The federal government has appointed Secretary Education Nadeem Mahbub as the acting chairman of Higher Education Commission since Dr Mukhtar Ahmed's term has ended.
The Ministry of Education has issued an official notification of the appointment which specifies that the appointment will be for three months or until the appointment of a permanent chairman of HEC.
Mahbub is also a member of the HEC Commission and on this basis, the prime minister has appointed him as the acting chairman under sub-clause 3 of Section 8 of the HEC Act. According to sources, the former chairman of HEC made various appointments and transfers yesterday.
HEC sources have said that in the summary sent by the Ministry of Education, an explanation was sought regarding the notification of extension of Dr Mukhtar's term. However, the Prime Minister's Office has also approved the appointment of an acting chairman as per the Act in the summary.
Mahbub will assume the responsibilities of HEC chairman and Secretary Education from Wednesday.

The Sindh ombudsman has ordered to remove Syed Moonis Alvi from his position of K-Electric's chief executive officer (CEO), over his alleged involvement in a case pertaining to workplace harassment. Sindh Ombudsman for the Protection against Harassment of Women at the Workplace Justice (retired) Shah Nawaz Tariq has also imposed a fine of Rs2.5 million on Alvi in the same case. 'Moonis Abdullah Alvi is penalised under section 4(4)(ii)(c) of the Act, 2010, and is removed from his service instantly,' read the order issued by the ombudsperson. After allegation of harassing a woman was proven against him, the KE CEO must pay the fine within one month to the complainant through the registrar of the ombudsman's office, the Sindh government official stated. Meanwhile, Alvi has termed the ombudsman's decision 'deeply distressing' for him, saying the findings did not reflect the truth of the situation as he experienced it. Justice (retired) Tariq said in his decision that the KE CEO Alvi harassed and mentally tortured the complainant. 'If Moonis Alvi fails to pay the fine, his movable and immovable property should be confiscated,' he ordered. Moonis Alvi reappointed K-Electric CEO The ombudsman also stated that if Alvi does not pay the fine, his computerised national identity card (CNIC) and passport should also be blocked. In a series of tweets, the KE chief executive said he always upheld the values of integrity and dignity in professional interactions, and he deeply believed in fostering safe and inclusive workplaces for all. 'The recent verdict is deeply distressing to me. While I respect the legal process and the institutions that uphold it, I must, in good conscience, state that the findings do not reflect the truth of the situation as I experienced it,' he said. Alvi said he was reviewing the decision with his legal advisor to exercise his right to appeal. He said he was committee to bring the truth to light through all legal means. 'This has been a painful journey — not just professionally, but personally. I am currently reviewing the decision with my legal counsel and will be exercising my right to appeal. 'It is for anyone who feels wronged to be heard. I remain committed to ensuring that the truth is fully brought to light, through all lawful means available. 'In the meantime, I remain grateful for the support of those who know me, who have worked alongside me, and who believe in due process. My respect for the principles of justice and workplace dignity remains unwavering.' Alvi was appointed CEO of KE in June 2018. Under his leadership, KE has undertaken a series of investments across the energy value chain. These investments include the development of 900 MW RLNG-fired power plant. He joined KE in 2008 and has served as the company's Chief Financial Officer and also held the roles of Company Secretary and Head of Treasury. Alvi holds 30 years of diversified experience in finance, financial planning, and capital restructuring. He is a Fellow member of the Institute of Chartered Accountants of Pakistan.

