loss-making branches and focus on bigger, full-service sites.
But it would still have to ensure that at least 99% of the population stay within three miles of a full-service branch under this option.
The Government stressed that its current level of funding to the Post Office is 'unsustainable' in the long-term and that the organisation should be able to self-fund investment in its network and postmasters.
Alongside the Green Paper, the DBT said it had launched a three-month consultation period, giving customers and postmasters the opportunity to have a say in how the service is run.
Post Office minister Gareth Thomas said: 'Post Offices continue to be a central part of our high streets and communities across the country.
'However, after 15 years without a proper review, and in the aftermath of the Horizon scandal, it's clear we need a fresh vision for its future.
'This Green Paper marks the start of an honest conversation about what people want and need from their Post Office in the years ahead.'
Neil Brocklehurst, Post Office's chief executive, said: 'We now have a once-in-a-decade opportunity to have a national conversation about the future of our post offices and their role in supporting communities across the UK.
'This Government consultation is a vital part of shaping what the future of Post Office could, and should, look like.'
Dave Ward, general secretary of the Communication Workers Union (CWU), criticised the Green Paper for 'prioritising further cost-cutting and offering no vision for its future'.
'Successive governments have failed the Post Office, its workers and customers – choosing to use government subsidies for planned redundancies, closures and so-called transformation plans that are nothing more than managed decline,' he said.
Mr Ward said the CWU was advocating a 'joint venture ownership model' that would bring the Post Office and Royal Mail back together and give postmasters greater say over the governance and direction of the company.

Scotland's First Minister has said it is in the interests of the country that he meets US President Donald Trump. John Swinney said he had an 'obligation' to 'protect and promote' Scotland. He said there would be an opportunity during his meeting to discuss tariffs, Gaza and Ukraine. Swinney will meet the Republican politician later this month when he is expected to visit his golf courses in Aberdeenshire and Ayrshire. Trump will also meet Prime Minister Sir Keir Starmer in Aberdeen, he has said. Speaking during a visit to Rutherglen, the First Minister said Scots would expect him to meet a US president visiting Scotland. He said: 'I've taken a decision that's in Scotland's interest to meet with the president of the United States so that I can use every opportunity to protect and to promote the interests of the people of Scotland. 'There's obviously a range of issues that we can cover around the international situation that's causing such anxiety to people in Scotland, around the situation the Middle East, and the situation in Ukraine, and the domestic issues that are important to us around about the implications of, for example, trade and tariffs on some of our key sectors, including Scotch whisky. 'So I think people in Scotland would expect their First Minister to meet with the president of the United States to put forward Scotland's position.' Earlier this week, Trump said he would go to Aberdeen, which he said was the 'oil capital of Europe'. 'They have so much oil there,' he said. 'They should get rid of the windmills and bring back the oil. '[Because] the windmills are really detrimental to the beauty of Scotland and every other place they go up.' Asked about those comments, Swinney said he supported renewables in Scotland, which he said was key to the future of the country. He said: 'There's going to be different views expressed by different political leaders, and I'm a supporter of renewable energy. 'I think it's important that we use the opportunities that we have in Scotland to capture the natural and sustainable energy that surrounds us and it's all around us, and we should take those opportunities, which the Scottish Government has done in a sustainable way. 'We've got to protect the planet. We've got to protect our communities, and that's at the heart of the Government's agenda in Scotland.' The Scottish Greens, who were previously in Government with the SNP, have criticised the First Minister for his plans to meet the president. Co-leader Patrick Harvie said the meeting was 'tragic' and 'out of step with Scotland's values'. But Swinney defended the decision, saying: 'The people of the United States have elected their president, and that's their choice, and he's coming to visit Scotland. 'And I think for me, my obligation of what members of the public would expect of their First Minister is for me to engage with the leader of the United States to protect and to promote the interests of Scotland.' On Wednesday, the Scottish Secretary also defended Swinney's decision to meet Trump, along with Sir Keir's decision, saying it was 'the right thing to do'. Ian Murray praised the Prime Minister for putting in a 'lot of effort' to 'cultivate' a relationship with the president. He said US tariffs and the situation in Ukraine could be on the agenda for the discussions. He said: 'At this stage we have no sight of what the president's programme is, but we do know the First Minister and the Prime Minister will meet him, and it is right for them both to do so.' He said the meetings were 'the right thing to do because those relationships are incredibly important in terms of our own national interest'. He added: 'We should make sure we are working very closely with our allies for the benefit of Scotland and the whole of the United Kingdom.' Urgent change for teachers demanded in disturbing Southport attacks report

A review into the Prevent programme recommended a string of steps to prevent more failings like those made with Southport murderer Axel Rudakubana and terrorist Ali Harbi Ali, who killed Tory MP Sir David Amess Frontline workers like teachers must get better training to spot dangerous extremists, a crucial extremism report has found. ‌ Authorities must also work with tech firms to identify would-be terrorists if lessons are to be learned from the Southport murders and the killing of Tory MP Sir David Amess, it said. Lord David Anderson said improvements must be made to the Prevent programme to help prevent similar tragedies. ‌ Both Axel Rudakubana, who murdered three young girls at a dance class in Southport, and Mr Amess's killer Ali Harbi Ali had previously been referred to the programme. Home Secretary Yvette Cooper said the Government would "immediately act" on the findings. ‌ Lord Anderson, the UK's Interim Independent Prevent Commissioner, concluded that several failures happened before Ali went on to kill in 2021. These included poor communication and lack of proper six-month reviews. And referring to the failure to escalate Rudakubana's case, he wrote: "It is hard to see how the test of 'reasonable grounds to believe that there are no Prevent concerns' could have been satisfied on the known facts of the case'." He called for urgent steps to make sure worrying online activity is better used to identify and investigate potential terrorists. And he said frontline public sector workers should be clear that those who show a fascination with "extreme violence or mass casualty attacks" must be referred to Prevent. ‌ The Commissioner upheld the findings of learning reviews into the two attacks, which found opportunities were missed to stop both Ali and Rudakubana. ‌ Lord Anderson said both had been referred to Prevent by their schools, but the programme "failed to provide what might have helped them". And he urged the Government to work with tech firms and social networks to strenghten methods of flagging dangerous fanatics. He wrote: "Whether different decisions might have spared their victims will never be known: both attacks came years later, and many imponderables intervened. But wrong decisions were taken; more should have been done; and from these failures, lessons must continue to be learned'" Rudakabana's trial heard he was not treated as a terrorist because there was no clear extremist ideology. This was despite him being fascinated with the Manchester Arena attack and an Al-Qaeda training manual being found at his home. ‌ Lord Anderson said Prevent must remain open to those who become obsessed with extreme violence, even if they do not have a clear ideology. He also called for a new task force to look into linking Prevent with a broader safeguarding and violence prevention programme. And the Commissioner said training for frontline workers must be rolled out for the end of the year. ‌ Home Secretary Yvette Cooper said the Government must look at how Prevent works "to stop further missed opportunities". She said progress has been made on a string of measures she announced back in December. These include a review into the way the programme treats people with severe mental health problems and provide improved support for those who do not qualify for Prevent intervention. Ms Cooper said: "Prevent training is being rolled out at pace to educate frontline professionals about the ideologies, such as Islamist extremism, that drive terrorism." In a statement to MPs, the Home Secretary said: "My department remains steadfast in its commitment to keeping the public safe and safeguarding people at risk of radicalisation. "The victims, their families and those who survived the Southport attack but continue to live with the physical and emotional pain, and Sir David Amess's family remain in our hearts and prayers."