Photo: Ministry of Finance Listen to article In a major concession to the United States for striking a trade deal, Pakistan on Wednesday exempted 5% tax, which it had imposed a month ago on foreign tech firms and online platforms on supply of digitally ordered goods and services. However, the tax exemption is not specific to only the US tech companies. All the foreign firms will benefit from the decision, which has been taken on the demand of the US administration, a senior official of the Federal Board of Revenue told The Express Tribune. The FBR, the nation's tax collecting authority, notified the waiver on Wednesday, the day Finance Minister Muhammad Aurangzeb was in Washington to further bilateral trade talks. Also Read: SBP keeps interest rate at 11% 'In exercise of the powers conferred by section 15 of the Digital Presence Proceeds Tax Act, 2025, the federal government is pleased to direct that the Digital Presence Proceeds Tax shall not apply to digitally ordered goods and services supplied from outside Pakistan, by any person, which are chargeable to tax under the said Act,' according to the FBR notification. It further added that the tax will be waived off with effect from the first day of July 1, 2025 — the day the new law and fiscal year 2025–26 budget became effective. A Pakistani delegation is currently in the US to settle the outstanding issues that are hampering the bilateral trade deal. It is the second visit by the Pakistani team in less than two weeks, aimed at securing the trade deal that can address the US concerns and to a greater degree protect Pakistan's commercial interests. The sources said that during the last round of trade talks held between Pakistan's Finance Minister and the US Secretary of Commerce, Howard Lutnick, the US had raised the issue of the 5% tax imposed in the budget, which was hurting the US tech giants. The Finance Ministry sources said that to address any concern by the International Monetary Fund, the US authorities may directly speak to the Fund. The US is the single largest shareholder of the IMF, having little over 16% stakes. The government had imposed the 5% digital proceeds tax on the grounds that the cross-border e-commerce by foreign vendors remained largely untaxed in Pakistan due to tax treaty limitations requiring a permanent establishment for income taxation. The FBR had apprised the National Assembly Standing Committee on Finance that the tax base of market jurisdictions' erosion was occurring as foreign businesses used digital platforms to sell goods and services without physical presence. Many countries have introduced Digital Services Taxes (DST) to reclaim taxing rights based on significant digital presence, especially for services, and accordingly Pakistan proposed to tax both digitally supplied goods and services. Also Read: Cabinet approves national AI policy, targets 1m professionals by 2030 The standing committee had also been briefed that the digital advertisement of foreign vendors i.e., Temu in the Pakistani market by platforms such as Google would be taxed in consistency with Pakistani taxing rights. Under the new law, payment intermediaries — including banks and financial institutions — were required to collect tax on digital payments made to foreign vendors supplying goods or services into Pakistan. They are also required to quarterly report the revenue collected from international e-commerce providers. The Express Tribune reported on July 19th that Pakistan had assured the United States-based Google that it will be exempted from a 5% new digital tax and parts of the company's income will be taxed even at two-thirds reduced rates. The government had enacted the Digital Presence Proceeds Act in June to enhance tax collection from the offshore companies that had significant digital presence but were not paying taxes on their earnings. This month, the tax authorities assured the company that 'Google is not the target of the Digital Presence Proceeds Tax Act' and the legislation has been designed to cover specific cases of significant digital presence where no physical or registered business presence exists in Pakistan. It is also the single largest contributor of digital service tax payments. Companies like Meta, Amazon, Microsoft, and Netflix will also be the beneficiaries of the tax exemption. The enactment of the Digital Presence Proceeds Act had created ripples in Pakistan, particularly among the YouTube users. The government had introduced the digital presence proceeds law to tax digitally delivered services provided over the internet or electronic networks, where the delivery is automated and required minimal or no human intervention, including music, audio and video streaming services, cloud services, online software application services, services delivered through online interpersonal interaction i.e., tele-medicine, e-learning etc, online banking services, architectural design services, research and consultancy reports, accounting services in the form of digital files, or any other online facility.

Listen to article The Opposition in the Punjab Assembly on Wednesday strongly condemned police raids on the residences of its MPAs and the alleged harassment of their families ahead of Pakistan Tehreek-e-Insaf's (PTI) countrywide protest on August 5. As the assembly session began under the chair of Acting Speaker Malik Zaheer Iqbal Channer, Deputy Opposition Leader Muhammad Moeenuddin Riaz raised the issue on a point of order, expressing serious concern over what he termed as a preemptive crackdown. 'There are still many days left in August 5, but the police officials have already started conducting raids at the residences of our MPAs,' he said. 'It is regrettable that the families of our MPAs and workers are also being harassed by Punjab police,' he added, demanding the law minister take immediate notice of the situation. 'It is not in my knowledge,' he said, while assuring the House that he would contact senior police officials and the Home Department to obtain more information. Later, Opposition MPA Tayyab Rashid raised concerns about the illegal human organ trade, alleging that a kidney transplantation racket was operating in Sheikhupura 'under the nose of Chief Minister Maryam Nawaz.' He criticised the government for targeting the Opposition instead of addressing pressing issues affecting the public. 'The government should de-focus from the Opposition and do something for the needy masses,' he said. He claimed that influential individuals were diverting canal water to their own lands, leaving poor farmers helpless. From the treasury benches, MPA Amjad Ali Javed raised an issue regarding Higher Education Commission (HEC) policies, stating that new regulations were causing distress among computer science students. He said the HEC had ruled that a computer science degree would not be considered valid without accreditation from a specific council. 'Students who have completed two semesters are now deeply concerned about the issue,' Javed noted. He urged the HEC to review and relax the policy in the interest of students' futures.
